As a fuel, rural biogas is a promising renewable energy source. Policy support is a key initial impetus for industry development. This study explores household biogas development in rural China based on policy support found in literature. Relevant policies, which mainly include directive and guiding policies, economic inspiring policies, research policies, market policies, and other constructive policies, are gradually issued. Moreover, the National People's Congress has enacted five relevant laws, including the Agricultural Law, Renewable Energy Law, Animal Husbandry Law, Energy Conservation Law, and the Act on the Development of Circular Economy. The Energy Law is currently under revision. Relational rules and regulations have also been formed in response to the national policies and laws, which have already produced significant effects. The development of rural household biogas in China is growing steadily, and the technology standard projects have been established. The number of household biogas digesters and biogas annual output in 2010 was double of that in 2005. The offered financial incentive increased from 47 million dollars in 2002 to 760 million dollars in 2011. Policy supports play an important role in rural biogas development. And thus, additional national policy supports are necessary in the fields of scientific research, technological development, and biogas use model.  相似文献

The intensity of market penetration and hence the relevance of clean energy technologies in mitigating climate change will greatly depend on their cost-effectiveness. This paper discusses the economic and policy aspects of speeding up the market of these technologies to reach cost parity. A combination of historical energy market dynamics, technology diffusion and endogenous learning models were employed in the analyses. Starting from giving a preferential position to emerging renewable energy technologies in the energy and climate policy, which also means securing adequate financial resources for their deployment, could lead in the base scenario to a full-cost breakthrough of wind power around 2027 and of photovoltaics in 2032. The combined global market share of renewable electricity in 2050 could reach 62% of all electricity (now 19%) of which wind and solar power alone could account for almost two-thirds corresponding to a carbon saving in the range of 8–16 GtCO2. However, if the new technologies were downgraded in the energy and climate policy context, the combined impact of solar and wind could remain at no less than 11% which would marginalize these technologies in the fight against climate change. The estimates for financial support to achieve cost parity were very sensitive to the assumptions of the input parameters: in the base case the extra costs or learning investments for solar power were €1432 billion and for wind power €327 billion, but with more conservative input data these values could grow manifold. On the other hand, considering the potentially cheaper electricity from new technologies above the cost parity point and putting a price on carbon could result in a positive yield from public support instead of it being regarded merely as unnecessary spending. The findings stress the necessity of long-term policies and strong commercialization strategies to bring the new energy technologies to breakeven point, but also highlight the complexity of assessing the true costs of making new energy technologies fully competitive.  相似文献

The economic feasibility of on-farm biogas energy production was investigated for swine and dairy operations under Nova Scotia, Canada farming conditions, using net present value (NPV), internal rate of return (IRR), and payback period (PP) economic decision criteria. In addition, the effects of selected environmental and “green” energy policy schemes on co-generation of on-farm biogas energy production and other co-benefits from anaerobic digestion of livestock manure were investigated. Cost-efficiencies arising from economies of scale for on-farm anaerobic biogas production were found for swine farms, and less so for dairy production systems. Without incentive schemes, on-farm biogas energy production was not economically feasible across the farm size ranges studied, except for 600- and 800-sow operations. Among single policy schemes investigated, green energy credit policy schemes generated the highest financial returns, compared to cost-share and low-interest loan schemes. Combinations of multiple policies that included cost-share and green energy credit incentive schemes generated the most improvement in financial feasibility of on-farm biogas energy production, for both swine and dairy operations.  相似文献

This paper investigates empirically the effect of market regulation and renewable energy policies on innovation activity in different renewable energy technologies. For the EU countries and the years 1980 to 2007, we built a unique dataset containing information on patent production in eight different technologies, proxies of market regulation and technology-specific renewable energy policies. Our main finding is that, compared to privatisation and unbundling, reducing entry barriers is a more significant driver of renewable energy innovation, but that its effect varies across technologies and is stronger in technologies characterised by potential entry of small, independent power producers. In addition, the inducement effect of renewable energy policies is heterogeneous and more pronounced for wind, which is the only technology that is mature and has high technological potential. Finally, ratification of the Kyoto protocol, which determined a more stable and less uncertain policy framework, amplifies the inducement effect of both energy policy and market liberalisation.  相似文献

This article presents an overview of the development and future perspectives of the Chinese biogas industry. The development of the industry has the potential to improve the rural environment and produce significant amounts of sustainable energy for China. Barriers to the development are the relatively weak environmental policies, imperfect financial policies and lack of long-term follow-up services. The rapid economic development of China has also seen a development in the scales of biogas plants constructed. Although the technology has been improved, this review has identified problems in the construction and operation of Chinese biogas plants, particularly in the efficiency of household systems. All levels of China's government acknowledge this and recent biogas projects have more focus on quality and less on the quantity. The intention is to gradually introduce stricter environmental policies, to provide better service systems, improve the financial policies that support the construction and follow-up service of biogas projects, promote the use of standardized engineering equipment and materials and standards for plant construction and production. This will promote the development of biogas projects at various scales further, and reduce the dependency on fossil fuels and emissions of greenhouse gases.  相似文献

Large amounts of small-scale bioenergy projects were carried out in China's rural areas in light of its national renewable energy policies. These projects applied pyrolysis gasification as the main technology, which turns biomass waste at low costs into biogas. This paper selects seven bioenergy projects in Shandong Province as a case and assesses these projects in terms of economy, technological performance and effectiveness. Results show that these projects have not achieved a satisfying performance after 10 years experience. Many projects have been discontinued. This failure is attributed to a complex of shortcomings in institutional structure, technical level, financial support and social factors. For a more successful future development of bioenergy in rural areas, China should reform its institutional structure, establish a renewable energy market and enhance the technological level of bioenergy projects.  相似文献

Financial incentives are important for overcoming certain market barriers to improved energy efficiency and for the adoption of energy efficient technologies. Financial incentives are mainly focused on the introduction of specific technologies, rather than behavioural change. While the declared goal of financial support schemes very often is to save energy or reduce harmful emissions rather than to foster new technologies per se, it is often encountered that such financial support for energy efficient technologies may not ensure real energy savings due to the rebound effect and various market barriers.In the area of renewable energies it is common for financial support to be given to power producers for the verified production of renewable electricity, in the form of a guaranteed financial incentive (feed-in tariff). In the energy efficiency policy research little attention has been paid to the possible use of a “feed-in tariff” in the form of a financial incentive based on the kWh saved by the end-user. This paper discusses the possible setup of a feed-in tariff designed to reward energy savings.  相似文献

This study explores the causes of the South Korean government's failure to successfully deploy its renewable energy policy. Despite the South Korean government’s ongoing efforts since 2002 to promote the deployment of renewable energy, the established deployment target has not been met and the share of renewable energy supply in total primary energy supply is poor compared to peer countries with a similar level of economic development. Therefore, we attempt to find the causes of this policy failure using qualitative evaluation methods. Through the analyses, conducted using focused interviews and secondary data, we found that the domination of the fossil fuel and nuclear power industry's interests, inconsistent policy shifts, policy design that lacks sufficient support schemes, poorly coordinated government activities, and unsystemic and untimely monitoring and feedback have led to the failure of renewable energy deployment policies in South Korea. To overcome these problems, we suggest that the South Korean government should set more ambitious policy goals, establish a new independent organization that focuses on energy policy issues, use a varied policy mix, and secure political support from diverse policy actors.  相似文献

Many countries have implemented various policies for renewable energy development ranging from setting power purchase agreements and the legislation of renewable energy requirements to providing incentives and imposing carbon taxes. The evaluation of the effectiveness of such policies, however, is fragmented, which raises a need for a comprehensive analysis. This paper aims to assess whether and how policies promoting renewable energy investment have achieved the intended goals. It employs five broadly defined criteria - market, uncertainty, profitability, technology, and financial resources - to build an index to assess respectively if such policies have helped create a market for renewable energy, maximize potential profits, reduce risks relating to the investment, develop and adopt new technologies, and improve the access to financial resources. Each criterion is reflected by three indicators. Values of each indicator are converted into ordinal values for analysis. The index not only scans comprehensively all relevant renewable energy investment policies in the East Asia Summit countries, but also provides systematic and quantitative measures to compare the effectiveness of policies in these countries with respect to the creation of market, the degree of uncertainty, the potential of profitability, the development and adoption of technology and the accessibility of financial resources.  相似文献

The aim of this paper is to offer suggestions when it comes to near-term technology policies for long-term climate targets based on some insights into the nature of technical change. We make a distinction between economy wide and technology specific policy instruments and put forward two key hypotheses: (i) Near-term carbon targets such as the Kyoto protocol can be met by economy wide price instruments (carbon taxes, or a cap-and-trade system) changing the technologies we pick from the shelf (higher energy efficiency in cars, buildings and industry, wind, biomass for heat and electricity, natural gas instead of coal, solar thermal, etc.). (ii) Technology specific policies are needed to bring new technologies to the shelf. Without these new technologies, stricter emission reduction targets may be considered impossible to meet by the government, industry and the general public, and therefore not adopted. The policies required to bring these more advanced technologies to the shelf are more complex and include increased public research and development, demonstration, niche market creation, support for networks within the new industries, standard settings and infrastructure policies (e.g., when it comes to hydrogen distribution). There is a risk that the society in its quest for cost-efficiency in meeting near-term emissions targets, becomes blindfolded when it comes to the more difficult, but equally important issue of bringing more advanced technologies to the shelf. The paper presents mechanisms that cause technology look in, how these very mechanisms can be used to get out of the current “carbon lock-in” and the risk with premature lock-ins into new technologies that do not deliver what they currently promise. We then review certain climate policy proposals with regards to their expected technology impact, and finally we present a let-a-hundred-flowers-bloom strategy for the next couple of decades.  相似文献

Today, photovoltaic (PV) attracts considerable interest in relation to renewable energy technologies, because of its potential to contribute significantly to the future of renewable energy. However, PV market development is related strongly to the support policies introduced by national governments, defined in national laws. The modification or fading out of such incentive schemes can strongly influence the development of the PV market in any given country. In this paper, after a brief review of national support policies in PV technology in eastern European Union (EU) countries, the authors perform an economic analysis of the main support mechanisms that are implemented in these countries. The comparative analysis is based on the calculation of the cash flow, the Net Present Value (NPV) and the Internal Rate of Return (IRR) indices. The analysis shows that in some situations, support policies can be inconvenient for the owner of the PV system and that, in many cases, the differences between the implementation of the same support policy in different countries, can give rise to significantly different results.  相似文献

The prospects for expanded utilization of biogas systems in German was analysed, by identifying the operational and policy factors affecting the complete chain of processes from implementation process for biogas plants, through to biogas production and utilization. It was found that the Renewable Energies Act (EEG) and energy tax reliefs provide bases for the support of expanded utilization. Upgrading of biogas to natural gas quality for utilization in the transportation sector was arguably the most promising technology that could support rapid utilization expansion. Sustainable deployment of biogas systems in light of the unstable feedstock prices and availability, and the need for subsidy-free operation in the long term requires; enhancement of feedstock flexibility and quality characteristics to maximise gas yield, and optimisation of the anaerobic digestion process management. Assessment of energy balance and potential environmental impacts of the integrated process chain provides a holistic assessment of sustainability. The results also support the development and foster of policies and framework for development of biogas as environmentally friendly energy resource, among a mix of renewable energy sources, hence, compete favourably with fossil fuels to enhance the prospects for expanded utilization.  相似文献

This paper reviews the current situation of bioenergy development in China, particularly on its relationship to sustainable rural development. It argues that the current government strategy, investment policy and industrial interest are over-emphasized on biomass-burning power generation as part of the clean energy development trajectories, which may not lead to the most cost-effective outcomes in terms of investments, resource use and social development objectives. It points out that there are large potentials in developing and disseminating household-based biomass technologies in rural areas, especially with energy-efficient modern biomass stoves, which can produce far more economic, social and environmental benefits than biomass power plants. It is a decentralized solution to use renewable energy resources for meeting multi-objectives. It is suggested that key incentive policies be provided by the government to encourage this technological transition, or the leapfrogging from using traditional household stoves towards modern biomass stoves, which will lead to a win–win situation in global, regional and local environmental protection, sustainable resource management and related social benefits, particularly for the poor in remote communities. Six policy recommendations are made: (1) financial schemes development; (2) preferable tax and carbon tax; (3) regulatory policy reform; (4) service industry support; (5) market research, training and capacity building for key stakeholders; (6) development of methodologies and standards for CDM projects. The potential co-benefits brought up by this massive biomass technology transition will bring new perspectives to realizing Millennium Development Goals (MDGs) and global CO2 emissions reduction targets in China, and also set an example to other developing countries.  相似文献

本文在分析我国沼气产业发展现状的基础上,梳理了现有沼气产业政策及其在产业链各环节上的布局,并与沼气产业发达的欧盟地区的政策进行对比。分析结果显示,我国颁布法律鼓励发展沼气,制定发展规划,提出沼气的阶段性发展目标,出台经济扶持政策补贴原料利用、工程建设及终端应用,制定国家及行业标准规范产业发展,立法及扶持政策推动我国沼气跨入产业化发展阶段。但与欧盟地区的产品补贴力度大、范围广,减免税政形式多样,标准化和质量检验体系完善等特点的产业政策相比,我国沼气政策仍存在终端产品补贴力度不足、工程及装备标准认证体系滞后、市场监管及运营粗放等问题。基于此,提出转变沼气工程建设及产品补贴方式、加强沼气产业减税政策的执行力度、完善和统一沼气产业规范标准体系等建议。  相似文献

Italy imports more than 83 per cent of its primary energy. In particular, the Italian agricultural sector imports 100 per cent of its primary energy needs. Today, an effort is being made towards a better mix of primary sources and towards reducing the country's dependence on imports, especially in this sector where there are considerable endogenous energy sources. Solar thermal energy and energy from biomass can be substituted for oil. The present paper analyses the end uses of energy in Italian agriculture and assesses the amount which can be substituted by solar thermal and biogas technologies. For each end use category, the benefits of renewable technologies are compared with the economics of non-renewable sources. The results of the analyses show that the most competitive technologies are biogas systems, passive solar systems (especially solar greenhouses) and energy-saving measures. Active solar systems are close to the threshold of competitiveness for low temperature heating, so that their penetration is very dependent on fuel prices and on the politics of financial subsidies.  相似文献

Biogas is a promising renewable fuel, which can be produced from a variety of organic raw materials and used for various energetic purposes, such as heat, combined heat and power or as a vehicle fuel. Biogas systems implementation are, therefore, subjected to several support measures but also to several constraints, related with policy measures on energy, waste treatment and agriculture. In this work, different policies and policy instruments, as well as other factors, which influence a potential expansion of Portuguese biogas systems are identified and evaluated. The result of this analysis shows that the use of the cattle manure for biogas production is still far from its potential. The main reason is the reduced dimension of the Portuguese farms, which makes biogas production unfeasible. Various options are suggested to increase or improve biogas production such as co-digestion, centralized plants and modular plants. Horizontal digesters are the most suitable for the typical Portuguese plant size and have the advantage of being also suitable for co-digestion due to the very good mixing conditions. Mesophilic anaerobic digestion due to a more robustness, stability and lower energy consumption should be the choice. The recent increase in the feed-in tariffs for the electricity production based on anaerobic digestion biogas is seen as a political push to this sector.  相似文献

There is increasing international interest in developing low carbon renewable energy technologies. Biomass is increasingly being utilized as an energy source throughout the world. Several modern technologies have been developed that convert biomass to bioenergy. Anaerobic digestion is a mature energy technology for converting biomass to biogas, which is a renewable primary energy source. Biogas is a robust fuel that can be used to supply heat, electricity, process steam and methanol. There are vast biomass resources in Zimbabwe that have good potential for biogas production by anaerobic digestion. However, anaerobic digestion is not being optimally used as a biomass conversion technology in the country. This paper presents an overview of biogas production in Zimbabwe and outlines technical options that can be utilized to optimize biogas production by anaerobic digestion in the country.  相似文献

This study compares the development and implementation of green electricity policies in Germany, the Netherlands, Sweden, and the United States, a set of countries applying a range of policy instruments to encourage electricity from renewable energy sources. A general tendency is identified that policies shift emphasis from R&D stimulation towards dissemination and market application of renewable energy technologies. We argue that in light of the long term nature of policy goals on energy security, mitigation of climate change, and environmental protection, the applied range of policy instruments may be lacking in providing incentives for the long term development of new technologies. Clarifying policy objectives would allow careful selection of policy instruments, including support for R&D. Improved capacity building for policy implementation is also important.  相似文献
