Will China abolish the current preferential treatment givento foreign investment afer it joins the WTO An official fromthe Department of Foreign Investment of the Ministry of ForeignTrade and Economic Cooperation recently gave our reporter aclear and negative answer. The official stated that the meaning of granting nationaltreatment to foreign investors refers to the situation wheretreatment extended to foreign investors by the host governmentshould not be less than that given to domestic investors underthe same circumstances. However, this does not mean that onecountry cannot give foreign investors perferential treatment, inaccordance with the law.

China Admnistration of Exit-Entry Inspection and Quar-antine, the Ministry of Finance and the General Administrationof Customs jointly issued a regulation recently concerningstrengthening the appraisal of foreign investment assets. Underthe regulation, Chinese exit-entry inspection and quarantine de-partments should inspect and appraise the valuse of importedequipment when it arrives in Chinese ports prior to the Customsinspection.It is understood the aim is to prevent foreign in-vestors from over-in-voicing their imports, taking substandardproducts as good ones and seeking to gain unreasonable profit

It is reported that the Chinese government is drafting a document, planning to compile a list of 20-40 enterprises in which foreign companies are banned from holding the controlling share. The enterprises will be put under direct protection listed by the State Couneil, the highest governing body of China. The drafting of the document is to standardize the acquisition behaviour and access threshold for foreign companies in the equipment manufacturing industry. The first edition of the document has been completed, is now under discussions between the National Development and Reform Commission （NDRC） and other panics, and is expected to be announced by the General Office of the State Council after going through relevant procedures such as soliciting public opinions and proposals, and making amendments.

滑块式分拣系统的仿真研究

由于大规模集中配送的成本优势,兴建配送中心成了大中型企业改善物流的重要举措。作为配送中心的核心设备,滑块式分拣系统也随之成为了国内物流设备企业的研发热点。本文针对卷烟商品具有几何形状单一、最小存储单元(SKU)标准统一的特点,建立了应用于该商品配送中心的滑块式分拣系统的通用仿真模型。通过仿真实验发现影响系统性能的主要因素是平均每批、每种产品的需求量以及上货点到扫描点间的平均最短传送时间。同时,仿真试验证明这两个因素对系统性能具有相对独立性影响,并结合数学分析给出一个在一定范围内适用的系统性能与这两个因素的关系式,该关系式可以用来评估系统的性能。

基于CPU＋GPU异构系统的棉花异纤识别系统

棉花中的异性纤维给棉纺织企业带来了不小的损失,因此开发出高效率的异纤分拣机是很多纺织企业的迫切需求。现有的异纤分拣机虽然能够达到剔除部分异纤的效果,但由于图像处理运算都是在工控机上的CPU里实现,为了达到在线实时检测的需求,只能采用比较简单的识别算法,异纤识别效果不是很理想。本文通过研究基于CPU＋GPU异构系统的棉花异纤识别系统,让GPU通过并行运算来实现异纤的识别算法,从而大大提高了运算效率,有效的减少了算法的运行时间,为复杂的异纤识别算法在异纤识别系统的使用提供了条件,从而有效提高异纤杂质的剔除率。实验表明,基于CPU＋GPU异构系统对算法的时间提高了十几倍。
