| 摘 要： | 在高速城市化进程中 ,城市实施跨越式发展已带有不同程度上的普遍性。跨越式发展是一种近乎时尚的发展理念 ,但究其实质而言 ,未必是城市发展的必然。本文从概念辨析入手 ,澄清了当前对跨越式发展的模糊认识 ,并分析其发展机遇、政府推动和创新支撑的作用 ,研讨了实施跨越式发展与城市规划、城市管理之间的关联

| Abstract: | With the rapid urbanization in China, leapfrog development strategy is to some extent a popular practice for cities. It is almost a kind of fashionable development ideology, but in essence, it is not a requisite process in city development. To clarifying the ambiguous understanding on leapfrog development, this paper discriminates the concept of leapfrog development, then analyses the function of opportunity, government promotion and innovation in the leapfrog development. Finally, it discussed the relation between leapfrog development and urban planning as well as urban management. |
