摘    要:高质量发展新要求下公路工程多方建设主体提出了以共管共治为代表的新管理模式,研究基于公路工程共管共治模式实施过程中复杂动态博弈的现象,分析场景行为构建三方博弈模型和演化方程,借助系统动力学模型仿真求解,通过分析演化曲线图变化特征确定不同策略的实施变化状态及原因,并对行为策略场景进行敏感性分析,提出有针对性的改进措施。研究表明,以“共管共治” 模式理顺业主单位、施工单位与监理单位责权关系是重构高质量管理体系的有效方法,能小幅提高项目综合效益,促进多方共赢。

Abstract:Under the new requirements of high-quality development, the multi-party construction agents in highway projects haveproposed a new management model characterized by co-management and co-governance. Based on the phenomenon of a complexdynamic game during the implementation of the co-management and co-governance model in highway engineering, this studyanalyzes the scene behavior to construct a tripartite game model and evolution equation. The simulation is solved by the systemdynamics model. Then, this study determines the implementation change status and reasons for different strategies by analyzing thecharacteristics of the evolution curve, and proposes targeted improvement measures through the sensitivity analysis of the behaviorstrategy scenarios. The findings show that sorting out the responsibilities and rights of the owner, construction, and supervision unitin the "co-management and co-governance" model is effective to reconstruct the high-quality management system, which can slightlyimprove the overall project benefit and promote a win-win situation for all parties.
