| 摘 要： | 北京市11个新城已编制完成总体规划和街区控规,为了实现新城未来的精致化、细节化规划管理,建设宜居新城,本文通过国内外经验借鉴及北京市现有规划管控体制的分析,积极探索了下一阶段"规划控制+城市设计控制"式的规划管控体系,完善了规划控制要素库(指标库),从"宏观的体系"和"微观的要素"两个层面来体现对城市的细节化管控。
