Practice of Scientific Concept of Development and Eco-Priority Principle to City Planning: A Case of Chongming Islands, Shanghai

Under the guidance of National Coastal Routeway Project,the comple- tion of Shanghai Yangtze River Tunnel and Bridge and its opening to traffic will place three islands of Chongming confronted with an important turning point of e- conomic development.On this situation,Shanghai is badly in need of the three is- lands layout planning conforming to the Scientific Concept of Development,from a high starting point to be a global model of sustainable development.In the light of Eco-priority Principle,Chongming Island master plan,which was awarded the 2005 Excellence Prize by AIA,chooses and sets up a rational regional developing way. With a view to sustainable development for generations,it compares and selects leading functions and industry combination,leaving enough space for ecological self-development and for future international projects.Therefore,a rational township system and infrastructure layout framework shall be worked out in advance to pro- mote Chongming's social economy and build an orderly township.
