| 摘 要： | 通过对芬兰、德国供热案例的研究与供热改革的分析,总结供热改革在国外进行的总体思路,并通过对我国供热体制改革的试点工程进行分析,再与国外的情况相对照,结合我国的国情,探索适合我国的供热改革方案。
