新媒体背景下的南京市应急管理流程

现代社会的公民社会理念日渐深入人心,我国各利益群体的民主意识也迅速提升,力争通过平等的话语权来实现民主参与。新媒体的出现正好给了各利益群体打开公共话语空间,成为影响公共决策的一把"钥匙",同时也给城市应急管理带来新的挑战和考验。本研究通过对新媒体特点的分析、新媒体对城市应急管理的影响,以南京市为例,提出了政府在新媒体背景下进行城市应急管理的原则和流程,并运用各种媒体手段进行城市应急管理引导,同时要注重与企事业单位和公众的互动,最终达到迅速合理地解决城市突发事件,并适时提升城市形象的目的。

Urban Emergency Management of Nanjing City against the Background of New Media

The concept of civil society is pervasive in modern times.Various interest groups in China also rapidly promote their democratic consciousness.They are striving to achieve the democratic participation through an equal discourse right.The emergence of new media meets the demand,and become a "key" to public decisions,in which process brings new challenges to the urban emergency management.This study analyzes the characteristics of new media and its influence to the urban emergency management,thus puts forward the principle and guide means of the urban emergency management in the new media background,interacting with the enterprises and institutions and the public,ultimately achieve rapid and reasonable solution to the urban emergency and timely improve the image of the city.
