| 摘 要： | 本文首先分析了南疆地区经济社会发展的若干挑战和问题,以及影响该地区发展的劣势与优势。在分析借鉴美国凤凰城、天津生态城、马斯达零碳城发展经验的基础上,提出通过新型城镇化带动西部大开发的发展思路,并在可再生能源、水资源循环利用、就业模式等方面提出具体建议,最后提出对口援建南疆地区的设想。
