基于AHP 和ISM 的高速铁路建设项目“PPP+EPC 模式”实施影响因素研究

为帮助社会资本参与高速铁路建设项目，推动“PPP+EPC模式”在铁路建设行业的持续发展，对高速铁路建设项目“PPP+EPC模式”实施影响因素进行研究。通过文献分析与实际调研识别高速铁路建设项目“PPP+EPC模式”实施的影响因素，对铁路PPP+EPC项目结构进行分析，提出项目主要参建方，邀请相关专家进行因素的影响评价和影响机理分析。根据影响因素分析结果提出相关对策建议，为投资建设方使用“PPP+EPC模式”参与高速铁路建设项目提供参考。

Research on Influencing Factors of "PPP + EPC Mode" Implementation of High-speed Railway Project Based on AHP and ISM

To help social capital participate in high-speed railway projects and promote the development of "PPP + EPC mode" in the railway construction industry, this paper evaluates the influencing factors of the implementation of "PPP + EPC mode" in high-speed railway projects. Through the literature analysis and local survey，the paper identifies the influencing factors of the implementation of "PPP + EPC mode" in high-speed railway project. Firstly，this paper analyzes the structure of the railway PPP + EPC project，puts forward the main participants of the project. Secondly，this paper invites relevant experts to carry out the factor impact evaluation and impact mechanism analysis. Finally，this paper puts forward relevant countermeasures and suggestions according to the analysis results of influencing factors，so as to provide references for the investors and constructors to use "PPP + EPC mode" to participate in high-speed railway construction projects.
