城乡统筹视角下的规划用地分类探讨

梳理了已有的城市用地分类相关研究,比较了国标中的用地分类方案。根据我国城市土地利用所面临的主要问题以及城市规划管理的客观要求,从城乡统筹的视角对城乡规划用地分类方案进行了探讨,提出了具有覆盖全市域、强化建设空间管制、突出城乡差异特征的分类体系,为新形势下我国的城乡规划编制和管理工作提供了基础。

DISCUSSION ON LAND-USE CLASSIFICATION FROM PERSPECTIVE OF URBAN AND RURAL COORDINATION

The paper summarizes related researches on urban land-use classification,and compares the two national land-use classification standards in use.Based on an analysis on the primary problems and demands of city management in urban land-use at present,the paper puts forward a land-use classification scheme for urban and rural planning,characterized by the whole-coverage of the city proper,the stresses on the control of construction space,and the highlights of urban and rural differences.It is hoped that it could be helpful for the urban and rural planning,as well as planning administration in present China.
