华北油田绿色效益开发探索与实践

随着我国“双碳”目标任务深入推进，能源绿色低碳转型显著加快，传统能源行业面临巨大挑战。中国石油华北油田公司近年来积极探索可持续发展道路，科学决策，创新驱动，实施企业业务多元化发展与节能减排双效并举，推动老油田转型，引导企业高质量发展。华北油田在预算体制、奖励制度、科研体制、深化组织与经营模式方面改革探索，创新效益开发机制，建立单井经济效益界限模型，推行重点工程、重点项目“揭榜挂帅”模式，建立健全三级科技创新管理体系，在降低企业生产成本、调动科研人员主动性、拓宽人才成长空间、激发企业发展活力方面取得显著成效。通过进一步加强关键技术攻关力度，推进CCUS工程提高油田产能，在保障国家能源供给的同时，加强生态安全环保工作，实现老油田绿色效益开发。

Study and Practice of Green and Benefited Development at Huabei Oilfield

As China moved closer towards the “carbon peak and carbon neutrality” goal, green and low-carbon transition of energy has been apparently accelerated, posing a huge challenge to the traditional energy industry. PetroChina Huabei Oilfield Company has made active efforts for sustainable development in recent years and taken the measures for multi-element development of its business and reduction of emission and energy saving on the basis of scientific decisions and innovation. Those measures sped up transition of the old oilfield and kept it on the high-quality development track. Huabei Oilfield has restructured itself in the areas of budget system, incentive system, scientific research system as well as organizational and business models. It innovated the benefited development mechanism, established the model for the single-well economic benefit border, practiced the “enlisting and leading” system for key engineering projects, and perfected the technological innovation system at three levels. The oilfield has made remarkable achievements in reduction of production cost, motivation of scientific research personnel, expansion of space for talents and invigoration of the company’s development. With the further efforts to intensify research of key technologies, the company has accelerated the CCUS engineering project, improved the oilfield’s productivity while securing energy supply for the nation, thus consolidating ecological safety and environmental protection and bringing about green and benefited development of the old oilfield.
