The Way to Relieve Tense Supply Situation of Power and Coal in China

This paper introduces the situation of coal and power production, the tense supply of power coal and deteriorated coal quality in 2004, analyzes the causes of tense supply of power and coal, one of which is due to the government regulated power tariff against rapid escalation of coal price that power enterprises can hardly afford. It also presents some policy proposals to relieve the contradiction between coal and power, including to intensify macroscopic regulation between industries and regions, solve the problem of power coal transportation and reduction or exemption of tax on coal industry and circulation links, through secondary distribution to regulate profit difference among industries.     

The Conceptual Process Arrangement of a Steam–Gas Power Plant with Fully Capturing Carbon Dioxide from Combustion Products

The article proposes a new concept for designing power plants operating on natural gas and involving means for fully removing carbon dioxide from the cycle in the liquid phase form in order to subsequently bind or bury it for reducing the emissions of greenhouse gases into the atmosphere. In contrast to means used in the conventional power plant process arrangements for capturing CO₂ from the combustion products, the proposed concept involves the need to develop fundamentally new power engineering technologies, in which the CO₂ utilization system is intrinsically built into the cycle structure already at the initial stage of power plant design and optimization of its parameters. As an example, the process flow diagram of a natural gas fired power plant generating electricity and heat is considered. The integral indicators characterizing the thermal efficiency of such a power plant are given and compared with the similar indicators of the operating or newly designed plants fitted with CO₂ capturing systems, the process arrangement of which implies direct emission of carbon dioxide into the atmosphere. The comparison is carried out for the average ratio between the generated electricity and heat that has historically been established in the climatic zone of central Russia. It is shown that the proposed cycle features high thermodynamic efficiency and competitiveness with respect to the same indicators of alternative systems for combined generation of electricity and heat. The article suggests versions of the CO₂ capturing system configuration that allows, with the modern technological level of equipment, the carbon dioxide emissions to be reduced down to 0.5–5.0% of the total amount produced in firing natural gas.

A Lexicographic Optimization and Augmented ϵ-constraint Technique for Short-term Environmental/Economic Combined Heat and Power Scheduling

Abstract—In recent years, combined heat and power units have become significant elements in conventional power stations due their numerous merits, including operational cost savings and reduced emissions. In this regard, this article proposes a short-term multi-objective framework for the combined heat and power economic/emission dispatch problem. In addition, to more precisely model the problem, the non-linear forms of fuel cost functions and valve-point loading along with power transmission loss are considered. The objectives of the problem are total cost minimization as well as minimization of pollutant emissions; lexicographic optimization and the augmented epsilon-constraint technique are employed to solve the multi-objective problem. Also, a fuzzy decision making technique has been used to select the most preferred solution among the Pareto solutions. Afterward, a comprehensive comparison is performed between the results obtained from the proposed method and those derived from the non-dominated sorting genetic algorithm II, strength Pareto evolutionary algorithm 2, and multi-objective line-up competition algorithm, verifying the superiority of the presented approach for lower execution time, total cost, and emission. Furthermore, the proposed model is implemented on a large-scale test system while the execution time is rational.
