This study assesses the electricity demand pattern in the relatively temperate climate of the Netherlands (latitude 52°30′N). Daily electricity demand and average temperature during the period from 1970 until 2007 are investigated for possible trends in the temperature dependence of electricity demand. We hypothesize that the increased use of cooling applications has shifted the temperature dependence of electricity demand upwards in summer months. Our results show significant increases in temperature dependence of electricity demand in May, June, September, October and during the summer holidays. During the period studied, temperature dependence in these months has shifted from negative to positive, meaning that a higher temperature now leads to an increased electricity demand in these months, rather than a decreased demand as observed historically. Although electricity demand in countries with moderate summer temperatures such as the Netherlands generally peaks in winter months and shows a minimum in summer months, this trend may signal the development of an additional peak in summer, especially given the expected climatic change. As power generating capacity may be negatively influenced by higher temperatures due to decreasing process cooling possibilities, an increasing electricity demand at higher temperatures may have important consequences for power generation capacity planning and maintenance scheduling.  相似文献

This study looks at how farmers adjust their consumption of electricity in response to changes in the price of energy. A demand model is specified and estimated. The conclusions suggest that the price of electricity is a factor impacting the quantity of electricity demanded by farmers for irrigation and for other (non-irrigation) uses, but there is no indication that other types of energy are substitutes for electricity. Additionally, the number of acres irrigated is an important factor driving the demand for electricity for irrigation and the number of acres planted is a factor determining the demand for electricity for other uses. Finally, the estimated models of electricity for irrigation and electricity for other uses are structurally stable over the period 1971–92.  相似文献

The contribution of Chinese exports to climate change   总被引:2,自引:0,他引:2  
Within 5 years, China's CO2 emissions have nearly doubled, and China may already be the world's largest emitter of CO2. Evidence suggests that exports could be a main cause for the rise in Chinese CO2 emissions; however, no systematic study has analyzed this issue, especially over time. We find that in 2005, around one-third of Chinese emissions (1700 Mt CO2) were due to production of exports, and this proportion has risen from 12% (230 Mt) in 1987 and only 21% (760 Mt) as recently as 2002. It is likely that consumption in the developed world is driving this trend. A majority of these emissions have largely escaped the scrutiny of arguments over “carbon leakage” due to the current, narrow definition of leakage. Climate policies which would make the developed world responsible for China's export emissions have both benefits and costs, and must be carefully designed to achieve political consensus and equity. Whoever is responsible for these emissions, China's rapidly expanding infrastructure and inefficient coal-powered electricity system need urgent attention.  相似文献

Climate change can affect the economy via many different channels in many different sectors. The POLES global energy model has been modified to widen the coverage of climate change impacts on the European energy system. The impacts considered are changes in heating and cooling demand in the residential and services sector, changes in the efficiency of thermal power plants, and changes in hydro, wind (both on- and off-shore) and solar PV electricity output. Results of the impacts of six scenarios on the European energy system are presented, and the implications for European energy security and energy imports are presented.Main findings include: demand side impacts (heating and cooling in the residential and services sector) are larger than supply side impacts; power generation from fossil-fuel and nuclear sources decreases and renewable energy increases; and impacts are larger in Southern Europe than in Northern Europe.There remain many more climate change impacts on the energy sector that cannot currently be captured due to a variety of issues including: lack of climate data, difficulties translating climate data into energy-system-relevant data, lack of detail in energy system models where climate impacts act. This paper does not attempt to provide an exhaustive analysis of climate change impacts in the energy sector, it is rather another step towards an increasing coverage of possible impacts.  相似文献

Climate change will impact electricity markets through both electricity demand and supply. This paper reviews the research on this topic. Whereas there is much that remains unknown or uncertain, research over the last few years has significantly advanced our knowledge. In general, higher temperatures are expected to raise electricity demand for cooling, decrease demand for heating, and to reduce electricity production from thermal power plants. The effect of climate change on the supply of electricity from non-thermal sources shows great geographical variability due to differences in expected changes to temperature and precipitation. Whereas the research frontier has advanced significantly in the last few years, there still remains a significant need for more research in order to better understand the effects of climate change on the electricity market. Four significant gaps in the current research are regional studies of demand side impacts for Africa, Asia, the Caribbean and Latin America, the effects of extreme weather events on electricity generation, transmission and demand, changes to the adoption rate of air conditioning, and finally, our understanding of the sensitivity of thermal power supply to changes in air and water temperatures.  相似文献

It is increasingly recognised that GHG reduction policies can have important ancillary benefits in the form of positive local and regional environmental impacts. The purpose of this paper is to estimate the domestic ancillary pollution benefits of climate policy in Sweden, and investigate how these are affected by different climate policy designs. The latter differ primarily in terms of how the country chooses to meet a specific target and where the necessary emission reductions take place. The analysis relies on simulations within the energy system optimisation model TIMES-Sweden, and focuses on four non-GHG pollutants: Nitrogen Oxides (NOX), Non Methane Volatile Organic Compounds (NMVOC), inhalable particles (PM2.5), and Sulphur dioxide (SO2). The simulations permit detailed assessments of the respective technology and fuel choices that underlie any net changes in the estimated ancillary effects. The results indicate that the ancillary benefits constitute a far from insignificant share of total system costs, and this share appears to be highest in the scenarios that entail the largest emission reductions domestically. This result reflects the fact that carbon dioxide emission reductions abroad also implies a lost opportunity of achieving substantial domestic welfare gain from the reductions of regional and local environmental pollutants.  相似文献

About ten years have passed since the deregulation of the U.S. retail electricity market, and it is now generally accepted that the available data is adequate to quantitatively assess and compare conditions before and after deregulation. This study, therefore, estimates the changes in price elasticity in the residential electricity market to examine the changes, if any, in household sensitivity (as a result of retail electricity market deregulation policies) to residential electricity rates. Specifically, six types of panel data are prepared, based on three cross-sections—all states (except for Alaska and Hawaii) and the District of Columbia, deregulated states, and non-deregulated states—and two time series—the period before deregulation and the period after deregulation. The panel empirical analysis techniques are used to determine whether or not the variables are stationary, and to estimate price elasticity. We find that there is no substantial difference in the price elasticity between deregulated and non-deregulated states for both periods—before deregulation and after deregulation. Thus, it can be said that the deregulation of the retail electricity market has not made consumers more sensitive to electricity rates and that retail deregulation policies are not the cause of price elasticity differences between deregulated and non-deregulated states.  相似文献

Several measures in the environment and energy realms are currently being implemented in the EU and its Member States. Three of these instruments, with an impact on the electricity market, are demand side management activities, promotion of electricity from renewable energy sources and measures aimed at the mitigation of Greenhouse Gas (GHG) emissions. The objective of this paper is to analyse the impact of these energy efficiency and environmental goals and instruments on electricity demand and costs to electricity consumers when electricity markets are either national or international and when those policies are implemented by a national or an international institution. The paper shows that the effectiveness and impact of those measures largely depends on the demand response in the electricity market. An additional conclusion is that, when either the electricity markets or the support policies are national, distortions may occur, i.e. the reductions in electricity demand in one country may be subsidised by consumers or taxpayers in another country.  相似文献

The article examines the potential effectiveness of the renewable energy policy in China and its regulatory Law framework. It frames the option of renewable energy technology within the background of the long-lasting electricity problems that China has faced including serious supply shortages, reliance on coal, and severe environmental contamination. Its dual administrative and ownership system based on state and privately owned industry is discussed together with the market reform measures adopted in the sector. Current renewable energy policy is analysed, and the scope of the 2005 Renewable Energy Promotion Law is investigated. This is conducted within the context of the electricity sector reform that China adopted, and its effects upon the prospects of encouraging as well as expanding the development of renewable energy. This study draws upon primary information collected from interviews with stakeholders on the policy adequacy, and identifies three main types of shortcomings that have interfered with a more successful expansion of renewable energy in China.  相似文献

This paper investigates the relationship between Turkish aggregate electricity consumption, GDP and electricity prices in order to forecast future Turkish aggregate electricity demand. To achieve this, an aggregate electricity demand function for Turkey is estimated by applying the structural time series technique to annual data over the period 1960 to 2008. The results suggest that GDP, electricity prices and a UEDT (Underlying Energy Demand Trend) are all important drivers of Turkish electricity demand. The estimated income and price elasticities are found to be 0.17 and −0.11 respectively with the estimated UEDT found to be generally upward sloping (electricity using) but at a generally decreasing rate. Based on the estimated equation, and different forecast assumptions, it is predicted that Turkish aggregate electricity demand will be somewhere between 259 TWh and 368 TWh in 2020.  相似文献

This paper explores the feasibility of integrating energy efficiency program evaluation with the emerging need for the evaluation of programs from different “energy cultures” (demand response, renewable energy, and climate change). The paper reviews key features and information needs of the energy cultures and critically reviews the opportunities and challenges associated with integrating these with energy efficiency program evaluation. There is a need to integrate the different policy arenas where energy efficiency, demand response, and climate change programs are developed, and there are positive signs that this integration is starting to occur.

There is a revival in the nuclear debate observed in the literature. Several analyses have shown that nuclear technologies may represent very attractive options for greenhouse gas (GHG) emission reductions, especially in countries with high growth projections for energy demand. Our objective is to analyze the role of nuclear energy in long-term climate scenarios using the World-TIMES (The Integrated MARKAL-EFOM System) bottom-up model. Energy performance of office building envelope designs in the five major climate zones – severe cold, cold, hot summer and cold winter, mild, and hot summer and warm winter – in China was investigated. A major city within each climate zone was selected. These were Harbin, Beijing, Shanghai, Kunming and Hong Kong. Generic building envelopes were developed based on data gathered from building surveys, local energy codes and the ASHRAE Standard. The overall thermal transfer value (OTTV) method and the heating degree-days technique were adopted in the analysis. Cooling and heating requirements due to heat gain/loss through the building envelopes were determined based on the respective OTTV parameters and building load coefficients. Different shape coefficients were also considered. For a typical floor, chiller load due to heat gain through the building envelope varied from 1.0 kW h/m2 in Kunming to 23.5 kW h/m2 in Beijing, and the heating load ranged from 2.7 kW h/m2 in Hong Kong to 124.3 kW h/m2 in Harbin.  相似文献

We examine the challenges to China's transition to a low carbon electricity system, in which renewable energy would play a significant role. China's electricity system currently lacks the flexibility in planning, operations, and pricing to respond to conflicting pressures from demand growth, rising costs, and environmental mandates in a way that simultaneously maintains reliability, decarbonizes the system, and keeps prices within acceptable bounds. Greater flexibility crucially requires the ability to more systematically and transparently manage and allocate costs. This will require re-orientating sector institutions still rooted in central planning, and strengthening independent regulation. Some of the necessary changes require fundamental political and legal reforms beyond the scope of energy policy. However, the system's flexibility can still be increased through the development of traditional planning and regulatory tools and approaches, such as an avoided cost basis for energy efficiency investments, more integrated planning to improve the coordination of generation, transmission, and demand-side investments, and a transparent ratemaking process. The judicious application of OECD electricity sector experience and skills can support these developments.  相似文献

Transportation sector accounts for a major share of energy consumption in China, especially the petroleum products, which experienced rapid increases in energy demand. The purpose of this study is to forecast transport energy demand for 2010, 2015 and 2020 based on partial least square regression (PLSR) method under two scenarios. Transport energy demand is analyzed for the period of 1990–2006 based on gross domestic product (GDP), urbanization rate, passenger-turnover and freight-turnover. This method suggests that transport energy demand for 2020 will reach to a level of around 433.13 Mtce and 468.26 Mtce, respectively. Those figures are very close to the estimation obtained by Energy Research Institute of China. Thus this study provides an effective tool, which can be used as an alternative solution and estimation techniques for the transport energy demand.  相似文献

In this article, we assess the potential development of energy use for future residential heating and air conditioning in the context of climate change. In a reference scenario, global energy demand for heating is projected to increase until 2030 and then stabilize. In contrast, energy demand for air conditioning is projected to increase rapidly over the whole 2000–2100 period, mostly driven by income growth. The associated CO2 emissions for both heating and cooling increase from 0.8 Gt C in 2000 to 2.2 Gt C in 2100, i.e. about 12% of total CO2 emissions from energy use (the strongest increase occurs in Asia). The net effect of climate change on global energy use and emissions is relatively small as decreases in heating are compensated for by increases in cooling. However, impacts on heating and cooling individually are considerable in this scenario, with heating energy demand decreased by 34% worldwide by 2100 as a result of climate change, and air-conditioning energy demand increased by 72%. At the regional scale considerable impacts can be seen, particularly in South Asia, where energy demand for residential air conditioning could increase by around 50% due to climate change, compared with the situation without climate change.  相似文献

This paper uses the survey data on household electricity demand from five districts of Vientiane, Lao PDR, for the demand projection up to 2030 using the end-use model. The scenario analysis is used to verify the potential of an energy-saving program by alternating selected appliances with more energy-efficient ones following the labelling standard of Thailand. The demographic structure of electrified households and the energy efficiency of electric appliances are considered as the dominant factors affecting electricity demand. Under the base-case scenario, the total electricity demand of Vientiane increased from 593?GWh in 2013 to 965?GWh in 2030. In the energy efficiency scenario, it is revealed that the appliance standard enhancement program can save total electricity demand in 2030 by 147?GWh (?15.2%), where 117?GWh (?12.1%) of which is contributed by the air conditioner and 30?GWh (?3.1%) by the lighting equipment.  相似文献

The absence of US national action on global climate change policy has prompted initiatives by the US Congress, cities, states, and regions toward what is likely to become a long-term, collaborative effort to harmonize national energy and climate policies. This upward evolution in the face of a reluctant administration is historically consistent with the development of national legislation on other environmental and social issues in the US. At the heart of this movement is the need to resolve conflicts between high-intensity use of low-cost fossil energy supplies, and the dominating impact of carbon dioxide emissions on global climate change. US states are among the largest carbon dioxide emitters in the world and play a critical role in supplying and transforming energy, as well as consuming it, for economic advantage. State governments are also likely to have to shoulder some of the cost of potentially extensive climate damages and bear the brunt of the cost of implementing future federal mandates. As a result, many are taking proactive stances on the development of climate mitigation policy to prepare for, accelerate, and/or guide national policy. As US states show leadership on addressing greenhouse gas emissions, they also play an important role in forging policies and measures that reduce economic conflict between energy and climate goals. A number have launched or completed greenhouse gas mitigation plans and other major policies in the past few years that address these conflicts through: (1) finding ways to reduce mitigation costs, including the use of incentive-based policy instruments; (2) promoting an open and democratic policy process that includes major stakeholders; (3) promoting equity across socioeconomic groups, regions, and generations; and (4) promoting interregional cooperation. The results are promising and suggest that the state arena for climate and energy policy is evolving quickly and constructively toward alternatives that reduce conflict. Regional efforts are also unfolding, along with greater congressional attention to the lessons learned and commitments made by sub-federal actions. In the next few years many national energy and climate conflicts are likely to be tested and addressed by states. Among these, Pennsylvania is likely to be an important player due to its high profile of energy production and potential for leadership.  相似文献

The deployment of wind energy is constrained by wind uncontrollability, which poses operational problems on the electricity supply system at high penetration levels, lessening the value of wind-generated electricity to a significant extent. This paper studies the viability of hydrogen production via electrolysis using wind power that cannot be easily accommodated on the system. The potential benefits of hydrogen and its role in enabling a large penetration of wind energy are assessed, within the context of the enormous wind energy resource in Ireland. The exploitation of this wind resource may in the future give rise to significant amounts of surplus wind electricity, which could be used to produce hydrogen, the zero-emissions fuel that many experts believe will eventually replace fossil fuels in the transport sector. In this paper the operation of a wind powered hydrogen production system is simulated and optimised. The results reveal that, even allowing for significant cost-reductions in electrolyser and associated balance-of-plant equipment, low average surplus wind electricity cost and a high hydrogen market price are also necessary to achieve the economic viability of the technology. These conditions would facilitate the installation of electrolysis units of sufficient capacity to allow an appreciable increase in installed wind power in Ireland. The simulation model was also used to determine the CO2 abatement potential associated with the wind energy/hydrogen production.  相似文献
