论我国等同采用国际风险管理标准的必要性

日前,国际标准化组织ISO正式发布了用于风险管理的国际标准ISO 31000:2009《风险管理——原则与指南》。该标准是在经济全球化的新环境下,特定事件和特定法规的基础上产生的,体现了世界范围内风险管理的最新理论和最佳实践。在全球金融危机尚未结束的今天,该标准的发布具有重要意义。本文从6个方面论述了我国等同采用ISO 31000:2009标准的必要性,并指出我国尽早等同采用该标准既有实践的基础,又有现实的意义。     

Dynamic Lean Management of the Naval Construction Process

Abstract:

The naval and private construction industries face shared problems in regard to cost over-runs and delays that may be addressed in part through improvements to the construction process. The scope of this study is to examine the naval construction process from design to implementation, with special emphasis on the role of design sharing and constructability. We use the System Dynamics methodology to model the construction process and conduct simulations to examine the impact of project management decisions. We conclude that increased constructability efforts and design sharing mitigate the impact of cost over-runs and project completion delays, and that when limited resources exist it is best to focus improvement efforts early rather than later.

Abstract:

This article documents research examining commitment levels and follower behaviors across generations. Behavioral and commitment characteristics were measured and examined for relationships across different generations of employees in technical and non-technical occupations in separate studies. The results of the findings from both studies show relationships across generations in levels of commitment and follower behaviors. The results suggest that technical occupations show more association of follower behaviors and less association of commitment levels. Analysis indicates that non-technical occupations show less association of follower behaviors and more association of commitment levels across generations. Strategies for application in the workplace are provided.     

ISO 31000的整合实施

The article describes a generic implementation process for risk management that integrates the risk management framework and process described in ISO 31000. According to the process the organizations are able to effectively implement risk management ISO 31000, adapted to their unique circumstances.     

Project Risk Management Using the Project Risk FMEA

Abstract:

Identifying and mitigating project risks are crucial steps in managing successful projects. This article proposes the extension of the Failure Mode and Effects Analysis (FMEA) format to quantify and analyze project risks. The new technique is labeled the project risk FMEA (RFMEA). The RFMEA is a modification of the well-known process, product, and service FMEA technique. In order to use the FMEA format for projects, the detection value of the standard FMEA is modified slightly for use in the project environment. The new approach is illustrated in a case study from the electronics industry. By adding the detection value to the risk quantification process, another measure beyond the typical risk score is made available to the project team. The benefits of the RFMEA include an increased focus on the most imminent risks, prioritizing risk contingency planning, improved team participation in the risk management process, and development of improved risk controls.

Egypt National Railway trains (passenger and freight) are currently operated with diesel traction, except for two electrified Metro lines in Cairo of about 55 km in length. An electrified rail system could have a number of operational and environmental benefits. This paper examines the economic and financial viability of a proposed electrification scheme for the Cairo—Alexandria railway line. The framework of appraisal developed identifies the potential direct and indirect benefits of the scheme, and its costs. The evaluation of different types of costs and benefits included a sequence of analytical steps. The results showed that the scheme achieves only about 9% internal rate of return. However, applying a broader cost-benefit analysis to include all sources of benefits shows that it is highly desirable on an economic basis. Despite the extreme difficulty of obtaining the required data and information, plausible and coherent results were achieved, which are also seen to be consistent with other results of electrification schemes in Europe.     

Disruptive Technologies and the Tax Law

Abstract

Recent studies of the innovation process within firms draw a distinction between “sustaining” and “disruptive” technological change. Government incentives designed to encourage research and development (R&D) activities may interact with the organizational structure of firms developing disruptive technologies. This study finds evidence from companies involved with design and manufacture of microelectromechanical-systems (MEMS) that practical concerns in raising capital may supersede utilizing tax incentives. This finding raises the policy issue of aligning R&D incentives with the most common organizational structures.

An Enhanced Transcribing Scheme for the Numerical Solution of a Class of Optimal Control Problems

An enhanced scheme of transcribing the system dynamics for the numerical solution of optimal control problems is proposed. This new scheme is based on the standard method of direct collocation that converts an optimal control problem into a nonlinear programming problem via simultaneous state and control discretization. When compared with the standard method, the enhanced scheme has the advantage of higher solution accuracy with minimal additional computational effort. It is particularly suited for systems with states that are related to each other in a special form. For such systems, the ensuing nonlinear programming problem has the same number of constraints as those using the standard method. Numerical results on several optimal control problems using the enhanced scheme are presented, together with comparisons with the results obtained from the standard scheme.

Management of Concurrent Engineering: Organizational Concepts and a Framework of Analysis

ABSTRACT

This article examines the concept of concurrent engineering and presents a framework for evaluating its management. The key organizational concepts for managing new product development are first analyzed from a historical perspective. The concurrent engineering approach to new product development is then contrasted with both the traditional sequential and the more recent overlapping problem-solving approaches. Finally, a model for managing current engineering is presented. The model consists of five critical components that may be used by engineering managers for guiding the implementation of their concurrent engineering efforts.

The focus of this paper is on innovation, quality, and productivity. Most American enterprises do not understand the innovation process, but confuse it with the invention process. Illustrations of the application of quality management principles in R&;D, concentrating on the innovation process, are given. Discussed are the implications flowing from the principle that “workers work in a system; the job of the manager is to work on the system to improve it with their help.” Also discussed are the definition of the “internal customer,” flow charting, and Quality Function Deployment.
