摘    要:针对沿海平原河网城市地势低平、河网交错、内河水位易受外潮影响等特征,以温州市为例,介绍了其现状排水格局,分析了其排水防涝面临的一系列典型问题,包括规划河道控制水位过高导致排水困难、现有雨水管渠标准普遍偏低、雨水排放口过于分散、排水及除涝标准匹配与协调难度高、极端气象灾害时有发生、积水点治理困难大等。针对上述问题,提出了系统应对策略及一系列技术对策,供沿海平原河网城市排水防涝时参考借鉴。

Abstract:The coastal plain river network cities are usually characterized by low and flat terrain,crisscross river network,and easy influence of internal river level by external tide.As an example,the current drainage pattern of Wenzhou was introduced.A series of typical problems faced by its drainage and waterlogging prevention in Wenzhou were analyzed,including the difficulty of drainage caused by the high control water level of the planned river course,the low design standards of present rainwater pipe canal,the dispersion of stormwater outlets,the difficulty of matching and coordinating the drainage and waterlogging control standards,the occurrence of extreme meteorological disasters from time to time,and the difficulty of managing the local flooding sites.In view of the above problems,systematic coping strategy and a lot of measures were put forward,which would provide some reference for urban drainage and waterlogging prevention in coastal plain river network city.
