由“战略规划”到“近期建设规划”——对总体规划变革趋势的判断

中央与地方利益关系的调整使地方产生了改革城市总体规划的动力 ,而全球化和城市竞争的加剧则构成了改革的外部压力 ,战略规划就成为地方政府自下而上推动的改革行动。目前的战略规划存在明显的优势和劣势 ,但难以取代总体规划的法定地位 ;而中央自上而下推出的近期建设规划 ,为总体规划改革提供了新的出路。作者分析了近期建设规划提出的原因、目标、工作内容和方法以及可能产生的作用 ,强调近期建设规划应成为中央、地方和全社会共同制定和遵守的契约 ,并预言近期建设规划将有可能带来总体规划改革的突破性进展 ,在调控城市建设中发挥更重要、更有效的作用

FROM STRATEGIC PLANNING TO IMMEDIATE CONSTRUCTION PLANNING

The motivation to modify the urban master plan was arisen from the shifting of central-local government relationship as well as the globalization and competition between cities. As a result, strategic plan was employed by the local government to promote a planning reform from the grass root. Nevertheless, there are obvious advantages and disadvantages of this plan, therefore it cannot take the legal place of master plan. On the other hand, the immediate construction planning encouraged by the central government proved an alternative for planning reform. This paper analyses the immediate construction planning, particularly its background, target, contents and the possible role within the institutional framework. Immediate construction planning is emphasized as an agreement abide by central, local government agencies and the public, and it is estimated possibly a breakthrough for the reform of master planning, contributing more in development control over urban construction.
