“腐败有益论”的辨析

20世纪60年代,国际学术界开始出现主张全面分析腐败在发展中国家的正、负功能并认为腐败具有某些有益影响的观点。国内学术界也有一些人主张重新认识和评价腐败的影响,并提出了腐败有益或腐败具有正效益的论点。“固公腐败有功”、“经济要上,廉政要让”、“关系是一种生产力”等思想在一些党政干部中也颇为流行。文章针对这些观点及危害性进行剖析。

Analysis of "Corruption Is Beneficial

In 1960's, in internal academic circle, there appeared an view of whole analysis of positive and negative functions of corruption in developing countries and that corruption is somewhat beneficial. At home, in academic circle, someone advocated to re-understand and value the influence of corruption, and presented it is beneficial or positive. Ideas such as "Corruption for business should be awarded", "to develop economy, clean and honest administration should give way", "Relationship is a kind of productive force" were well spread in certain cadres of the Party and governments. This article analyzed these ideas and their harm.
