从“底线思维”到“底线规划”——宁波市生态保护红线规划探析

继耕地红线后,生态保护红线成为另一条被提到国家层面的"生命线"。宁波市生态保护红线规划从概念界定、红线划定、政策管制三方面,对城市尺度的生态保护红线规划进行了有益探索。规划以红线"划定"为手段,通过有效的管控,努力达到"严守"的最终目的,实现了从生态优先的底线思维向生态控制线的底线规划转变的规划创新与制度突破。

FROM BOTTOM-LINE THINKING TO BOTTOM-LINE PLANNING: PLANNING OF ECOLOGICAL PROTECTION RED LINE IN NINGBO

Ecological protection red line is another "lifeline" promoted to the national level after the farmland red line.From the three aspects of concept definition,red line delineation,and policy and control,Ningbo City conducts useful explorations on the ecological protection red line planning at the city level.The planning takes "delineation" as the means,and through effective management and control,tries to achieve the ultimate goal of "strict protection",which thus realizes the planning innovation and institutional breakthrough characterized by a transformation from the bottom-line thinking with ecological development as priority to the bottom-line planning based on the ecological protection control lines.
