经济发达地区村镇规划管理思考——以《佛山市村镇规划管理技术规定》为例

为加强村镇规划管理,促进宜居城乡建设,佛山市针对村镇规划管理法理依据相对滞后、针对性不强、基层规划管理技术力量薄弱、审批权限不清等问题,启动了《佛山市村镇规划管理技术规定》的编制工作。该规定针对当前发展阶段和发展需求,明晰村镇规划编制体系;注重城乡统筹和差异发展,规范村和镇的规划编制内容;加强公众参与和基层审核,提高村镇规划实施管理效率;突出技术要点,查阅方便,完善全市统一的村镇规划技术标准,为佛山市村镇规划建设及审批管理提供了依据,在全国具有一定的创新性和领先性。

基于GIS与CA模型的小城镇土地利用规划研究

通过对CA原理,特点的描述,构造出适应于土地利用规划的CA模型,同时利用GIS相关软件对空间数据分析、处理的强大功能,进行较精确科学的土地利用规划。并运用于福建省玉山镇镇区土地规划,验证该方法的适宜性与科学性,试图为土地利用规划方法的改进提供一个探索的焦点。     

基于土地适宜性分区的空间发展研究——以泰州市为例

通过地域开发适宜性评价和空间分区,能够合理地引导尽可能多的经济社会活动配置在低成本、高需求的地域,约束和控制生态价值高、开发难度大区域的社会经济活动强度,实现经济社会与资源环境的均衡。以泰州市为例,根据其生态保护价值和经济开发需求,对市域100个基本空间评价单元进行空间开发适宜性分区,划分优先开发区、适度开发区、控制开发区、适度保护区和战略储备区,不同分区的发展方向和管制要求不同,为泰州市域空间的利用提供了一个客观的评价基础。     

国土空间规划体系下疫情防控规划编制思考

文章以突然爆发的新型冠状病毒肺炎疫情为研究背景,深刻反思城市规划在公共卫生突发事件响应方面的短板及现状城市韧性的不足,提出编制疫情防控规划的必要性,并总结规划编制中的难点与重点,探索疫情防控标准、防控体系、用地与设施、大数据应用系统、生命线工程、灾后恢复和规划实施等方面的内容与要求,以期为完善国土空间规划体系与提高城市韧性提供基础,为疫情防控规划编制提供参考。     

Innovation in High-Technology SMMEs: The Case of the New Media Sector in Cape Town

Creative industries are increasingly attracting the interest of academics and policymakers around the world. Policy enthusiasm is also directed in many countries towards developing knowledge-intensive or high-technology sectors. The new media sector is considered an innovative growth sector which holds potential for emerging countries. This case study examines innovation in new media firms situated in Cape Town. Theoretically, creative industries are linked to post-industrial and knowledge-based economies and the growth of services, and innovation in high-technology small and medium enterprises is also considered. This paper provides micro data regarding the innovation activities of new media firms based on purposive interviews. The study found that these firms are dynamic in terms of technological innovation. However, their innovation activities tend to be incremental and localised. Furthermore, various barriers limit their innovation enhancement and growth prospects. Public policy can support new media firms in terms of access to new business development funding and programmes supporting small enterprise innovation, improved design education and network opportunities.     

发达地区镇域土地利用碎片化测度研究——以中山市东升镇为例

对中山市东升镇土地利用碎片化形态及其形成过程进行量化分析,以准确刻画其土地利用格局,探析碎片化的主要影响因素,作为进一步剖析其碎片化形成机制的实证基础。借用景观生态学的斑块概念及研究方法,运用Fragstats软件工具进行城乡用地格局的数理统计运算。发现东升镇土地利用碎片化主要作用因素是多年来大量分散增长的工业用地和农村居住用地,而占据主要比例的大量细碎用地斑块是其碎片化格局的直接原因。以期为半城市化地区土地利用研究提供新的视角和方法。     

Incorporating Ecology into Land Use Planning: The Songbirds' Case for Clustered Development

Throughout the American West, private open lands are being converted to a human-dominated residential landscape. This conversion is the foremost threat to wildlife habitat. Pitkin County, Colorado, home to the City of Aspen, is an internationally known example of this land use change. In this article, we describe patterns of development in Pitkin County from the late 1800s through the 1990s. Using field data, we estimate the overall loss of songbird habitat due to two types of residential development, clustered and dispersed, and then examine the types of vegetation most affected. From these data we demonstrate that clustered development, in contrast to dispersed development, can reduce the impact of exurban residential development on wildlife habitat.

Economic Restructuring and the Politics of Land Use Planning in New York City

New York City is currently in the midst of a vast economic restructuring. This change in economic functions plays itself out in the politics of land use planning. Sectoral shifts from a manufacturing to a service economy cause pressures for land conversion. Housing needs are exacerbated by the changing character of the work force. But planning, which is oriented toward economic development, operates project by project, failing to deal comprehensively with either the overdevelopment of office space or the crisis in housing.
