WTO与"201"条款对我国制管行业的影响及其对策

我国加入WTO后，钢铁行业将面临严峻的挑战。分析指出了主要钢材品种关税减让的具体条款对我国钢铁工业特别是制管行业带来的直接影响。针对2002年3月20日美国政府正式启动的“201”条款中对焊管产品征收15％进口关税限制，指出了对我国无缝管行业将会造成的间接影响。文章对我国无缝管行业的市场态势，销售状况、生产能力及技术发展方向做了客观详细的研究分析，提出了以市场需求确定发展方向，以避开焊管优势发挥不可替代的无缝管品质优势为原则的新理念。

WTO and "201" Articles to The Influnce and Countermeasure of China Seamless Pipe Industry

After China join in the WTO,the steel and iron industry faces serious challenge.It is analyzed and pointed out that specific articles of Customs duty reduction for main steel products variety directly affect China steel and iron industry,especially China pipe manufacturing industry.It is raised it will bring indirect impact to china seamless pipe industry aiming to US government officially started to collect 15% customs duty restriction to welded pipe products among "201"articles on March 20th,2002.It is proposed a new concept of taking the demand of market as the development direction and taking the principle of exerting the advantage of non replaceable seamless pipe quality and avoiding the advantage of welded pipe after impersonal and detail researching and analyzing the market situation, selling status,production capacity and technology development direction of China seamless pipe industry.
