浅谈现代粮食行业工程总承包MEC模式下的风险管理

随着现代粮食产业化基地的新建和改造升级,工程总承包模式越来越多的得到应用和推广,目前国内粮食行业承包模式比较多种多样,“交钥匙”样式的总承包不断得到发包方和建设单位的认可,是粮食加工行业大型项目未来的发展趋势。工程总承包模式下的风险管理和控制措施是整个项目从始至终不可忽视的关键控制点,贯穿于项目前期的投标、中标签订合同、采购,实施期间的进场施工、调试,后期的竣工验收、结算和质保服务。

Discussion of the risk management of modern grain industry under the general contract MEC mode

with the new construction,remodeling and upgrading of modern grain industrialization base,more and more EPC models have been applied and promoted.At present,the domestic grain industry has a variety of contracting models.The“turnkey”EPC model has been continuously recognized by the employer and the construction unit,which is the future development trend of large-scale projects in grain processing industry.The risk managing and controlling under the EPC mode are the key control points which can not be ignored throughout the whole project.They run through the bidding in the early stage of the project,the signing of contracts and procurement,the Mobilization Construction and commissioning during the implementation period,the completion acceptance,settlement and quality assurance services in the later stage.
