建筑企业投资 PPP 项目的 F+EPC 模式研究

政府和社会资本合作的 PPP 模式已经成为建筑企业积极拓展业务领域的主要模式之一，但建筑企业以何种模式运作PPP 项目目前还处于探索阶段。基于建筑企业投资人在 PPP 项目中同时承担投融资和工程总承包的职责，提出了“F+EPC”模式，结合实践建立了“F+EPC”运作模型及其实现方式，并从“F+EPC”模式运作管理、风险管控、融资方式选择、人才引进与培养等方面提出了合理化建议，为建筑企业实现以“F+EPC”模式参与 PPP 项目提供参考。

Study on F+EPC Mode of PPP Projects Invested by Construction Enterprises

The PPP（private-public-partnership）has become one of the main modes for construction companies to actively expandtheir business areas. However，the mode in which the construction company operates the PPP project is still at early stage. Based onthe fact that the investors of construction enterprises are responsible for financing and EPC in PPP projects，this paper putsforward the " F + EPC" mode，establishes the " F + EPC" operation mode based on practices，and puts forward reasonablesuggestions from the aspects of operation management，risk control，financing mode selection，talent introduction andtraining，etc. This study provides a reference for construction enterprises to participate in PPP projects in the " F + EPC"mode.
