“十二五”保障性住房供应体系建设思考

我国"十二五"规划提出加快构建以政府为主提供基本保障、以市场为主满足多层次需求的住房供应体系;加大保障性安居工程建设力度,基本解决保障房供应不足的问题。目前,保障房建设已经在各地大规模展开,但要实现"十二五"规划中的保障房建设目标,则还有赖于合理有效的保障房供应体系的建立和完善。本文通过剖析影响保障房有效供应的制度成因,进而提出了保障房供应体系建设的取向及目标,并从社会、经济和空间三个维度,提出了建设保障房供应体系的政策建议,旨在为我国制定保障房供应政策提供理论参考。

Reflection about 12th Five-Year Plan Affordable Housing System Construction

China’s 12th Five-Year Plan has raised the issues 1) to accelerate the construction of housing supply system by the government to meet the basic needs,and market-based housing supply system to meet the needs of multi-levels in the society;2) To enhance the Affordable Housing projects and to solve the lack of Affordable Housing supply problems.At present,the Affordable Housing constructions have been launched on a large scale throughout the country,but to achieve such goal of the 12th Five-Year Plan also depends on the establishment of a reasonable and effective supply system of Affordable Housing.Through analysis of the causes that have impacts on the Affordable Housing policy,the paper raises the points on the orientation and objectives of Affordable Housing System construction policy.Furthermore,from the three dimensions of social,economic and space development policy,the paper makes suggestions on the policy of how to construct the Affordable Housing supply system,which is designed to provide a theoretical reference for China to develop the Affordable Housing supply policy.
