新城发展模式研究

本文从新城本身的动力机制和发展目标这一全新的角度出发，明确地将新城分成了两类——“生产型”新城与“服务型”新城。“生产型”新城是以生产功能为主导并以开发区的形式为主体的新城镇，而“服务型”新城是以新城市中心为代表、以服务业为主导功能的新城镇。本文首先分析比较了“生产型”新城与“服务型”新城的特点，重点阐述了如何根据这两类新城各自的建设条件从中作出发展选择，最后讨论了这两者在建设过程中的开发策略，明确了新城要根据自身的实际情况，做出准确定位，开展新城建设。

Development Mode of New Towns

In this paper, new towns are classified into two categories which are ＇production-oriented new town＇ and ＇service-oriented new town＇ in terms of the developing mechanism and goal of new towns. ＇production-oriented new town＇ is the kind of town which has development zones with productive function. ＇service-oriented new town＇ is the other kind of town which always plays the role of downtown for the master city with the service function. In the beginning of the pape, the characteristics of the two kinds of new towns will be compared. Then the research will shed some light on how to choose to develop between the two kinds of new towns according to the condition of the town. The develop- ment strategies of them will be discussed at end of this paper. The conclusion is that the development of new towns must start after the analyse of towns＇ condition and reasonable orientation.
