In recent years, fuel cell based micro-combined heat and power (mCHP) has received increasing attention due to its potential contribution to European energy policy goals, i.e., sustainability, competitiveness and security of supply. Besides technical advances, regulatory framework and ownership structures are of crucial importance in order to achieve greater diffusion of the technology in residential applications. This paper analyses the interplay of policy and ownership structures for the future deployment of mCHP. Furthermore, it regards the three country cases Denmark, France and Portugal. Firstly, the implications of different kinds of support schemes on investment risk and the diffusion of a technology are explained conceptually. Secondly, ownership arrangements are addressed. Then, a cross-country comparison on present support schemes for mCHP and competing technologies discusses the national implementation of European legislation in Denmark, France and Portugal. Finally, resulting implications for ownership arrangements on the choice of support scheme are explained. From a conceptual point of view, investment support, feed-in tariffs and price premiums are the most appropriate schemes for fuel cell mCHP. This can be used for improved analysis of operational strategies. The interaction of this plethora of elements necessitates careful balancing from a private- and socio-economic point of view.  相似文献

The objective of this paper is to review the feed-in tariffs introduced and now are being implemented in different states and territories of Australia for the grid-connected small-scale solar photovoltaic (PV) systems. A further objective is to take a closer look at the production cost of these solar PV systems to compare with the introduced feed-in tariffs. The review results show that the gap between production cost of PV electricity and the feed-in tariff is relatively high, particularly in those states, were feed-in tariff based on net metering is implemented.  相似文献

Faster market integration of new energy technologies can be achieved by use of proper support mechanisms that will create favourable market conditions for such technologies. The best examples of support mechanisms presented in the last two decades have been the various schemes for the promotion of renewable energy sources (RES). In the EU, the most successful supporting schemes are feed-in tariffs which have significantly increased utilisation of renewable energy sources in Germany, Spain, Portugal, Denmark and many other EU countries. Despite the successful feed-in tariffs for RES promotion, in many cases RES penetration is limited by power system requirements linked to the intermittency of RES sources and technical capabilities of grids. These problems can be solved by implementation of energy storage technologies like reversible or pumped hydro, hydrogen, batteries or any other technology that can be used for balancing or dump load. In this paper, feed-in tariffs for various energy storage technologies are discussed along with a proposal for their application in more appropriate regions. After successful application on islands and outermost regions, energy storage tariffs should be also applied in mainland power systems. Increased use of energy storage could optimise existing assets on the market.  相似文献

In this paper, the features and the most important results of the computer model ElGreen will be presented. With the help of the computer model it is possible to simulate various promotion strategies for different technologies in all EU countries. Policies that can be selected are the most important price driven strategies (feed-in tariffs, investment subsidies, tax incentives), capacity driven instruments (tradable green certificates, national or international wide trading system) and a voluntary green pricing system.The following recommendations are derived:
(i)Regardless of which strategy is chosen credible sources must guarantee that the promotional strategy will survive a specified planning horizon;
(ii)The differences between either national trading, international trading or feed-in tariffs are very small if the design of the promotional system is optimised;
(iii)When introducing a TGC system it is of paramount importance that no mix up between existing and new capacities takes place.

Three mechanisms are commonly employed to enable households to sell electricity from grid-connected residential solar photovoltaic (PV) systems to utilities or grid companies: feed-in tariffs (FIT), net metering, and net purchase and sale. This study aims to compare these mechanisms with respect to social welfare and to retail electricity rates that include the cost to electric utilities of purchasing residential PV-generated electricity. The study presents a simple microeconomic model that shows, first, that the mechanism that produces the most social welfare is different depending on the amount of reduction in electricity consumption achievable under net metering or net purchase and sale (which are shown to be essentially similar). If the reduction is relatively small, FIT is likely to produce more social welfare than net metering/net purchase and sale; if the reduction is large, the opposite is the case. Second, the model shows that the mechanism that yields the lowest electricity rate is not definite, and differs depending on the homogeneity of households: when households are more homogeneous, the electricity rate under net metering/net purchase and sale is more likely to be higher than that under FIT.  相似文献

It is sometimes argued that renewables are “expensive”. However, although it is generally true that the private costs of renewable electricity generation are certainly above those of conventional electricity, that statement fails to consider the social benefits provided by electricity from renewable energy sources (RES-E), including environmental and socioeconomic ones. This paper empirically analyses an additional albeit usually neglected benefit: the reduction in the wholesale price of electricity as a result of more RES-E generation being fed into the grid. The case of wind generation in Spain shows that this reduction is greater than the increase in the costs for the consumers arising from the RES-E support scheme (the feed-in tariffs), which are charged to the final consumer. Therefore, a net reduction in the retail electricity price results, which is positive from a consumer point of view. This provides an additional argument for RES-E support and contradicts one of the usual arguments against RES-E deployment: the excessive burden on the consumer.  相似文献

This paper evaluates the benefits of developing the mini-generation PV market in Portugal. It presents the legal framework and current status of the Portuguese PV electricity sector, and compares the country to other European nations: France, Germany, Greece, Italy, Spain and the United Kingdom. A model that combines PVGIS with a self-developed financial tool is used to assess the feasibility of a 150 kW mini-generation system using five different technologies: fixed mount, single-axis tracking, double-axis tracking, low concentration and medium concentration (MCPV). The profitability of the mini-generation systems in the seven countries studied is calculated and compared. According to this analysis, MCPV and, of the conventional technologies, the single-axis tracking systems are the most profitable technologies. Despite the attractiveness of the current Portuguese feed-in tariffs and of the abundant solar resource, investors are discouraged and the country's PV market is far from mature. Specific mini-generation regulations should focus on a fast and transparent licensing procedure and should promote the access to financing. This would attract new investments, which would result in the growth of the PV electricity produced, and would help Portugal to meet its European Union Renewable Energy targets.  相似文献

The feed-in tariff policy is widely used to promote the development of renewable energy. China also adopts feed-in tariff policy to attract greater investment in solar photovoltaic power generation. This study employs real options method to assess the optimal levels of feed-in tariffs in 30 provinces of China. The uncertainties in CO2 price and investment cost are considered. A method that integrates the backward dynamic programming algorithm and Least-Squares Monte Carlo method is used to solve the model. The results demonstrate that the feed-in tariffs of 30 provinces range from 0.68 RMB/kWh to 1.71 RMB/kWh, and the average level is 1.01 RMB/kWh. On this basis, we find that the levels of sub-regional feed-in tariff announced in 2013 are no longer appropriate and should be adjusted as soon as possible. We have also identified the implications of technological progress and carbon emission trading schemes, as well as the importance of strengthening electricity transmission. It has been suggested that the Chinese government takes diverse measures, including increasing research and development investment, establishing and improving a nationwide carbon emission trading scheme and accelerating the construction of electricity-transmission infrastructure, to reduce the required feed-in tariff and promote the development of solar photovoltaic power generation.  相似文献

Feed-in tariffs are the world’s most prevalent renewable energy policy and have driven approximately 75% of the world’s installed PV capacity and 45% of the world’s wind energy capacity. Although approximately 28 developing countries have enacted national feed-in tariffs, market growth in developing countries has been slow because of a range of technical, regulatory, and financial barriers. This paper uses the Global Energy Transfer Feed-in Tariff (GET FiT) concept to explore potential international support for renewable energy in developing countries. This paper reviews the GET FiT concept and discusses the key mitigation strategies that it proposes to employ. The paper also provides a short case study of how GET FiT might be targeted to support a feed-in tariff policy in a specific developing country, Tanzania.  相似文献

This comparative study evaluates an investment project on renewable energy based on wind power. We have conducted the study in three European Union countries: Denmark, Finland and Portugal. We have modelled the main uncertainties that affect this kind of project, such as the cost and production of electric power, investment costs and consumer price index. For each of these countries, we have analysed the mechanisms of public support for wind energy. We have identified the real options included in the regulatory frameworks of these three countries and assessed how they affect the expanded net present value of the project. To this end, we have used two different methods of option valuation: the Monte Carlo method and the binomial method. We have proved that the obtained results using both methods are quite similar. Finally, we have evaluated the public incentives for wind energy offered in each of these three countries and concluded that, in economic terms, Finland is the country with the strongest support for this kind of energy, followed by Denmark and, in the last place, Portugal.  相似文献

This paper examines the potential effects of Germany’s feed-in tariff policy for small roof-top solar PV systems installed between 2009 and 2030. Employing a partial equilibrium approach, we evaluate the policy by weighing the benefits from induced learning and avoided environmental externalities against the social costs of promoting residential PV. We use a dynamic optimization model that maximizes social welfare by accounting for learning-by-doing, technology diffusion, and yield-dependent demand. We find a wide range of effects on welfare, from net social costs of 2014 million € under a “business as usual” scenario to 7586 million € of net benefits under the positive prospects of PV’s development. Whereas the “business as usual” scenario underestimates actual price reductions, the positive scenario mirrors recent price developments and feed-in tariffs in the German residential PV market.  相似文献

Renewable electricity is pivotal to the medium and long-term reduction of Australia’s greenhouse gas (GHG) emissions, if deep cuts in them are eventually implemented. This paper examines the effectiveness of the principal existing policies that could potentially promote the expansion of renewable electricity (RElec) in Australia: the expanded Renewable Energy Target (RET); the proposed emissions trading scheme (ETS); and the state and territory-based feed-in tariffs. We find the effectiveness of RET is severely eroded by the inclusion of solar and heat pump hot water systems; by the inclusion of ‘phantom’ tradable certificates; and by high electricity consumption growth. We also find that the ETS will not produce a high enough carbon price to assist most RElec technologies before 2020; and that most of the feed-in tariffs exclude large-scale RElec and will give little assistance to small-scale RElec because they are mostly net tariffs. Unless there is a major revision of its RElec policy mechanisms, Australia will fail to reach its renewable electricity target and in particular will fail to build up its solar generation capacity which could be a major source of future deep cuts in the country’s electricity generation emissions.  相似文献

Current discussion about how to reform European support schemes for renewable electricity neglects certain risks of market power in wholesale electricity markets. In a stylized Cournot model of interacting spot and forward electricity markets, I analyze how different price-based support schemes affect producer strategies and, ultimately, competition in the wholesale market. I compare the strategic behavior of renewable and conventional producers in terms of electricity production and forward market sales in the presence of two different price-based support schemes: feed-in tariffs and feed-in premiums. I show that the feed-in premium, which is the European Commission's current scheme of choice, may enhance market power and favor conventional electricity production. It may also reduce the likelihood of achieving the political objective to increase production from renewable energy sources.  相似文献

This paper examines how the effectiveness of feed-in tariffs for distributed generators, producing renewable electricity, depends on industry structure, i.e., vertical integration vs. unbundling. A stylized analytical model with a monopolist and a competitive fringe (distributed generators) will be developed to analyze the impact of feed-in tariffs on renewable power production. The vertically integrated monopolist maximizes profits by setting the electricity price for residual demand and a network access charge incurred by the fringe. The fringe receives a fixed feed-in tariff per unit of electricity produced. Under vertical integration, a rise in the feed-in tariff induces the monopolist to raise access charges for fringe firms and skim part of their additional income. This partially offsets the supply increase of the fringe firms stimulated by the feed-in tariff. However, in the case of effective unbundling with an externally set access charge, there is no possibility for the monopolist to extract part of the fringe's profit. Then, the feed-in tariff fully accrues to the competitive fringe, and its supply will further increase. This setting will be extended to horizontal expansion when the monopolist also enters the renewable production segment. The effects on prices and output will be derived and compared.  相似文献

This article demonstrates that the large feed-in tariffs currently guaranteed for solar electricity in Germany constitute a subsidization regime that threatens to reach a level comparable to that of German hard coal production, a notoriously outstanding example of misguided political intervention. Yet, as a consequence of the coexistence of the German Renewable Energy Sources Act (EEG) and the EU Emissions Trading Scheme (ETS), the increased use of renewable energy technologies does not imply any additional emission reductions beyond those already achieved by ETS alone. Similarly disappointing is the net employment balance, which is likely to be negative if one takes into account the opportunity cost of this form of solar photovoltaic (PV) support. Along the lines of the international energy agency [IEA, 2007. Energy policies of IEA countries: Germany, 2007 review. International Energy Agency, OECD, Paris, p. 77], we recommend the immediate and drastic reduction of the magnitude of the feed-in tariffs granted for solar-based electricity. Ultimately, producing electricity on this basis is among the most expensive greenhouse gas abatement options.  相似文献

This paper analyses how governments in the EU(15) countries have succeeded in stimulating investments in wind turbines between 1985 and 2005. I use four different evaluation criteria (Tobin's Q, Euler equation estimation, investment accelerator model, and the effective marginal tax rate) to describe the observed investment patterns. After a period of rapid growth in capital stock (1985–2000), a period of modest growth (2001–2005) can be observed even though the economic attractiveness of investing increases modestly. This pattern cannot be explained by the evaluation criteria unless we accept economic attractiveness is a necessary condition and not a necessary and sufficient condition. When analysing which policy has worked best, the policies of Germany, Denmark and Spain stand out. Their early and consistent support has been based on feed-in tariffs combined with subsidies.  相似文献

This paper investigates whether and how Danish-style combined heat and power (CHP) and district heating (DH) can be implemented in the UK in the context of a liberalised electricity market. There is currently an absence, in the UK, of the Danish system of planning rules and also good tariffs for CHP electricity exports to the grid that led to the development of the Danish system of CHP and DH. However, there are some changes in UK planning practice that may help CHP and DH. These would need to be strengthened, but it is also the case that the way the liberalised electricity market operates in the UK effectively discriminates against small CHP plant selling their electricity to the grid. A Danish system of ‘aggregating’ CHP–DH plant using thermal stores could help to overcome this problem. However, an alternative strategy would be to establish feed-in tariffs for CHP units that are linked to DH modelled on the Danish ‘triple tariff’. This could help the UK's long-term objective of absorbing high levels of fluctuating renewable energy sources.  相似文献

This paper analyses the main policy measures implemented in EU-27 countries up to 2009: i.e. subsidies, tax incentives, financial support and feed-in tariffs. This paper studies waterbed effects in a stylized model of carbon regulation, in which all countries participate in an emissions trading scheme (ETS), implement national emissions caps on non-ETS emissions, and support green electricity. Since a change in some country's ETS emissions is exactly offset by opposite changes in the other countries' ETS emissions (waterbed effect), allocative disturbances in one country affect all other ETS countries. We analyze the allocative displacement effects on inputs, outputs, prices and trade that a country, say country A, triggers at home and in the other ETS countries, when it unilaterally increases its support of green electricity via raising its feed-in tariff. ETS emissions turn out to decline in country A and to rise in the other countries. Another remarkable waterbed effect is that country A suffers a welfare loss, whereas the other countries are better off. Country A’s welfare loss is larger than it would be if there would be national ETSs instead of the joint ETS. If green electricity support takes the form of subsidies on the electricity price instead of feed-in tariffs, we get another waterbed effect: green electricity production increases in country A, but declines in the other countries. Various decarbonization indicators improve in country A, but tend to point into the opposite direction in the other countries.  相似文献

Serbian government has recently introduced the system of feed-in tariffs for electricity generated from renewable sources. The proposed feed-in tariff for photovoltaic electricity is set to 0.23 €/kWh paid for 12 years, with the PV electricity produced after the first 12 years being sold at the grid electricity market price for the rest of the plant lifetime. Although such FIT could have been justified by the small, average retail grid electricity price of just 0.054 €/kWh for Serbian households, the investment appraisal of a real case of 2.82 kWp PV power plant in two Serbian cities of Zlatibor and Negotin, clearly illustrates that the proposed FIT framework is not sufficient to attract investments into PV in Serbia. In the second part of the paper, we have analyzed alternative, more reasonable feed-in tarrif frameworks, with the goal of selecting those able to sustain the PV adoption and diffusion in Serbia.  相似文献
