In this paper, we describe a pilot mental health impact assessment (MHIA) undertaken by the Institute on Social Exclusion (ISE) at the Adler School of Professional Psychology. This pilot involved a multi-method approach that included literature reviews and direct engagement of community stakeholders. It resulted in a policy document that summarized the anticipated effects of a proposed amendment to Chicago's Vacant Buildings Ordinance on the collective mental health of people living in Englewood, a neighbourhood located on the city's southwest side. The Chicago City Council passed the proposed amendment in the summer of 2011.Working to advance health impact assessment (HIA) practice, the project aimed to assist Englewood residents by empowering them to participate in the systematic review of a proposed policy change that would impact their own community's mental health. Additionally, the pilot sought to ensure that any policy decision reflected an evidence-based understanding of its probable effects on the mental health of Englewood residents. Thus, these efforts were designed to narrow several health inequities as suggested by key indicators of community mental health.  相似文献

The increased frequency and magnitude of natural disasters is producing a growing awareness of the need to incorporate mental well-being and resilience into policy and practice. The present research uses mental well-being impact assessment (MWIA) to identify and describe the main factors enhancing mental well-being of people affected by a tsunami on Robinson Crusoe Island in 2010, and explores their effects on people's resilience. The main factors were: the natural environment, meaningful activities, local food, social activities, lifelong learning, transport and security. These factors influenced mental well-being through four main environmental dimensions: ecology, culture, milieu and organization. They could influence mental well-being in a constant, multiple and cumulative way. The findings of this research provide a significant practical knowledge for the improvement of MWIA practice.  相似文献

This paper evaluates the efficacy of public participation in the EHIA (environmental and health impact assessment) process of Thailand based on the opinions of 53 interviewees from various stakeholder groups in relation to certain public participation criteria. The evaluation revealed that public participation in Thai EHIA was partially effective. The project proponents provide an opportunity to anybody interested in the project to get involved from the scoping stage onwards. However, the important decisions are already made before the public can get involved. In addition, government officers and non-governmental organizations appear to be able to influence outcomes of public hearings more concretely than the project-affected people due to the highly technical nature of the discussions. The stakeholders were questioned whether their concerns were taken seriously during the decision-making process. In our conclusions, we make three major recommendations to enhance the public participation process and practice in Thai EHIA, based upon: (1) stakeholder analysis, (2) public participation in EHIA guideline revision, and (3) validation the authenticity of the concerns raised by stakeholders.  相似文献

Following the 2009 signing of the stability agreement between the Mongolian Government and Canadian mining company Turquoise Hill Resources (formerly known as Ivanhoe Mines), researchers from Simon Fraser University secured funding from the Canadian Institutes for Health Research to conduct applied knowledge translation (KT) research that introduces health impact assessment (HIA) to Mongolia's rapidly emerging resource sector. HIA is a highly regarded informed decision-making tool that helps to identify, assess and mitigate (or promote) potential positive and negative human health impacts of policies, projects and programs. We engaged in a series of knowledge synthesis, KT and dissemination activities with key public and private sector stakeholders as well as community representatives. Our goals were to develop consensus on a socially and culturally appropriate approach to equity-focused HIA, draw on this consensus to develop a contextualized HIA toolkit, build local HIA capacity based on this toolkit, strengthen the HIA regulatory environment and provide evidence-based support for efforts to institutionalize HIA in the resource sector. These efforts have resulted in the inclusion of HIA in the environmental impact assessment law of Mongolia, and the focus has now shifted from KT to further supporting HIA institutionalization and practice.  相似文献

In Cameroon, like in other countries, public hearings are the most common method of citizen involvement mentioned in Environmental and Social Impact Assessment (ESIA). To elicit various attributes of current practice and characteristics of these public hearings in Cameroon, with focus on access, process and outcomes, we used an interpretive approach. This research unveiled an array of problems, including shortcomings in public hearing practice, law and regulatory framework, limited access to information, and inconvenient location of reading rooms (depositories). Public hearings do take place in depositories but they do not provide participants with the opportunity for direct debate and consensus-building. This research demonstrated that, local economic stakes tend to take precedence over critical questioning during public hearing events. However, public hearings in Cameroon attest to the growing willingness to challenge ESIA reports that may be fully backed by the government. In order for public hearings to be worthwhile events in Cameroon, there is need to build credibility and mutual trust among stakeholders.  相似文献

A rapid health assessment of the Turkwel Gorge hydroelectric dam and proposed irrigation project in Kenya is described. The project will lead to increased risk of a number of communicable diseases including malaria and schistosomiasis, to the human population in the surrounding area. Mitigation measures are available and should be incorporated in the design and operation of the irrigation project to maximise cost-effectiveness.  相似文献

In the last decade local policymakers and community health officials have been using a Health Impact Assessment (HIA) strategy to assess the health impacts of their policy decisions. The HIA research design is founded on the mixed method research approach (integration of quantitative and qualitative data slices within a single investigation) to get as comprehensive assessment as possible of the expected impacts. The HIA literature has yet to provide any guidelines on how community health investigators should conduct a mixed-method HIA research. We conducted a content analysis of 100 HIAs executed around the world published between 1999 and 2011 and analysed their research methodologies. Observations generated from the analysed HIAs were used to establish an ‘HIA mixed method model’ by which a series of mixed-method design guidelines were used to help community health researchers improve the analytical capabilities in their future HIA investigations.  相似文献

Transboundary impact assessment has been carried out for many years but only now is it becomingnormal practice in Europe at the project level. This is occurring because of clear legal frameworks, including bilateral and multilateral agreements, and long experience in finding solutions to the many practical problems. However, many challenges remain, especially (a) in regions with unclear or weak provisions for transboundary impact assessment; and (b) for more strategic decisions for which we have little experience in transboundary impact assessment, notably for policies, plans and programmes likely to have significant transboundary effects and for transboundary activities.  相似文献

This paper gives a panoramic view of the state of the art of sustainability impact assessment (SIA) of trade policy in Latin American countries. Whereas in developed countries, such as the USA, Canada and the European Union, SIA is quite consolidated, in Latin America the practice is in its infancy, and it has mainly been driven by non-governmental and international organisations. Its value is indisputable, particularly in terms of the insights into the trade-development relationship, the opportunities for defining relevant monitoring processes, and the participation process it encompasses. The paper argues for the prompt implementation of specific, and regionally relevant, SIA processes in Latin America.  相似文献

Operation of small-scale biomass power plants might cause some health impacts. This research aimed to assess physical, mental and social health impacts using public perceptions. Data were collected using a questionnaire interview and focus-group discussion. Two rice-husk power plants were selected for study cases. Three hundred and ninety local people were interviewed using a questionnaire and 45 community representatives participated in 6 focus-group discussions. From this survey, the top three health impacts based on public perception were frustration with having to clean their houses often because of dust from the power plant, the power plant increased local air pollution and air pollutants from the power plant irritated the respiratory system. Only half of the respondents believed that the power plant affected the community economically and increased their family income. In conclusion, operation of biomass power plants may cause health impacts to nearby residents. Further study to objectively quantify the impacts is recommended.  相似文献

The 1991 Protocol on Environmental Protection to the Antarctic Treaty develops and codifies Antarctic environmental impact assessment (EIA) obligations. This paper outlines the history and present nature of Antarctic EIA obligations and reviews the emergence of Antarctic tourism. The Treaty explicitly recognises the primacy of Antarctica's scientific and environmental values, whereas tourism, while a legitimate activity, is not otherwise an embedded Antarctic activity. The difficulties of applying an EIA system which has evolved primarily to deal with national programme activities to the different activities of commercial tourism is not an argument for absolving tourist activities from these obligations. If tourism activities are not adequately addressed, the impacts may not be appropriately considered and could pose unacceptable risks to an environment supposedly legally safeguarded by international treaty.  相似文献

This research examined public understanding of the environmental effects of a proposed energy-from-waste facility from the perspective of an Environmental Impact Assessment (EIA) practitioner. Disparities were identified between the public perceptions examined and the results of the EIA, notably on air quality and health effects from chimney emissions; the facility's noise characteristics; traffic volumes and associated air quality, noise and amenity effects; daylight, sunlight and overshadowing effects; and cumulative effects. Lessons for EIA practitioners are drawn that enable better appreciation of specific areas of public concern. Ways in which communications might be improved in future EIAs to aid public understanding are also identified.  相似文献

Decisions made in the energy and natural resources sector can affect public health. This report reviews the characteristics and assesses the effectiveness of health impact assessments (HIAs) conducted in this sector. A total of 30 HIAs conducted in 14 states in the United States were identified using a targeted literature search. Five HIAs illustrative of the different source and sub-sector categories, and with identifiable impacts on decision-making processes were selected for review. An existing conceptual framework (Wismar) was used to assess the effectiveness of the five selected HIAs on decision-making related to non-renewable energy, renewable energy, mining, and energy conservation. The 30 HIAs were performed for a variety of projects and assessed health impacts ranging from metabolic disorders to community livability. Eight of the 30 reports were incorporated into environmental impact assessments. All five selected HIAs were generally effective and raised awareness of the health effects of the projects being assessed; four were directly effective and led to changes in final project decisions. Their variable effectiveness may be related to the extent of community engagement and consideration of equity issues, differences in the details and quality of monitoring and evaluation plans devised as part of the HIA process, and whether the outcomes of monitoring and evaluation are reported.  相似文献

Abstract

Stakeholder engagement in Environmental Impact Assessment (EIA) and Health Impact Assessment (HIA) provides opportunities for inclusive environmental decision-making contributing to the attainment of agreement about the potential environmental and health impacts of a plan. A case evaluation of stakeholder engagement was carried out to assess its effect in terms of consensus-building. The case consisted in two health impact scoping workshops engaging 20 stakeholders: policy-makers, experts and residents. A Participatory Action Research approach was adopted. Methods included observation, semi-structured questionnaires and interviews. Analysis methods consisted of several coding rounds, in-depth reading and discussion of Atlas.ti output reports, as well as studying questionnaire results. Participants reported a broadening of perspectives on health in relation to the environment and attainment of shared perspectives. Still, meaningful differences remained, indicating that joint learning experiences, trust and mutual respect created a ‘sense of consensus’ rather than a joint view on the issues at stake. To avoid disappointment and conflict in later project development, explicit acknowledgment and acceptance of disagreements should be included as a ground rule in future stakeholder engagement processes.  相似文献

针对传统故障模式和影响分析(failure mode and effects analysis, FMEA)方法中的未考虑风险因子权重以及风险因子权重难确定这一问题,提出一种综合赋权的改进FMEA风险评估方法。该方法首先通过FMEA团队明确评估对象和FMEA范围,然后列出所有潜在故障模式,对故障模式进行打分,得到所有的专家打分评估表,再通过语言变量转化为直觉模糊数。由层次分析法确定主观权重,由数据本身确定客观权重,使用直觉模糊混合加权算子(intuitionistic fuzzy hybrid weighted, IFHW)算子集结评价信息,得到所有的故障模式的得分函数,最后基于风险最大化选取每个故障模式的最大分数,进行排名,得到最终的故障模式风险顺序。通过对静电纺丝设备进行FMEA分析,并与其他方法进行比较,验证了所提方法的可行性。  相似文献

Few jurisdictions have translated internationally agreed social impact assessment (SIA) principles into statutory provisions. Governments and regulatory bodies tend to provide developers with high-level frameworks, or require that social impacts be ‘considered’, without specifying how this is to be done. In Australia, this lack of clarity leaves all parties uncertain about requirements for SIA. The New South Wales (NSW) Government’s 2017 release of the SIA guideline for State-significant mining, petroleum and extractive industry development represents an attempt to clarify requirements and provide guidance. In this paper, we describe the process of bringing this guideline to fruition from the perspective of being directly involved in its development, and highlight the challenges involved in integrating leading-practice principles into the state’s pre-existing policy framework. While the guideline represents a significant advance in policy-based SIA guidance, some aspects leave room for improvement. The real test of the guideline’s impact will lie in its influence on SIA practice in NSW, and ultimately in social outcomes for communities affected by resources projects.  相似文献

Abstract

In the past decades, culture has increasingly been accepted as a dimension to be planned and managed within public policy, alongside social, economic and ecological considerations. Techniques for impact assessment of interventions on our economy, ecology and society are becoming more sophisticated, but are not yet well established within the cultural domain. This paper presents the results of a systematic literature review on applications of cultural impact assessment (CIA) internationally. Findings indicate that CIA has largely been practiced since 2002 to understand the impact of development processes on indigenous communities. While interest in CIA was also apparent in areas of public policy, particularly local government, little evidence was found of the practice actually established. A divergent understanding of CIA was found in the ‘cultural’ (funded arts and heritage) sector where it was understood as both impact on culture, but also impact of cultural activities. Only two developed tools for measuring cultural impact were found, one each for indigenous contexts and cities. Recommendations for strengthening CIA practice include establishing agreed definitions of culture and cultural impact, and validated tools, including measurement frameworks and indicators.  相似文献

In 1991, the Fort Sheridan Army Garrison was slated for closure and remediation. This would have a significant economic and environmental impact on the region, particularly the three surrounding communities. Once the base closed, there would be about 700 acres of what are considered some of Illinois' most valuable real estate available for future use. This study identified the hazards, such as soil and groundwater contaminated with toxic or hazardous fuels, that were found as a result of the military activity; it analyzes the process by which the conflicting regulatory authorities assessed the facility. Particular emphasis focuses on how the Army communicated the risks found at the base to the three surrounding communities.  相似文献
