生态型城市水安全格局构建初探

摘    要:近些年来.国内许多城市接连遭受洪涝灾害的侵袭,城市水安全(防洪安全与防涝安全)受到严重威胁。本文基于这样一种背景.提出应该从过去过度依赖工程措施转变为以充分利用水系生态系统自身的泄洪、蓄水、排渍等功能为前提来保障城市水安全。以湖南省安仁县为例.利用GIS对水系生态系统进行防洪安全格局和防涝安全格局分析.识别出对城市防洪防涝有重要意义的战略关键点和区域一即相应规模和格局的河流、湖泊、湿地等水系景观要素.通过对这些要素制定相应的规划导则,构建生态型城市水安全格局。

the Tentive Research on Building the Water Ecosysyem Structures in Ecological Cities

Abstract:In recent years ,many cities in china have suffered a lot from the damage of flood and waterlogging constantly. Based o11 this urgent background ,my dissertation ?argues that when dealing with the ensurence ?of urban water security,we are supposed to make full use of the functions that the river eco- system already has ,such as water retaining,flood controlling and water circulation, instead of the old way which relies excessively on engineering measures.Taking Anren county in Hunan province as an example,with the GIS technology ,we found that the landscape elements of drainage eco-system ,like rivers,lakes and wet land of relative scale and pattern, are the significant meaningful points in the prevent of flood and waterlogging in urban areas . These all elements consist the structures of water security of ecological cities. As well ,by making relevant planning guidelines, river eco-system can try its best in the prevent of flood and waterlogging.
