Significant benefits are connected with an increase in the flexibility of the Danish energy system. On the one hand, it is possible to benefit from trading electricity with neighbouring countries, and on the other, Denmark will be able to make better use of wind power and other types of renewable energy in the future. This paper presents the analysis of different ways of increasing flexibility in the Danish energy system by the use of local regulation mechanisms. This strategy is compared with the opposite extreme, i.e. trying to solve all balancing problems via electricity trade on the international market. The conclusion is that it is feasible for the Danish society to include the CHP plants in the balancing of fluctuating wind power. There are major advantages in equipping small CHP plants as well as the large CHP plants with heat pumps. By doing so, it will be possible to increase the share of wind power from the present 20 to 40% without causing significant problems of imbalance between electricity consumption and production. Investment in increased flexibility is in itself profitable. Furthermore, the feasibility of wind power is improved.  相似文献

Many consumers today are purchasing renewable energy in large part for the greenhouse gas (GHG) emissions benefits that they provide. Emerging carbon regulation in the US has the potential to affect existing markets for renewable energy. Carbon cap-and-trade programs are now under development in the Northeast under the Regional Greenhouse Gas Initiative (RGGI) and in early stages of development in the West and Midwest. There is increasing discussion about carbon regulation at the national level as well. While renewable energy will likely benefit from carbon cap-and-trade programs because compliance with the cap will increase the costs of fossil fuel generation, cap-and-trade programs can also impact the ability of renewable energy generation to affect overall CO2 emissions levels and obtain value for those emissions benefits. This paper summarizes key issues for renewable energy markets that are emerging with carbon regulation, such as the implications for emissions benefits claims and voluntary market demand and the use of renewable energy certificates (RECs) in multiple markets. It also explores policy options under consideration for designing carbon policies to enable carbon markets and renewable energy markets to work together.  相似文献

This paper discusses the perspective of renewable energy (wind, solar, wave and biomass) in the making of strategies for a sustainable development. Such strategies typically involve three major technological changes: energy savings on the demand side, efficiency improvements in the energy production, and replacement of fossil fuels by various sources of renewable energy. Consequently, large-scale renewable energy implementation plans must include strategies for integrating renewable sources in coherent energy systems influenced by energy savings and efficiency measures. Based on the case of Denmark, this paper discusses the problems and perspectives of converting present energy systems into a 100% renewable energy system. The conclusion is that such development is possible. The necessary renewable energy sources are present, and if further technological improvements of the energy system are achieved the renewable energy system can be created. Especially technologies of converting the transportation sector and the introduction of flexible energy system technologies are crucial.  相似文献

Morocco, Algeria and Tunisia, the three countries of the North African Maghreb region, are showing increased efforts to integrate renewable electricity into their power markets. Like many other countries, they have pronounced renewable energy targets, defining future shares of “green” electricity in their national generation mixes. The individual national targets are relatively varied, reflecting the different availability of renewable resources in each country, but also the different political ambitions for renewable electricity in the Maghreb states. Open questions remain regarding the targets’ economic impact on the power markets. Our article addresses this issue by applying a linear electricity market optimization model to the North African countries. Assuming a competitive, regional electricity market in the Maghreb, the model minimizes dispatch and investment costs and simulates the impact of the renewable energy targets on the conventional generation system until 2025. Special emphasis is put on investment decisions and overall system costs.  相似文献

During the last decades, the actors within the energy sector in Sweden—as well as in many other countries—have faced increasing demands to transform the energy system towards ecological sustainability. In Sweden these demands have led to numerous policies and economic incentives promoting the use of renewables (which in the Swedish discourse often also includes a connotation of “indigenous energy sources”), and especially the promotion of bioenergy.

To be successful, however, these policies and economic incentives need to be interpreted and adapted to different local contexts and translated into actual transformation processes. In Sweden the municipal authorities have played an important role as interpreters of such institutional frameworks and implementers of local transformation processes. In this article, we re-construct three transformation processes implemented by local municipal authorities, chiselling out the different strategy models developed through them. We argue that such re-constructions help to make visible the different and complex interactions between national institutional frameworks and local contexts as well as interactions within such local contexts. We hope that the strategy models presented can contribute to the understanding of the different kinds of local actions that can foster a further implementation of bioenergy into the energy system.  相似文献

This paper analyzes the role of renewable energy sources (RES) in the Mexican electricity sector in the context of the proposed renewable energy bill currently under consideration in the Mexican Congress. This paper was divided into three parts. The first part presents a chronology of institutional background related to the RES. This is followed by an analysis of the coordination and management system of the Mexican electricity sector, which can facilitate the promotion and integration of the RES without significant structural changes. Finally, the pros and cons of the renewable energy bill are analyzed in order to demonstrate the need for greater coherence between the bill and the coordination system of the sector. It is concluded that when inconsistency is eliminated, RES would strongly be promoted in Mexico.  相似文献

Promoting renewable energy in India has assumed great importance in recent years in view of high growth rate of energy consumption, high share of coal in domestic energy demand, heavy dependence on imports for meeting demands for petroleum fuels and volatility of world oil market. A number of renewable energy technologies (RETs) are now well established in the country. The technology that has achieved the most dramatic growth rate and success is wind energy; India ranks fourth in the world in terms of total installed capacity. India hosts the world's largest small gasifier programme and second largest biogas programme. After many years of slow growth, demand for solar water heaters appears to be gaining momentum. Small hydro has been growing in India at a slow but steady pace. Installation of some of the technologies appears to have slowed down in recent years; these include improved cooking stoves (ICSs) and solar photovoltaic (PV) systems. In spite of many successes, the overall growth of renewable energy in India has remained rather slow. A number of factors are likely to boost the future prospects of renewable energy in the country; these include global pressure and voluntary targets for greenhouse gas emission reduction, a possible future oil crisis, intensification of rural electrification program, and import of hydropower from neighbouring countries.  相似文献

The article examines the potential effectiveness of the renewable energy policy in China and its regulatory Law framework. It frames the option of renewable energy technology within the background of the long-lasting electricity problems that China has faced including serious supply shortages, reliance on coal, and severe environmental contamination. Its dual administrative and ownership system based on state and privately owned industry is discussed together with the market reform measures adopted in the sector. Current renewable energy policy is analysed, and the scope of the 2005 Renewable Energy Promotion Law is investigated. This is conducted within the context of the electricity sector reform that China adopted, and its effects upon the prospects of encouraging as well as expanding the development of renewable energy. This study draws upon primary information collected from interviews with stakeholders on the policy adequacy, and identifies three main types of shortcomings that have interfered with a more successful expansion of renewable energy in China.  相似文献

The use and development of renewable energy has become a major policy incentive in Taiwan. Some measures, promoting renewable energy, were previously instituted, but many legal and institutional barriers, hampering the development of renewable energy, remain; thus, it is necessary to encourage discussion to eliminate barriers and implement support mechanisms. This article reviews current measures and addresses the perspectives and support mechanisms of renewable energy in Taiwan. Basically, Taiwan's short, medium and long-term development progress and strategies for renewable energy sources can be seen to correspond to current international initiatives; in practice, however, many issues (such as establishing domestic renewable energy technologies and inter-departmental coordination mechanisms) must still be addressed, in order to actively promote the utilization of renewable energy.  相似文献

Energy is a vital input for economic and social development of any country. With increasing industrial and agricultural activities in the country, the demand for energy is also rising. Solar, wind and biomass are accepted as dependable and widely available renewable sources of energy. Development of an energy model will help in the proper allocation of these renewables in meeting the future demand of energy in India. The present work deals with the development of an Optimal Renewable Energy Model (OREM) for the effective utilisation of renewable energy sources in India for the year-2020-21. The objective of the Optimal Renewable Energy Model (OREM) was minimising cost/efficiency ratio based on social acceptance, reliability, demand and potential constraints. The OREM model allocated renewable energy sources for different end-uses such as lighting, cooking, pumping, heating, cooling and transportation for the year 2020-21.  相似文献

Despite various policies, renewable energy resources have not been developed in Malaysia. This study investigates the factors that influence renewable energy technology acceptance in Peninsular Malaysia and attempts to show the impact of cost and knowledge on the perceived ease of use and perceived usefulness of renewable energy technology. The results show that cost of renewable energy has an indirect effect on attitudes towards using renewable energy through the associated impact on the perceived ease of use and perceived usefulness. The results also indicate that public knowledge in Peninsular Malaysia does not affect perceived ease of use, although the positive impact of knowledge on perceived usefulness is supported. Furthermore, our results show that the current business environment in Peninsular Malaysia does not support the adoption of renewable energy technology, and thus, renewable energy technology is not commercially viable in Peninsular Malaysia. Additionally, the population of Peninsular Malaysia associates the use of renewable energy with a high level of effort and therefore has a negative attitude towards the use of renewable energy technology. There is, therefore, a definite need to pay more attention to the role of public perception and awareness in the successes and failures of renewable energy policy.  相似文献

The residential sector accounts for about a third of the total world energy consumption. Energy efficiency, Renewable Energy Sources and Hydrogen can play an important role in reducing the consumptions and the emissions and improving the energy security if integrated (Efficiency, Res, Hydrogen) systems are developed and experimented. The paper analyzes a real residential 100 square meters house, where energy efficiency measures and RES technologies have been applied, sizing a hydrogen system (electrolyzer, metal hydrides and fuel cell) for power backup, taking into consideration its dynamic behavior, experimentally determined. The technologies used are already available in the market and, except hydrogen technologies, sufficiently mature. Through energy efficiency technologies (insulation, absorbers, etc), the maximum electrical and thermal power needed decreases from 4.4 kWe to 1.7 kWe (annual consumption from 5000 kWh to 1200 kWh) and from 5.2 kWt to 1.6 kWt (annual consumption from 14,600 kWh to 4500 kWh) respectively. With these reduced values it has been possible to supply the consumptions entirely by small photovoltaic and solar thermal plants (less than 10 m2 each). The hydrogen backup even if remains the most expensive (versus traditional batteries and gasoline generator), satisfying all the electric needs for one day, increases the security and allows net metering. Moreover the low-pressure hydrogen storage system through metal hydrides guarantees system safety too. Finally the system modularity can also satisfy higher energy production.  相似文献

Local government in Australia has a strong collective capacity to reduce GHG emissions through policies, funding allocation to renewable energy projects and the delivery of programs and services. This study examines the institutional capacity of councils in Sydney and how this impacts on decisions to invest in alternative energy projects. We find greenhouse gas emission targets of councils are strongly aligned to national targets but do not reflect the local council's institutional capacity, political leadership or strategic priorities. Energy reduction projects are often identified and undertaken by environmental staff without support from financial staff or financial-evaluation tools. An absence of national guidelines to provide consistency in tracking and reporting limits cross-sector benchmarking. Street lighting contributes to a significant proportion of council's total electricity expenditure and GHG emission profile. Being highly regulated, existing contracts and the current practice of street lighting services limits the councils’ ability to reduce emissions. Based on our analysis we recommend a number of measures to overcome these constraints including the use of financial evaluation tools for small-scale renewable energy projects, a standardised national tracking and reporting platform to facilitate progress-reporting and meaningful comparative analysis between councils and policy reform to the regulation of street lighting.  相似文献

Since the energy crises in the 1970’s, public and private decision makers are considering how to achieve a sustainable transition from fossil fuel based energy to sustainable and clean energies - namely renewable energies. Combined with the improvement of energy efficiency and the rational use of energy, renewable energy can provide everything fossil fuels currently offer in terms of heating and cooling, electricity generation and transportation. Renewable energy technologies posses many long term benefits including energy security, job creation, business opportunities, sustainable development and prevention of global warming.Turkey’s population is growing at an annual rate of 1.04%. If Turkey uses only traditional energy sources, it simply will not have enough energy capacity for its population. Renewable energy sources have the potential to make a large contribution to Turkey’s sustainable and independent energy future.Turkey aims to utilize its energy potential, including from renewable sources in a cost-effective manner. Turkey targets the share of renewable resources in electricity generation to be at least 30% by 2023 has in its 2009 Electricity Market and Security of Supply Strategy. Positive achievements have been obtained in renewable energy development and manufacturing in Turkey over the past decade. The renewable energy related legislation has been intensified. To meet its 30% target, the current promotion mechanism for renewable sources of electricity relies on feed-in tariffs for different renewable energy sources. Large hydropower is already competitive to conventional fossil-based electricity, so feed-in tariffs in the new RE Law are set to facilitate expanding the deployment of other, less mature renewable energy technologies.  相似文献

The paper analyses the role of renewable energy sources (RES) in the Lithuanian heating sector and the existing support measures. RES consumption has been continuously growing in Lithuania. During the period of 2000–2009, RES used for heat production in the district heating sector increased more than 4 times. Wood and wood products have been the most widely used RES for heat production (RES-H). The lower prices were one of the main reasons which motivated district heating companies to switch fuel to biomass. At the same time subsidies, soft loans, EU Structural Funds for 2007–2013 and some fiscal measures, which are currently available for RES-H promotion, also have some impact on the increase of RES consumption. However, seeking to achieve a 23% national RES target, additional support measures are essential. A qualitative analysis based on the selected set of criteria and consultation with stakeholders showed that energy policy package for RES promotion in the Lithuanian heating sector could encompass the following measures: tax relieves (differentiated VAT and personal income tax breaks), subsidies, soft loans, standardization, support for research, development and demonstration. These measures are market-oriented and meet cost efficiency and low transaction costs criteria.  相似文献

Energy is an essential factor to achieve sustainable development. So, countries striving to this end are seeking to reassess their energy systems with a view towards planning energy programmes and strategies in line with sustainable development goals and objectives. As would be expected, the rapid expansion of energy production and consumption has brought with it a wide range of environmental issues at the local, regional and global levels. States have played a leading role in protecting the environment by reducing emissions of greenhouse gases. Turkey is an energy importing country with more than half of the energy requirement being supplied by imports, and air pollution is becoming a great environmental concern in the country. On the other hand, Turkey's geographical location has several advantages for extensive use of most of the renewable energy sources. In this regard, renewable energy resources appear the most efficient and effective solutions for clean and sustainable energy development in Turkey. This paper shows a general view of the renewable energy systems instaled in Mexico, since the early 70's up to the present date. Mention is made of the location, within the Mexican territory, of these systems, their power and the institutions that have participated in this program which are academic, federal government agencies, local government agencies as well as private companies. The installed systems are mainly: wind generators, flat and concentrator collectors, geothermal plants, biomass, solar ponds, photovoltaic systems and small hydrologic plants.  相似文献
