| 摘 要： | 随着城市的快速扩张和城市居民对生态休闲的追求，城市非建设用地的地位越来越突出．如何编制科学合理的城市非建设用地规划以保护城市非建设用地，成为亟待解决的问题．为此一些快速城市化地区展开了积极的探索。文章认为城市非建设用地规划的理念应为”生态优先”和“精明增长”，主要内容为确定“图底关系”．用途管制、容量控制．确定各种增长边界、建立指标控制体系。
