刍议高校科研管理的问题及对策

高校科研管理的水平和质量,是决定高校科研能力的重要因素。我国高校科研管理普遍存在科研力量分散,人才流失问题严重;科研资金投入不足,经费利用效率不高;课题申报管理不规范,后续管理不到位;课题成果管理和评价机制不健全等问题。强化高校科研管理,主要是要强化服务观念,为科研合作牵线搭桥;深化科研改革,培育＂以人为本＂的管理机制;拓宽融资渠道,完善经费管理机制;加强队伍建设,强化科研成果全过程管理。

The Problems and Advices on the University Scientific Research Management

The level and quality of scientific research management are the key factors of university＇s scientific research capacity.There exist several issues on the university scientific research management,such as the dispersion scientific research strength,a serious brain drain,inadequate capital investment of research,low utilization ratio of research funds,unsound program applying management,improper follow-up administration and poor management of both program research result and evaluation mechanism.To strengthen scientific research management means that we should enhance the concept of service as a bridge for scientific cooperation,deepen scientific research reform to foster people-oriented management mechanism,expand finance channels to improve the fund management mechanism,and strengthen the team construction and integrated management of scientific research.
