摘    要:陕京输气管道SCADA/POAS系统是迄今为止我国陆上控制天然气管道距离最长、自动化水平最高、功能齐全的自动化系统,整个项目从1993年开始至1997年基本结束。该项目由德国PLE管道工程公司、德国CEGELECAEG系统自动化公司、四川石油管理局勘察设计研究院、北京华油有限责任公司(原中国石油天然气总公司北京天然气集输公司)等共同完成。陕京输气管道自动化系统实现了陕西到北京天然气输送的远程监视、控制、数据采集、管道工艺优化和决策,简称SCADA/POAS系统。该系统包括北京调控中心网络计算机调度管理及监控系统,远程站自动控制系统ACS,北京、山西、陕西3个输气管理处(GTD)的监视系统(PCViews)。该系统以北京调控中心为核心,对全长85323km主干线和6519km支线的输气管道运行进行监视、控制、调度和管理;同时还具有支持工程开发和培训等功能,为整个管道的优化操作和调度管理提供科学指导和决策。

Abstract:The SCADA/POAS system of Shaan Jing gas pipeline is an automatic system controlling the longest pipeline distance with the highest automatic level and complete function in China's land up to now.The project was started from 1993 and has been completed on the whole in 1997.The project is jointly undertaken by German Pipeline Engineering(PLE)company,German CEGELEC AEG(Allgemeine Elektrizitaets Gesellschaft)company,Survey and Design Institute of Sichuan Petroleum Administration and Beijing Huayou Company Limited.The automatic system of Shaan Jing gas pipeline makes the remote monitor,control and data acquisition as well as the optimization of technology and decision for gas transmission from Shaanxi to Beijing realized,being called SCADA/POAS system for short.The system includes the network computer dispatch,management,monitor and control system in Beijing regulation and control center,the automatic control system of remote station and the monitor system of three gas transmission directorates in Beijing,Shanxi and Shaanxi.Taking Beijing regulation and control center as the nucleus,the system provides monitor,control,dispatch and management for gas pipeline running of major trunk line of 850 km and branch line of 62 km,makes the gas transmission technology optimized,has the function of engineering development and training and provides a scientific guide and dicision for the optimized operation,dispatch and management of the whole pipeline.
