针对科技项目评审专家的准确遴选问题,提出一种混合推荐系统模型。该模型在文本信息分词的基础上,运用TF—IDF算法进行关键词的提取、权重计算及筛选,分别建立科技项目和评审专家的向量空间模型,并基于专家信息建立专家评分数学模型。最后提出一种内容推荐、协作过滤推荐及专家评分加权因子相融合的混合推荐算法。实验结果表明,该推荐模型能有效地进行评审专家推荐。  相似文献

Many previous real options studies suggest that increase in investment uncertainties makes deferral options more valuable. We propose a new real options model where both organizational capabilities and technological learning are emphasized. Our model demonstrates that when a company is capable of reaping sufficient benefits from preemptive learning of a new information technology, it will expedite its adoption of the technology under greater uncertainty. When exogenous gains created by technology advance are independent of technological learning, they tend to have minimal impact on the company's optimal adoption strategy. The results of our analysis also support the view that existing technology capabilities may lead to competency traps hindering a company's technological adaptation.  相似文献

The rising pace of technological change in information and communications technology (ICT) has provoked technological convergence by providing a new mode of diversification. This paper investigates the nature of ICT‐based converging technologies by examining comparative empirical evidence on converging versus nonconverging technologies in relation to the following issues: patent application trends, concentration across technologies, the concentration of patenting activity across firms, R&D efforts, and a technology impact index. For this study, a new operational definition of ICT‐based converging technology is derived, and a massive quantity of patents, up to around 600,000, is analyzed. This study follows the International Patent Classification as well as the modified European Commission's industry classification system for the classification of technologies and industries, respectively.  相似文献

TRIZ即发明问题解决理论,是一门可用来解决传统工程领域技术创新问题的方法学,但在新兴信息技术领域问题给出的解决方案较少。目前的麦克风—摄像机发言人实时定位追踪系统存在应用场所有限、实时性和精确度较低的问题。运用TRIZ理论中的三轴分析方法找到系统存在的技术矛盾和物理矛盾,提出了一种采纳了嵌入声纹识别技术和多传感器信息融合技术的优化创新设计方案,有效规避了现有的专利产品,也表明了TRIZ理论应用于新兴信息技术领域进行优化创新的可行性和高效性。  相似文献

Legislation mandates that America's national laboratories share their expertise in developing and commercializing technological innovations. Similarities and differences between the new-product development process (NPDP), as practiced by corporations, versus processes involved in technology movement, as practiced by the national labs, are discussed. The major stages within each and the activities key to the success of each stage are identified. The emphasis is on the need to coordinate the transition and transfer processes within the laboratory organizations affiliated with the Department of Defense (DoD). Data were collected from one of the “best of the best” DoD labs. Personal interviews and mail questionnaires were used to gather the perceptions of employees involved with developing and refining 22 innovative information technologies. The phenomenological approach to data collection and analysis was used. The findings suggest that technology movement embodies seven stages that parallel NPDP. When viewed over all seven, technology transfer is perceived to be more reflective of “technology push,” while transition is more like “market pull.” The NPDP embraces elements of both transfer and transition. The implications of coordinating both are discussed, as well as ways to enhance communication among all parties involved  相似文献

A hybrid multiple access protocol (HYMAP) was proposed by M. Rios and N.D. Georganas (1985), combining the best features of CSMA/CD and of a conflict-free protocol. Control is transferred from one protocol to the other according to state information sensed on the channel. The performance of HYMAP was evaluated by computer simulation. An exact analysis of this hybrid protocol is presented. Since HYMAP permits free access of new arrivals during collision resolution, the mean length of the conflict-free period is determined by solving a large system of linear equations. The basic mean performance measures (throughput, delay) can then be easily computed and compared to the performance of CSMA/CD  相似文献

Survivable MPLS technologies are crucial in ensuring reliable communication services. The fast reroute (FRR) mechanism has been standardized to achieve fast local repair of label switched paths (LSPs) in the event of link or node failures. We present a suite of hybrid protection schemes for MPLS networks that combine the well-known p-cycle method with FRR technology. Whereas with pure FRR backup paths are planned by each node individually, the hybrid schemes employ a set of p-cycles that may be selected using techniques that take a holistic view of the network so as to share protection bandwidth effectively. The hybrid FRR/p-cycle methods are fully RFC 4090-compliant, yet allow network operators to leverage a large existing body of p-cycle design techniques. Numerical results on realistic network topologies indicate that the hybrid approach is successful in combining the advantages of p-cycle design and FRR.  相似文献

In this paper we analyze the technological accumulation processes in the Korean semiconductor industry from the institutional approach. Institutional approach, which is closely connected with Neo-Schumpeterian tradition, has emerged as an alternative theoretical framework to neoclassical approach to understand the process of producing technological knowledge. Traditional wisdom of neoclassical approach revealed the limitation to explain the complex nature of knowledge creation and diffusion. US patent data are analyzed in terms of the increasing trend of numbers and its content to measure the rate and direction of technological capability accumulation. This analysis shows that semiconductor technologies are one of the fastest growing fields among Korean technological activities. Moreover, the analysis of patent content suggests that fabrication technologies are the most important area within the technological development of semiconductors, whilst circuit design and testing technologies are beginning to increase in significance. In addition, it is examined how private sectors and public institutions have contributed to generate technological capabilities, and the relationship between them has been changed during the development processes. It is found that Korean firms enhanced their technological capabilities from the learning and assimilation of imported technology to enhanced in-house R&D capabilities in the later stage. The support of public institution and government policy also played significant role to this successful transformation in conjunction with the vigorous R&D investment of public sector.  相似文献

Impulse noise reduction from corrupted images plays an important role in image processing. This problem will also affect on image segmentation, object detection, edge detection, compression, etc. Generally, median filters or nonlinear filters have been used for noise reduction but these methods will destroy the natural texture and important information in the image like the edges. In this paper, to eliminate impulse noises from noisy images, we used a hybrid method based on cellular automata (CA) and fuzzy logic called Fuzzy Cellular Automata (FCA) in two steps. In the first step, based on statistical information, noisy pixels are detected by CA; then using this information, the noisy pixel will change by FCA. Regularly, CA is used for systems with simple components where the behavior of each component will be defined and updated based on its neighbors. The proposed hybrid method is characterized as simple, robust and parallel which keeps the important details of the image effectively. The proposed approach has been performed on well-known gray scale test images and compared with other conventional and famous algorithms, is more effective.  相似文献
