Housing policy formation under the United Kingdom's devolution settlement is currently under-researched and insufficiently understood. This article uses the example of social housing policy-making in Northern Ireland to reflect on its impact. Five factors with the potential to influence post-devolution policy-making are identified: common UK citizenship and ideology, policy networks, the political process, the mechanics of devolution and membership of the European Union. A post-devolution review of social housing policy in Northern Ireland is followed by a discussion of three key issues from the 2007 to 2011 administration: governance, procurement of new social housing, and ‘shared space’ and a shared future. Interviews with policy-makers indicate that 2007–2011 marked the beginnings of a trend away from the technocratic domination of officials towards greater intervention and policy ownership by politicians, but that the significance of this should not be overstated. The implications for multi-level and multi-jurisdictional policy-making in devolved and federal states are considered.  相似文献

Partnership working is nowadays a seemingly ubiquitous aspect of the management and delivery of public services, yet there remain major differences of opinion about how they best work for the different stakeholders they involve. The balances between mandate and trust, and between hard and soft power, are crucial to current debates about public service partnerships. This paper explores the example of social housing procurement in Northern Ireland, and the requirement to form mandated procurement groups. The research shows that the exercise of hierarchical power is still important in network governance; that mandated partnerships alter the balance between trust and power in partnership working, but the impact is uneven; and that these relationships are (re)shaping the ‘hybrid’ identity of housing associations. The balance between accountability for public resources and the independence of third sector organisations is the key tension in mandated partnerships. The Northern Ireland experience suggests that trust-based networks could provide more productive working relationships in partnerships for service delivery.  相似文献

Several State Housing Authorities in Australia are currently examining models of devolved management and ownership of social housing stock and addressing reduced Commonwealth State Housing Agreement funding (or have already done so). These changes in the provision and mode of below-market accommodation are reflective of two broad trends: firstly, a greater reliance on market and not-for-profit provision of public services; and, secondly, a change in the role and mode of bureaucratic intervention at various levels of government. In this article we illustrate a framework for analysing these changes by focusing on the transfer of some 86 000 properties from the Glasgow City Council to the Glasgow Housing Association (GHA) in 2003 and also provide an interpretation of how the restructuring of social housing in the UK reflects the political economy of property rights, and the governance and incentive structure through which the restructuring of advanced economies is implemented. We conclude by briefly drawing implications from the British case for Australia. The analysis is conducted in a new institutional tradition that assesses property rights and the provision of social housing, and associated policy goals, under comparative institutional arrangements or governance structures. We argue that stock transfer in essence is a policy of delineating ownership of different attributes of the housing stock and that such a delineation is crucial to the functioning of the emerging governance structure and the ability of stakeholders to extract value from ownership. We draw on a series of interviews conducted by the authors as part of research into the 2003 GHA transfer. These interviews were conducted with policy makers and politicians (past and present), the regulator in Scotland, GHA staff and representatives of the community-based housing association sector in Glasgow.  相似文献

In the contemporary landscape of social housing in Britain, the role of tenants on the governing boards of housing companies continues to be seen as deeply problematic. While tenant directors are recruited to bring a market-like influence to social housing governance, they appear to be approaching their positions as directors in a way that is contrary to the drive towards management efficiency. This paper adopts a social constructionist approach in order to recast the institutions of housing governance as contested articulations of ideology and the ‘problem’ of tenant board members as a hegemonic clash between discourses of governance. It concludes that tenant directors act as a significant dynamic in the political construction of social housing today.  相似文献

This paper examines a distinctive and significant aspect of social housing in Ireland—its change in function from an asset-based role in welfare support to a more standard model of welfare housing. It outlines the nationalist and agrarian drivers which expanded the initial role of social housing beyond the goal of improving housing conditions for the poor towards the goal of extending homeownership, and assesses whether this focus made it more similar to the ‘asset based welfare’ approach to housing found in South-East Asia than to social housing in Western Europe. From the mid-1980s, the role of Irish social housing changed as the sector contracted and evolved towards the model of welfare housing now found in many other Western countries. Policy makers have struggled to address the implications of this transition and vestiges of social housing's traditional function are still evident, consequently the boundaries between social housing, private renting and homeownership in Ireland have grown increasingly nebulous.  相似文献

The last few years have seen many studies of large post-Second World War housing estates. At present they are often the most deprived areas of European cities. The turnover of the population on these estates is characteristically rapid, leading to considerable socio-economic and socio-cultural changes and a multi-ethnic neighbourhood. Such areas often have to contend with severe physical, social and economic problems and the consequent dissatisfaction of the residents. This combination of rapid and selective population turnover and increasing numbers of problems may well affect aspects of social cohesion within these neighbourhoods, particularly the social networks. This process is regrettable, because social cohesion is regarded in a positive light, something that enhances the quality of life. Stimulating social cohesion is therefore an important objective of many policies that focus on large post-Second World War housing estates. The authors have found it interesting to discover how important social cohesion is in the opinions and the lives of the inhabitants rather than the policy makers. In their opinion, urban policies focus on social cohesion while the inhabitants' views of its relevance are unknown. On the basis of this paper, certain aspects of social cohesion in large post-Second World War housing estates appear to be valued, but housing market behaviour, such as residential moves, is hardly affected by aspects of social cohesion. Other aspects, such as moving to a better house, are much more relevant. The results may put into doubt the stress placed in urban policies on social cohesion.  相似文献

This article examines how changing patterns of migration in Ireland affected housing markets. It identifies a dramatic migration turnaround in the Republic of Ireland as net migration loss was replaced by high levels of net inward migration after 1996. The migration turnaround comprised less outward migration and a strong inflow, including return migrants (first and second generation) and overseas-born non-citizen immigrants. The migration turnaround resulted in greater ethnic diversity and, combined with other economic and demographic changes, boosted already-growing housing demand. Northern Ireland, by way of contrast, had net migration loss during the 1990s and lower growth in housing demand.  相似文献

Much research in neighbour relations is inspired by two research questions. First, it is necessary to know to which degree social contacts are local and in particular whether local social contacts in disadvantaged neighbourhoods bear an instrumental disadvantage. Second, it is necessary to know whether policies aiming at mixing people from different social and ethnic backgrounds result in more diverse networks and therefore in better opportunities for low-income residents. To address these questions, this paper compares the role of local relationships and the social resources they provide in a low-income neighbourhood and a socio-economic mixed neighbourhood in the Netherlands. Contrary to assumptions in the research literature, residents in the low-income neighbourhood do not differ from their counterparts in the mixed neighbourhood in the degree to which they receive social support for dealing with everyday problems. However, networks of low-income residents provided fewer resources in terms of accessed prestige.  相似文献

The construction of social housing in gentrifying neighbourhoods can ignite contestation, revealing tensions between economic imperatives, social policy and neighbourhood change. With a view to understanding how the convergence of these agendas preserve unpopular, but socially critical housing infrastructure, the aim of this paper is to explore how the challenges social housing implementation encounters across these agendas intersect with a broader agenda for local democratic planning. Using social housing as our empirical focus and directing attention to the gentrifying local government area of Port Phillip in Victoria, Australia, this paper reveals how a council’s main asset to support implementation – its policy frameworks – creates an urban narrative of social inclusivity and diversity. Through this case, we illustrate how elected officials and some residents draw from these policies to interject into episodes of community contestation, which we argue presents opportunities to expose and renew commitments to social housing over space and time.  相似文献

The article reviews and critically analyzes contemporary housing policies and plans in London and New York in the context of neoliberal urban governance. In both cities, we find severe housing affordability problems, an increasing dependence on market provision of affordable housing, and a gradual shift from supporting low- and moderate-income residents to promoting housing for households around and above the median income. Affordable housing plans in both cities also link their “marketplace” orientation to “social mix” objectives. The article addresses some socio-spatial implications of these plans and raises concerns regarding the implementation and unintended consequences of mixed-income housing. The conclusion discusses ideas and tools for more equitable affordable housing policies. Finally, we suggest that our analysis of the policy trends in London and New York and the implications we draw may be relevant to other global and globalizing cities, which face similar affordability concerns and rely on the marketplace to address housing needs.  相似文献

There have been increasing calls for studies of housing systems that are more integrative and pluralistic in nature. Understanding the relationship of social housing systems to the wider housing market remains a key challenge. The mobility of households and the structural configuration of supply are both of importance, demanding methods able to reconcile both. This paper propounds vacancy chain models as offering significant potential in this regard, allowing policy analysis and options appraisal to be built on more dynamic conceptualisations of housing systems. The theoretical basis for vacancy chain models is developed before an account is given of a model developed of the Bradford (UK) social rented sector. The results suggest that social renting is very closely linked to the wider housing market and consequently the impacts of policy and investment may be felt beyond the sector. Observations on the future development of vacancy chain models are offered.  相似文献

The last 10 years has been a period of rapid change in the social rented sector, reflecting broader changes in the nature of housing problems, structures of housing provision and patterns of housing consumption in the UK, rooted in fundamental shifts in the political, economic and social landscape. By way of introduction to this special issue, this paper cuts across conventional frameworks of analysis to explore the pressures and challenges raised by these changes for the social rented sector through consideration of three key facets of the contemporary housing system: market change, community dynamics and modes of governance. Within this framework, patterns of increasing differentiation and fragmentation within the UK housing system are revealed and the extent to which the transformation of the social rented sector is working with the grain of these changes is considered.  相似文献

In Australia, significant recent reforms reposition Indigenous housing provision and management in remote and town camp communities under the mainstream public housing model. Two competing discourses surround this shift: a federal discourse of standardisation and state discourses of local responsiveness centred on the introduction of new community engagement processes into Indigenous public housing. This paper reports on qualitative research into the micro-scale of policy implementation to highlight policy-to-practice translation on the frontlines of Indigenous housing. Based on interviews with Indigenous housing stakeholders, this paper argues the capacity to support locally responsive housing management is problematic under the current arrangements. The analytical framework of realist governmentality reveals frontline housing professionals' role in the local resolution of tensions between federal and state policy levers. A focus on agent reflexivity and resistance on the frontline assists in capturing the dynamic (hybrid) identity of Indigenous public housing, as an atypical Australian example of hybridity in social housing.  相似文献

This paper explores the interaction between rural development policy and planning policies for rural housing within the context of Ireland. Drawing on an interpretive approach to policy analysis, the paper examines competing narratives of ‘the rural’ within the policy arena that underpin a fragmented approach to rural sustainable development. The evidence points to a disconnection between these spheres of public policy marked by a strained relationship between rural communities and regulatory planning, not least with regard to the preferred shape of the rural settlement pattern. It is argued that any housing policy for rural areas must give full regard to the social, economic and cultural attributes of rural life and not just the criteria of environment and landscape. In this context, partnership based local planning processes would enable the exploration of competing rural narratives to be re-orientated towards local needs, capacities and the perspectives of local people and the adoption of cultural, environmental and community values within the policy process.  相似文献

This paper considers the future role of social rented housing in England. It is based on an analysis of policy trends over the past 30 years, and a critical examination of current policy dilemmas. The central contention is that there are fundamental tensions underlying the present government's policy objectives to maintain the ‘safety net’ role of social housing but at the same time widen access to the sector so that it becomes a more mixed ‘tenure of choice’. The paper charts the marked change of direction seen since 2000, with a switch from a highly rule-bound approach emphasising equity in housing allocations, to a more consumerist system stressing choice. Survey data and statistical returns are analysed to illustrate the changing mix of households entering social rented housing and to reveal the sector's varying role in regions characterised by contrasting housing market conditions. The paper charts the spread of the ‘choice-based lettings’ approach and discusses the possible implications of this development for the pattern of rehousing outcomes, and for the sector's broader role. It is concluded that, in higher demand regions such as London and the South, it remains very difficult to see how a social sector continuing to contract can widen its role from that of safety net for the most disadvantaged.  相似文献

In this paper, an analytical model for measuring match and mismatch between social housing units and their tenants is presented and applied to the social rented housing sector of Amsterdam, The Netherlands. Through the use of a large set of unique micro-data combining housing unit and household characteristics, mismatches on two key dimensions of physical adequacy and affordability and for different household types and parts of the city can be revealed. Empirically assessing the (mis)match of social housing units at a small scale – where socio and spatial (mis)matches manifest – creates opportunities for innovation in the analysis of effects of market mechanisms and local housing allocation policies. An improved understanding of these mismatches based on a strong empirical base can be related to and evaluated against different principles of distributive justice. The findings for the case of Amsterdam show that the famous large social housing stock incorporates significant mismatches. Households in the least popular parts of the city comparatively do not live affordably and large inequities exist between households based on length of residence. These findings offer a basis for further exploration of the complex of housing allocation, changing housing distributions and the resulting outcomes in terms of distributive justice.  相似文献

In this article we compare and contrast elements of social capital across different housing tenures in an Adelaide neighbourhood. Using the results of 530 self-completion questionnaires and in-depth qualitative interviews with 16 people we assess perceptions of conflict across housing tenures and between socio-economic groups, feelings of acceptance and belonging in the local neighbourhood, and levels of involvement in local formal and informal networks. While only a small number of questionnaire respondents reported negative views of socio-economic diversity in the area a theme emerging in the qualitative data indicated that housing tenure was relevant to some of these negative perceptions. Respondents from across different tenure types also reported differences in feelings of acceptance in the neighbourhood, and involvement in formal and informal networks. The study findings suggest that housing tenure is relevant to the development of neighbourhood-based social capital, and that this factor needs to be considered by social planners, housing policy makers and others involved in implementing social mix policies. In addition, the findings indicate the need to consider the community housing and public housing tenures in their own right, given the different models of housing provision, rather than collectively under the common banner of social housing as most research studies do. It is recommended that the full diversity of housing tenure is considered in any future analysis.  相似文献
