根据健康安全环保(HSE)管理原理，结合委内瑞拉钻井现场的管理实践，提出了现场HSE管理目标、基本原则和现场作业HSE检查监督的规范，使HSE现场管理能够做到目标明确，管理到位，责权明晰，措施有力。同时，介绍了钻井现场以项目经理总负责，HSE监督员为龙头的全员管理网络体系及其HSE管理具体做法。这样，可以使HSE管理避免外界和人为因素的干扰，成为钻井工程作业必不可少的环节。文章具有较强的实践性、操作性，对国内开展现场HSE监督具有借鉴和参考价值。

According to the principle of HSE management and integrating the management practice of drilling sites in Venezuela, the targets and basic principle of HSE management and the regulations of HSE supervision in field jobs are proposed, which make the targets clean, the management concrete, the responsibility and rights distinct, and the measures powerful. Also, it is introduced the network system of staff management that takes the project manager as the overall leading cadre and the HSE supervisor as the key, and the practical methods of HSE management. With the practice, the interference of outside and artificial factors on HSE management can be prevented, and HSE management becomes the necessary link of drilling jobs. The method has strong practicability and operability, and referential value for China to perform the site HSE management.
