园林绿化行业行政许可管理调查与分析

2002年以来,我国的园林绿化行政管理方式发生了很大改变.调查发现,国务院相继取消了有关部委的12项行政审批项目,现保留1项行政审批项目和8项行政许可项目,但“改变绿化规划、绿化用地的使用性质审批”行政许可以及一些地方政府实施的“绿色图章”“园林绿化施工许可证”“园林绿化施工企业安全生产许可证”等项目,存在违法之嫌.这些现象说明了《中华人民共和国行政许可法》在园林绿化管理中没有得到彻底的实施,以及园林绿化在建设工程中的行业性质是模糊的.
