随着我国政府部门信息化建设的不断深入,信息安全的重要性日益突出,政府部门在业务中面临着大量的信息安全问题。然而,长期以来,在电子政务信息安全建设方面,存在着重技术轻管理的问题。信息安全技术和产品的应用,在一定程度上解决了部分信息安全问题,但是长时间的探索和实践发现,即使采购和使用了足够先进、足够多的信息安全技术和产品,仍然无法避免信息安全事件的发生。电子政务信息安全并不只是技术过程,而是一个综合防范的过程。本文在介绍信息安全相关标准与管理的基础上,分析了我国电子政务信息安全现状,从电子政务建设的安全需求出发,阐述了构建电子政务信息安全管理体系的意义:并针对我国当前电子政务信息安全现状,分析了电子政务信息安全管理体系构建的原则和策略:以期为我国政府部门电子政务信息安全管理体系建设提供有价值的指导和参考。  相似文献

随着互联网应用的迅速发展,各种网络安全威胁不断出现。本文介绍了网络安全所呈现的特点以及目前所面临的形势。攻击方法的更新、攻击技术的提升以及攻击范围的扩大给应急工作带来了考验。应急工作的管理现状存在一定的问题,在核心技术、安全保障方面都比较落后。借鉴传统领域的应急体系,改善当前应急技术措施成为网络安全工作的重要部分。针对新时期的网络安全应急工作环境,提出了调动体系力量,多方联动的消除方法,从体制和机制等方面来进行保证,以防止网络威胁产生的巨大影响。  相似文献

Network security situation awareness is an important foundation for network security management, which presents the target system security status by analyzing existing or potential cyber threats in the target system. In network offense and defense, the network security state of the target system will be affected by both offensive and defensive strategies. According to this feature, this paper proposes a network security situation awareness method using stochastic game in cloud computing environment, uses the utility of both sides of the game to quantify the network security situation value. This method analyzes the nodes based on the network security state of the target virtual machine and uses the virtual machine introspection mechanism to obtain the impact of network attacks on the target virtual machine, then dynamically evaluates the network security situation of the cloud environment based on the game process of both attack and defense. In attack prediction, cyber threat intelligence is used as an important basis for potential threat analysis. Cyber threat intelligence that is applicable to the current security state is screened through the system hierarchy fuzzy optimization method, and the potential threat of the target system is analyzed using the cyber threat intelligence obtained through screening. If there is no applicable cyber threat intelligence, using the Nash equilibrium to make predictions for the attack behavior. The experimental results show that the network security situation awareness method proposed in this paper can accurately reflect the changes in the network security situation and make predictions on the attack behavior.  相似文献

Passenger screening at aviation security checkpoints is a critical component in protecting airports and aircraft from terrorist threats. Recent developments in screening device technology have increased the ability to detect these threats; however, the average amount of time it takes to screen a passenger still remains a concern. This paper models the queueing process for a multi-level airport checkpoint security system, where multiple security classes are formed through subsets of specialized screening devices. An optimal static assignment policy is obtained which minimizes the steady-state expected amount of time a passenger spends in the security system. Then, an optimal dynamic assignment policy is obtained through a transient analysis that balances the expected number of true alarms with the expected amount of time a passenger spends in the security system. Performance of a two-class system is compared to that of a selective security system containing primary and secondary levels of screening. The key contribution is that the resulting optimal assignment policies increase security and passenger throughput by efficiently and effectively utilizing available screening resources.  相似文献

Tomato production is affected by various threats, including pests, pathogens, and nutritional deficiencies during its growth process. If control is not timely, these threats affect the plant-growth, fruit-yield, or even loss of the entire crop, which is a key danger to farmers’ livelihood and food security. Traditional plant disease diagnosis methods heavily rely on plant pathologists that incur high processing time and huge cost. Rapid and cost-effective methods are essential for timely detection and early intervention of basic food threats to ensure food security and reduce substantial economic loss. Recent developments in Artificial Intelligence (AI) and computer vision allow researchers to develop image-based automatic diagnostic tools to quickly and accurately detect diseases. In this work, we proposed an AI-based approach to detect diseases in tomato plants. Our goal is to develop an end-to-end system to diagnose essential crop problems in real-time, ensuring high accuracy. This paper employs various deep learning models to recognize and predict different diseases caused by pathogens, pests, and nutritional deficiencies. Various Convolutional Neural Networks (CNNs) are trained on a large dataset of leaves and fruits images of tomato plants. We compared the performance of ShallowNet (a shallow network trained from scratch) and the state-of-the-art deep learning network (models are fine-tuned via transfer learning). In our experiments, DenseNet consistently achieved high performance with an accuracy score of 95.31% on the test dataset. The results verify that deep learning models with the least number of parameters, reasonable complexity, and appropriate depth achieve the best performance. All experiments are implemented in Python, utilizing the Keras deep learning library backend with TensorFlow.  相似文献

The paper presents a study based on the observation of public security programme situations.Nowadays, public security management is faced with challenges such as the increase in non-traditional safety threats, high occurrence probability, obvious complex chain reactions, high security demand, vulnerable bearing systems and world-wide influences. For the new adapted requirements of public security management, this paper puts forward the concept of the coordinated routine and emergency management, which combines the routine management at normal status and the emergency management at the abnormal status based on the whole process of public security management. This paper analyzes the coordinated management system and establishes the decision-making objectives, decision-making model and constraints. Election allows the voter of a country to select the most suitable group of candidates to run the government. Election in Pakistan is simply paper-based method but some certain political and socio-economic issues turn that simple process in complicated and disputes once. Solutions of such problems are consisting of many methods including the e-voting system. The e-voting system facilitates the voters to cast their votes by electronic means with very easy and convenient way. This also allows maintaining the security and secrecy of the voter along with election process. Electronic voting reduces the human-involvement throughout the process from start to the end. Such system is not established yet in Pakistan. Hence, every election is disputed always. In this paper we proposed the framework of an e-voting system and simulation with the use of blockchain ledger technology. The proposed framework owns the capacity to deal with ballots in Pakistan. The novelty of the framework is that the e-voting system is linked to National Database and Registration Authority (NADRA) database which assures voter's validation. The fundamental requirements were kept in consideration during the performance evaluation of the system. The results are processed and depicted specially with reference to the number of voters and voting stations, real time of vote casting, network bandwidth and controlling principles. The results support the decision makers and guide them in the foundation and customization of an e-voting system in Pakistan.  相似文献
