各省、自治区、直辖市人民政府,国务院各部委、各直属机构: 加强城镇房屋拆迁管理工作,关系到中央宏观调控政策的有效贯彻落实,关系到城镇居民的切身利益和社会稳定.当前,我国城市建设事业取得较快发展,但在城镇房屋拆迁中也存在一些突出问题:一些地方政府没有树立正确的政绩观,盲目扩大拆迁规模;有的城市拆迁补偿和安置措施不落实,人为降低补偿安置标准;有的甚至滥用行政权力,违法违规强制拆迁.这些现象不仅严重侵害城镇居民的合法权益,引发群众大量上访,影响社会稳定,也造成一些地区和行业过度投资.为贯彻落实党中央、国务院关于加强和改善宏观调控的决策,促进城镇建设健康发展和社会稳定,经国务院同意,现就进一步加强城镇房屋拆迁工作等有关问题通知如下:     

城市房屋拆迁纠纷何时了

近期以来,两起拆迁户自焚事件,成为各级、各地媒体关注的热点、焦点。 2003年8月22日,江苏省南京市玄武区邓府巷39岁的男子翁彪因被当地拆迁办公室强行拆毁家园,愤而冲进拆迁办公室点燃汽油自焚身亡。 2003年9月15日,北京市天安门金水桥前发生了安徽农民朱正亮自焚未遂事件。据朱正亮户籍所在地--安徽省青阳县政府官员称,朱的这一过激行为源自拆迁纠纷。短短3个星期之内,连续发生两起因不满拆迁而自焚事件,引起了人们对当前部分城市房屋拆迁纠纷的高度关注。一、拆迁纠纷的主要后果 综观各地拆迁纠纷,大体上可分为拆迁安置纠纷、拆…

Planning and developing facility management-enabled building information model (FM-enabled BIM)

Successful implementation of FM-enabled BIM can be achieved with 1) a clear definition of what FM-enabled BIM constitutes, 2) a seamless and practical process of collecting the FM-enabled BIM data throughout project development phases, and 3) a well-executed interoperability plan for exchanging data between BIM tools and facility management systems, such as Computerized Maintenance Management System (CMMS). This research contributes to the body of knowledge by first defining, and examining one of the first few pilots implementation of FM-enabled BIM, and discussing the challenges encountered and the lessons learned, and then by proposing a research framework for future researchers to systematically and strategically build the knowledge foundation on BIM for FM field. The implementation process described and the lessons learned captured in this pilot project provide valuable insights into the successful implementation of FM-enabled BIM.

随着3S（GIS／RS／GPS）技术的飞速发展,地理信息系统正经历着由二维向三维转变的一个过程,三维地理信息系统已成为当前GIS领域的发展趋势。本文主要阐述了二维GIS与三维仿真结合的城市规划信息系统的设计与实现。     

从居住区规划到社区规划

本文首先讨论住宅区、居住区、社区等概念 ,并介绍社区发展与社区规划的缘起及内容。然后探讨了城市规划领域的社区规划问题 ,涉及我国城市社区规划的演进、社区规划的原则等问题。     

Planning Consultants and Local Planning

Problem, research strategy, and findings: Planning consultants are a vital part of the local government planning process. We explore who hires consultants, the types of tasks that they typically perform, and differences in the values of planning consultants and their clients. We conduct parallel surveys of planning consultants and local government officials, and find that the use of consultants is widespread: They are hired primarily to reduce the costs of maintaining in-house planning staff and to provide as-needed technical expertise. Both planning officials and consultants agree on the priority given to well–accepted planning principles, even though each group thinks they hold planning principles in higher esteem than the other. Yet, we find that the actual differences between the self-professed values of the two groups are negligible.

Takeaway for practice: This study suggests that both consultants and their clients believe that the advantages of hiring consultants, including supplementing in-house staff, providing workforce flexibility, and offering technical expertise, outweigh the disadvantages of possibly higher costs and lack of local knowledge. The study provides reasons for optimism that outsourcing planning work does not change the underlying planning values of the agencies employing the consultants, or the goals and objectives of the planning work.

城市规划与社区规划之辨析

城市规划和社区规划是两个相互区别又有联系的概念,城市规划本质上是一种空间规划,注重宏观经济效益,而社区规划实质是一种社会规划,着眼于微观的社会效益。两者都是决策—实践的连续统一体,在规划内容上有交叉和重叠,同时彼此相互制约甚至尖锐冲突,在规划手法上又不乏相通之处,在操作层面两者面临共同的困境。     

从远景规划到概念规划

城市发展战略的研究和规划、从国外到国内,从上世纪末的远景规划到本世纪初的“概念规划”,一脉相承,并随着经济社会的发展和变革不断发展,概念规划是在竞争年代下一个战略研究的创新。城市规划应包括四个层面:城市研究、城市规划、城市设计、城市管理,而城市发展的战略研究,正是加强了城市研究,这种高层次的研究工作,对城市发展发挥了纲举目张的作用,它并不企图取代城市总体规划,而是更丰富了城市规划内容和完善城市规划的体系,对城市规划工作者也是一种知识更新的挑战。
