Many research studies have been completed on the effectiveness of ISO 9000:1994 in the construction industry. The new ISO 9001:2000 requires firms to have a completely different mindset about achieving quality. From merely compliance with requirements, firms who intend to obtain ISO 9001:2000 certification have to understand fully the new requirements and how they may ‘fit’ the new standards into their present quality management systems, instead of changing their original work procedures to suit the Standard's requirements. This study presents a survey of the preparation work undertaken by construction firms in Singapore in moving from ISO 9000:1994 to ISO 9001:2000. From the research findings, it was found that most firms are ready for the conversion to the new Standard with slight beefing up of their existing quality management systems.  相似文献

The construction industry is predominantly project based and quality is one of the client's prime concerns in their construction projects. Many clients, especially those in the Hong Kong public sector, require their contractors to have a Quality Management System (QMS) certified under ISO9000. Also, several contractors as well as clients themselves voluntarily implemented an ISO9000-based QMS in their respective organizations in order to target the various benefits perceived from such initiative. It was considered timely and worthwhile to explore the effectiveness of ISO9000-based QMSs in the Hong Kong. This paper portrays the key findings from a focused study that relate to the client satisfaction aspects from implementation of the ISO9000-based QMSs in the contractor organizations.  相似文献

Quality has been a key issue in Singapore's construction industry since the late 1980s. ISO 9000 certification is now compulsory for large construction enterprises and is an important feature of the industry. Following the global trend, environmental issues are gaining prominence in the country. A few companies have been certified to the ISO 14000 standard. It is predicted that this standard will have an impact which is similar to that of ISO 9000. Organisations are being urged to implement integrated management systems (IMS).

A study was undertaken to assess the perceptions and expectations of contractors concerning ISO 9000 certification and the costs and benefits in practice. Contractors’ expectations of ISO 14000 certification were also ascertained, together with their environmental awareness, policies and current practices, and their views on measures which could promote its widespread adoption. The study was based on a postal survey. It was found that contractors had derived benefits from ISO 9000 but were driven by short-term cost-benefit considerations. Their attitude to ISO 14000 certification was generally similar. Suggestions for increasing the likelihood of a high uptake of ISO 14000, and IMS are made.  相似文献

Purpose

This paper explores the relationship between an ISO 9000 certified quality management system (QMS) and elements of performance in construction project environments.

Design/methodology/approach

A survey based approach is used to collect data from project managers working in the Malaysian construction sector in both ISO 9000 certified and non-certified organisations. Three elements of performance are explored: project management (PM) practices, financial management (FM) practices and Project Success. The Project Management Performance Assessment model (PMPA) (Bryde, 2003) is used as the framework for assessing PM Practices. 336 completed questionnaires are analysed, with a group of 73 being from ISO 9000 certified companies (a response rate of 48.3%) and a group of 262 being from non-certified companies (response rate = 32.6%). MANOVA are used to explore differences in levels of performance between the two groups.

Findings

Overall there is significance difference in mean scores at the 5% level in respect of each of the PM and FM Practice elements of performance, indicating that ISO 9000 certified companies have enhanced levels of performance in their project environments compared to those in non-certified companies. The two exceptions are the PM Practice related to establishing partnerships and managing resources and the FM Practice related to allowing for inflation and price escalations. The results also indicate that ISO 9000 certification has a positive moderating effect on the casual relationship between PM Practices and Project Success. Based on the survey results a Project Management Performance Assessment for Construction (PMPAC) model is developed, which extends the PMPA to include performance enablers linked to financial management activities.

Research limitations/implications

The survey focuses on the construction sector in Malaysia and further work is required to see if the findings are applicable to other countries and also to other business sectors beyond the construction sector.

Originality/value

The research reported in this paper is original in that prior research into the link of ISO 9000 certification and dimensions of organizational performance has not explicitly focused on project environments. The research findings provide evidence that those seeking to enhance their project performance could gain benefits from developing a QMS and seeking ISO 9000 accreditation. However the finding also indicate that an approach to performance management based solely on establishing a certified QMS may have its limitations in terms of establishing processes for managing the relationships on a project through partnership approaches and in dealing with uncertainty in the external environment, such as price fluctuations. The PMPAC model presented in this paper provides a framework for those working in construction project environments to ensure their project management systems incorporate the key activities that enable better performance.  相似文献

Environmental Management System (EMS) has recently been advocated for almost all economic sectors. However, the implementation of EMS is problematic for the construction industry. The greatest obstacle is the lack of objective performance evaluation criteria. To overcome this, Environmental Performance Assessment (EPA) has been introduced, to provide assessments in terms of management and operational systems. This paper compares the status of EPA implementation in China and Hong Kong. By means of a questionnaire survey, the difficulties in implementing EPA are highlighted, the major ones being ‘Lack of technological support, such as training, staff and expertise’ and ‘Lack of commitment from senior staff’ in Hong Kong and Mainland China, respectively. Furthermore, ‘Lack of legal enforcement’ is found more profound in Mainland China than in Hong Kong, indicated by a low correlation coefficient between the rankings of these factors in Hong Kong and China. Meanwhile, ‘Promoting EPA as a legal requirements’ and ‘Inclusion of EPA in the tendering requirements’ are found to be the best tools for encouraging implementation of EPA. Although the difficulties in implementing EPA are different in the two regions, the motivations for EPA are similar, with a high correlation coefficient.  相似文献

With mandatory implementation of the ISO 9000 quality system by the Housing Authority in Hong Kong, most construction firms there now claim to have initiated quality systems in their processes as defined in their quality manuals. In addition, an objective quality measuring yardstick, the Performance Assessment Scoring Scheme (PASS), has been administered by the Housing Authority of Hong Kong to monitor the performance quality of contractors. These two measures, coupled with the two other contractual requirements stipulating the use of mechanized formwork and precast facade units, are directed towards achievement of a desired quality standard. However, the PASS analysis has revealed that the general level of quality has not improved significantly and the expected continuous improvement in construction quality has not been realized over a specific time period. Quality appears far better on paper than does the actual work on site. This suggests that quality management in the construction setting is far more difficult to achieve than it is in other industries. This paper explores possible reasons for failure in the quest for quality in public housing construction, and proposes changes needed before the vision of continuous quality improvement can be realized.  相似文献

The building and construction industries worldwide are experiencing ever closer scrutiny of their operations as pressure mounts from clients to address the inefficiencies inherent therein. The issue of quality is of pivotal concern in this regard and this paper examines the status quo of a number of South African architectural practices with respect to how they are managing quality, and tests their opinions with regard to ISO 9000 certification as a means of addressing the issue. The results indicate that the architects in question generally have a poor grasp of quality management theory, although many of the eight main principles required for its implementation are already intrinsically present in the way they manage their practices; probably as a result of the small size of the average practice. A systematic and documented approach to quality management is however largely lacking in the profession and a great deal of negativity exists with regard to ISO 9000 certification.  相似文献

Many construction companies have adopted partnering in their construction projects over the past 10–15 years due to favourable project outcomes achieved. Its use in construction projects has been increasing rapidly as its benefits become more apparent and pervasive. This paper reviews the partnering literature within the construction field and tries to portray the comprehensive picture of benefits for the partnering practice. Through partnering and the active involvement of all key project parties, the project is more likely to be completed within budget, on time, and with the least number of conflicts, claims and work defects. Also, this paper reports upon the findings of a questionnaire survey of partnering benefits in Hong Kong. Seventy‐eight project participants completed a questionnaire to indicate the relative importance of partnering benefits. The perceived benefits were measured and ranked from the perspectives of the client, contractor and consultant for cross‐comparison. The results revealed that ‘Improved relationship amongst project participants’, ‘Improved communication amongst project participants’ and ‘More responsive to the short‐term emergency, changing project or business needs’ were the most significant benefits derived from the use of partnering. More partnering arrangements should be actively introduced into the construction procurement process so that every party can enjoy the full benefits of partnering.  相似文献

ISO 9000, the quality management system standards developed by the International Standards Organization (ISO), is widely used in the construction industry, as it is in all industries in the world. Recently, a growing interest has been paid to the use of this system in the construction industry. Despite the growing interest, ISO 9000 use of construction firms has not been sufficiently studied from the perspective of developing countries. In this article, with regard to the ISO 9000 quality management system (QMS) in Turkey, the characteristics of contractor firms in the construction industry, the perceptions, behavior and experiences of the firms in regard to ISO 9000 QMS are discussed. A field study has been executed, and a questionnaire has been carried out. In total, 138 construction firms, members of Turkish Contractors Association and representing the top-level firms operating both in Turkey and in the international market, have been selected for this study. The evaluation of the data points to the fact that the surveyed construction firms generally have a positive approach toward ISO 9000 QMS and that ISO 9000 QMS provides important advantages for the firms. However ISO 9000 QMS cannot be made widespread and applied effectively due to certain disadvantages and difficulties in practice.  相似文献

Serendipitous findings are reported from an on-going research project that seeks to determine the effectiveness of quality assurance systems certified under the ISO 9000 series in Australian contracting organizations. In Australia, certification has become mandatory for all organizations wishing to do business with government agencies and major private companies. While certification was designed so that purchasers could have confidence in the quality of the vendor's product or service, not all organizations have been able to implement certification processes in a way that supports this original intent. Instead, most construction organizations have opted to go through the motions without an underlying sustainable continuous improvement philosophy. They simply wish to gain marketing benefits, while others have been overcome by the mass of paperwork required for achieving the quality ‘seal of approval’. This paper uses a case study to examine the experiences of a major building and engineering contractor threatened by the paperwork dilemma. However, by adopting a radical shift in the management of the certification programme the contractor was able to implement a quality system that reduced rework significantly and brought about marketing benefits. This case study is used to present a company's experiences in solving problems associated with the certification process, and offers a learning opportunity for other organizations facing similar difficulties.  相似文献

Productivity and quality are two inter-related issues of utmost importance in the construction industry. The buildability concept and ISO 9000 quality management systems are used to help raise productivity and quality standards in construction. However, both buildability principles and ISO 9000 quality system elements are frequently considered separately in many consulting and construction firms. Many of these firms have also developed and implemented ISO 9000 quality management systems in their organisations. The construction industry of Hong Kong has a very poor site safety record. The overall accident rate has gone down a little during the last few years, but the number of fatalities has risen dramatically. In the past, the Hong Kong Government adopted a laissez-faire approach in managing construction safety, hoping that market forces would regulate the safety performance. However, the approach has proved to be ineffective. Since 1986, the Government has taken a proactive approach in combating construction site safety, and has introduced a series of safety programmes, which consist of encouraged and mandatory schemes aiming at nourishing a proper safety culture in the construction industry. Recently, the Government decided to criminalize site accident cases by introducing a so-called ‘Supervision Plan’, aiming at changing the safety attitude and culture of construction practitioners. This paper applies an attitude-changing model, ‘reinforcement theory’, to predict the changing attitude of people in the construction industry. The results show that the attitude of construction practitioners in Hong Kong will change to be more positive when they receive more messages to confirm that people really are put into jail for negligence under the Supervision Plan.  相似文献

Capital budget evaluation plays a crucial role in financial management. This places a firm in a competitive position. Recent development points to the need for implementing capital budgeting in construction organizations due to the capital-intensive nature of construction business. The aim here is to investigate the trends in the practice of capital budget evaluation among construction contractors operating in Hong Kong over a 20-year period. A longitudinal survey approach is used; four cross-sectional surveys were conducted between 1994 and 2014. The findings indicate that ‘formal financial evaluation’ is the most common technique used for capital budget evaluation. In addition, the practice of capital budget evaluation is more pronounced in the large-sized firms. A comparative analysis of the results of the four surveys reveals that there are variations in the degree and frequency of use of capital budget evaluation techniques over the study period. Further research is needed to understand the challenges associated with the use of sophisticated capital budget evaluation techniques in the construction industry of Hong Kong.  相似文献

Over the past decade, research studies on benefits, critical success factors, difficulties, process, conceptual and theoretical models of construction partnering have been ubiquitous in the construction management discipline. In fact, there is adequate evidence that an increasing number of client organizations are adopting a partnering approach to undertake their building and construction projects both locally and worldwide during the last decade. With the perceived benefits that partnering brings about, research into Key Performance Indicators (KPIs) to evaluate the success of partnering projects in construction becomes vital as it can help set a benchmark for measuring the performance level of partnering projects. However, although there are some related studies and papers on this research area, few, if any, comprehensive and systematic studies focus on developing a comprehensive, objective, reliable and practical performance evaluation model for partnering projects. A model has been developed using the Delphi survey technique to objectively measure the performance of partnering projects in Hong Kong based on a consolidated KPIs' conceptual framework previously developed for partnering projects. Four rounds of Delphi questionnaire survey were conducted with 31 construction experts in Hong Kong. The results reveal that the top seven weighted KPIs to evaluate the success of partnering projects in Hong Kong were: (1) time performance; (2) cost performance; (3) top management commitment; (4) trust and respect; (5) quality performance; (6) effective communications; and (7) innovation and improvement. A statistically significant consensus on the top seven weighted KPIs was also obtained. Finally, a composite Partnering Performance Index (PPI) for partnering projects in Hong Kong was derived to provide an all‐round assessment of partnering performance. Different partnering projects can now be assessed on the same basis for benchmarking purposes. Construction senior executives and project managers can thus use the Index to measure, evaluate and improve the performance of their partnering projects to strive for construction excellence. Although the PPI was developed locally in Hong Kong, the research method could be replicated in other parts of the world to produce similar indices for international comparison. Such an extension would aid the understanding of managing partnering projects across different geographic locations.  相似文献

The paper describes the development, introduction and operation of quality assurance, with specific application to the design and construction industry and the consequential benefits which can be derived from the adoption of formalized quality assurance supported by third-party certification.
The main objectives of formalized third-party quality-assurance certification are in respect of: (i) quality-management systems of firms who provide a service to the industry and who meet the requirements of BS 57501, EN 290002, ISO 90003; and (ii) product conformity to firms who show compliance with a national or other approved specification and who operate a BS5750 quality-management system.  相似文献

Identifying the relative strengths of the linkages between procurement sub-systems and project performance was initially hypothesized to be useful for developing guidelines for the formulation of a performance-oriented construction procurement system. A comprehensive model was developed to incorporate all significant procurement sub-systems variables, together with ‘non-procurement’ related (or ‘intervening’) variables to explore and evaluate such linkages. The multiple regression technique was applied to analyze the data from 32 Hong Kong-based building projects and the results were compared with reality. The results suggest that procurement sub-systems variables are less significant than the non-procurement related variables in predicting time and cost performance levels on Hong Kong building projects.  相似文献
