控制性详细规划阶段的城市设计管控要素体系研究

控制性详细规划阶段的城市设计是我国城市设计改革工作的核心.而从长期的实践来看,关于此层面城市设计管控要素的确认、要素的规范表达,以及要素在分级管控、弹性管控中的操作性等几个关键问题,仍然困扰着规划编制和管理人员.基于武汉市的探索,尝试提供一个系统性的解决思路和方案,主要包括一个城市设计管控要素体系、一个要素规范表达体系,以及一个要素分级操作体系.

Research on Urban Design Control System at the Regulatory Plan Level

The very core of reforming urban design practice lies at the regulatory plan level.However,some key issues such as what control elements should be considered,how to express them normatively,as well as how to operate them both hierarchically and flexibly have puzzled the plannng profession for a long time.In this paper,a case study of Wuhan provides a systemic solution and proposal,including a subdivision system,a policy articulation system and an implementation system of urban design control requirements.
