论我国转基因食品安全的法律完善

随着转基因生物技术的研究开发,转基因食品已经走进了人们的生活.但是,基因工程掌握的不确定性及不可预测性,使得转基因食品安全问题成为目前人类在发展过程中必须面对的一个棘手的环境问题.法律手段无疑是人类控制和应对转基因食品安全风险的重要工具和明智选择.本文介绍了我国转基因食品的发展现状,对我国现有的转基因食品安全管理法规体系进行了初浅的分析,从制定相关法律法规和配套制度等方面提出了完善我国的转基因食品安全性法律的建议.     

违反食品召回义务侵权损害赔偿责任研究

《食品安全法》的出台明确规定了食品召回制度,确立了食品召回的法定义务,违反该项义务将引起侵权损害赔偿责任,这与产品侵权责任有联系,但又有区别,应从食品召回和侵权责任相结合的路径对之进行认真地思考。

Status of food process modeling and where do we go from here (Synthesis of the outcome from brainstorming)

This article is part of a collection entitled “Models for Safety, Quality, and Competitiveness of the Food Processing Sector,” published in Comprehensive Reviews in Food Science and Food Safety. It has been peer‐reviewed and was written as a follow‐up of a pre‐IFT workshop, partially funded by the USDA NRI grant 2005‐35503‐16208.     

Applications of quantum dots in Food Science and biology

Quantum dots are inorganic semiconductor fluorescent nanoparticles with a size in the range of 1–10 nm. There are many semiconductor combinations that are used but the most popular and widely used consist of a CdSe core and can be functionalized in different ways when coated with polymers. Their application in Biological sciences has been widespread but few articles report the use of quantum dots in Food Science. The results obtained so far in limited applications show a promising future. In Food Science, they have been used mostly to detect pathogenic bacteria, and proteins. The applications in biological sciences are reviewed since they constitute a path of applications that can be emulated in other fields and the initial uses in Food Science are reviewed to encourage others in the field to take a closer look and benefit from the opportunities offered. Limitations and opportunities in the methods used in Food Science are discussed in order to simplify the work for researchers interested in using quantum dots as markers. The two methods used to attach quantum dots to bacteria and proteins in Food Science were broadly used previously in biological systems. The aim of this review is to show how quantum dots have been used in Food Science, and enhance their use.     

Global harmonization of food safety regulation from the perspective of Korea and a novel fast automatic product recall system

Efforts have been made for global harmonization of food safety regulations among countries through international organizations such as WTO and WHO/FAO. Global harmonization of food safety regulations is becoming increasingly important for Korean consumers because more than half of food and agricultural products are imported and consumed. Through recent reorganization of the Korean government, a consolidated national food safety authority—the Ministry of Food and Drug Safety (MFDS)—has been established for more efficient food safety control and better communication with consumers. The Automatic Sales Blocking System (ASBS), which blocks the sales of the recalled food products at the point of sale, has been implemented at over 40 000 retail food stores around the nation using state‐of‐the art information and communication technology (ICT) for faster recall of adulterated food products, and the e‐Food Safety Control System has been developed for more efficient monitoring of national food safety surveillance situations. The National Food Safety Information Service was also established for monitoring and collecting food safety information and incidents worldwide, and shares relevant information with all stakeholders. The new approaches adopted by the Korean Food Safety Authority are expected to enhance public trust with regard to food safety issues and expedite the recall process of adulterated products from the market. © 2013 Society of Chemical Industry     

International perspectives on food safety and regulations – a need for harmonized regulations: perspectives in China

Food safety is a major livelihood issue and a priority concern in China. Since the Food Safety Law of the People's Republic of China was issued in 2009, the food safety control system has been strengthened through, inter alia, the Food Safety Risk Surveillance System, the Food Safety Risk Assessment System and the Food Safety Standards System. In accordance with the Food Safety Law and regulations for implementation, the Ministry of Health released the ‘Twelfth Five‐year Plan’ of Food Safety Standards. The existing 5000 food‐related standards will be integrated. Notwithstanding, the supervision system in China needs to be further improved and strengthened. © 2014 Society of Chemical Industry

Spanish food composition database: A challenge for a consensus

Food composition tables have become important tools to estimate and monitor the nutritional composition of foods next to chemical analysis. However, as analytical methods, calculation methods and obtained results differ significantly within various sources of food composition information. Because calculation methods and obtained results differ significantly within various sources of food composition information, it is indeed a challenge to build, harmonise and compile a food composition database from scattered resources and hard copy tables. This situation has been challenged and addressed in Spain with the support of EuroFIR and governmental bodies (Spanish Food Safety and Nutrition Authority, AESAN), and the Spanish Food Composition Database Network (RedBDECA) has been set up. The proposed aims of the initiative are: to identify and evaluate the main sources of food composition data in Spain; to promote communication within national groups and with EuroFIR; to design and develop a web page for the dissemination of its activities; and to create a consortium to ensure the sustainability of the Spanish Food Composition Database.

欧盟食品中致敏原标识法规及其科学评估

欧盟食品中致敏原标识措施中的致敏原种类及其豁免物质是世界上最多的,其确定方法也是世界上最灵活、最科学的。研究了欧盟致敏原标识法规的设立及修订现状,揭示了欧洲食品安全局所提供科学评估报告中对致敏原及其豁免清单的作用,为我国设立食品中致敏原标识措施提供参考。     

昆虫功能因子及其功能食品的开发前景

功能食品已成为当今国内外食品科学与工程领域研究的热点。昆虫生物量大,资源丰富,富含许多功能因子,如昆虫特殊蛋白,多不饱和脂肪酸,昆虫甲壳素(壳多糖),微量活性元素硒、锌、铁、锰、铜,以及VA、VC、VE等。因而,开发昆虫功能食品具有广阔的前景。
