This paper seeks to understand how public housing residents’ mobility intentions affect their actual exits. The results suggest that mobility intentions do have a significant effect on public housing exits. However, the rate of exit among those who intend to move out of public housing was similar to those who did not intend to leave. In addition, tenure had a significant effect on the odds of exiting alluding to issues of duration dependence. However, neighbourhood conditions did not fully explain public housing exits. Our proxy for policy reform had a large effect on the odds of exiting of public housing. This result suggests that changes in housing assistance programmes and urban housing policy could largely account for public housing exits. Overall, the results imply that while public housing residents may have positive and negative mobility intentions, their exits may primarily be due to shifts in housing policy and social welfare programmes versus individual characteristics and neighbourhood conditions.  相似文献

Abstract

This paper discusses the reorganization of the roles of the national and local governments in public housing policy alongside decentralization, with particular reference to South Korea. Focusing on policy changes over the past decade, it reveals that rather than retrenchment amid a push towards greater local autonomy, the national government has diversified and expanded its public housing policy, and is increasingly pursuing a universal approach to public housing. Through case studies of Seoul and Gyeonggi, it also shows how the two local governments have become creative suppliers of public housing that is more customized to the local context. In particular, it highlights the rising emphasis on targeting young people rather than the very poor in public housing policies, a shift that is partly a legacy of Korea’s ‘productivist’ welfare state. The paper closes by discussing the implications of this latest policy trend, especially on local–national policy coordination.  相似文献

Public–private partnership in urban renewal in France concerns mainly housing, transport infrastructure and large public facilities. The distinction between public, private and civil actors does not concern social and economic development. This situation tends to limit the integration of different issues and approaches in renewal projects. Also, French urban renewal projects do not produce a new type of partnership between public and private actors and the regulatory framework. These projects remain publicly dominated policy-making procedures because of the uneven distribution of resources and assets and despite a policy discourse emphasising the need for a new division of work between state, market and civil society. The current French situation cannot be understood without bearing in mind the history of urban planning policies in France. Using a historical analysis and the path-dependence approach, we highlight the resilience of inherited structures of interaction between public and private actors.  相似文献

This paper considers the need for conceptual renewal in comparative housing research. Since the mid-1990s, Kemeny’s model of ‘unitary’ and ‘dualist’ rental markets and Harloe’s classification of ‘mass’ and ‘residual’ social housing provision have been repeatedly recycled in comparative studies of ‘social’ and ‘public’ housing provision. Amidst international neoliberal policy mobilities, their models based on liberal welfare regimes wield particular power. Conceived during neoliberal cutbacks of public services, Kemeny’s ‘dualist’ rental market and Harloe’s ‘residual’ model of social housing similarly depict state-subsidised rental housing provision as bureaucratic, and targeted to the poor. Despite empirical change, these models are still used to describe liberal welfare regimes, and to theorise international policy convergence. Based on a review of recent market-oriented reforms of state-subsidised rental housing provision in the US, Australia and England; original neoliberal ‘sites of production’, this contribution asks whether these conceptual models still reflect the empirics. Findings diverge from the models, undermining their assumptions about how neoliberal reforms progress.  相似文献

European, American, and Japanese debates on public housing served as models for those in modern China, and Chinese scholars and professionals, with the support of the KMT (Kuomintang), developed public housing as a sign of innovation in both societal reform and building typology. Using the under-researched case of Tianjin's public housing during the so-called Nanjing Decade (1928–1937) and then again during the Japanese Occupation (1937–1945) as case studies, the paper first explores how journals, books, and foreign-trained Chinese scholars introduced the concept of public housing to China. It then examines five public housing projects that municipal authorities developed for Tianjin, two in the Nanjing Decade and three during the Japanese Occupation. Analysing the sites, architectural designs, and management rules of these projects, the paper argues that the projects in the Nanjing Decade (both planned and realized) mostly targeted poor families, serving to simultaneously solve housing problems, reform society, and police the poor; while the projects during the Japanese Occupation benefited high-income people or the Japanese, and did not play a role in the relief of the local poor, who suffered most from the housing shortage.  相似文献

The prevalence of neighbour disputes among social housing tenants is often seen as the outcome of social residualisation and the physical characteristics of social housing. While such explanations have usefully drawn attention to the structural sources of problem neighbours in the social housing sector, rather than reduce them to the anti-sociality of tenants, this work has been disconnected from a consideration of the social and interactive contexts of neighbouring more broadly and its influence on how neighbour problems emerge and are managed in specific situations. In response, this paper examines the conditions that lead to the formation of a distinct style of neighbouring among social housing tenants, one that is prone to conflict and tension because of its intensively sociable, as opposed to anti-social, nature. Drawing on mediation data from Dispute Resolution Centres in Queensland, Australia, this paper illustrates how intensive modes of neighbouring combine with disadvantage and close physical proximity to create the conditions for neighbour problems to arise.  相似文献

This study estimates what would happen to one local Housing Authority (HA)-the Housing Authority of Baltimore City (HABC), Maryland-if the public housing program were transformed to: eliminate certain key aspects of Federal government regulation, especially with respect to occupancy and rent rules; end Federal operating subsidies to HAs; provide current public housing residents with a portable housing certificate under the Section 8 Existing Housing program, permitting them to choose whether to use it in HA developments or in the private market; and require HAs to compete in the marketplace for residents and revenues. To ‘make public’ expresses three aims that have driven my doctoral research into the past and future of east London housing estates undergoing regeneration; materially – to protect public housing provision at a time when austerity measures are dismantling it in ideal and form; procedurally – to make visible problematic processes of urban change that are increasingly hidden from public view; and methodologically – to make public my act of research through intimate and sustained collaboration with residents on site. This research document focuses on Balfron Tower, a high-rise of 146 flats and maisonettes arranged on 26 storeys built in 1965–7, the first phase of émigré architect Ern? Goldfinger's work on the Greater London Council's (GLC) Brownfield Estate in Poplar.

In December 2015, the London Borough of Tower Hamlets approved plans to refurbish and privatise Balfron Tower. In this paper, I describe my collaborative work with the tower’s current and former residents in the preceding three years during which we campaigned for Balfron to remain a beacon for social housing. I structure the paper on the three phases this work followed; analysis of cultural, academic and archival material which foregrounds both the persistent accusations of failure that have afflicted the tower and the egalitarian principles integral to its vision and function as social housing; engagement with residents re-enacting Goldfinger's own methods of gathering empirical evidence in 1968, and; activism drawing on this material and evidence to contribute to informed public debate and planning decisions.

Through this paper, I illustrate how Balfron's history was mobilised to commodify the tower on the one hand, and to interrogate and object to this process on the other. In doing so, I advance an argument that the practice and guidance of heritage of post-war housing estates must not only pay tribute to the egalitarian principles at their foundations, it must enact them.  相似文献

Shared ownership schemes are being introduced in Australia at a time when there has been a considerable shift in community attitudes towards the role of the public sector. This shift has brought both a push for privatisation and a push for improved targeting of public expenditure.

The emergence of support for shared ownership can be interpreted, in turn, as a desire to prop up home ownership; a means of reducing public expenditure on housing and/or an attempt to improve the targeting of support provided by public housing. Shared ownership has been heralded as the new way of providing social housing by its protagonists and decried as a means of diverting scarce resources from more pressing needs by its critics. Which of these is paramount depends on the way in which shared ownership schemes are implemented.

This paper outlines a basic framework within which an unsubsidised shared ownership scheme can work and indicates how a subsidised approach can be introduced without threatening funds provided for public housing.  相似文献

Rapidly aging society is a global phenomenon with serious societal impact. With the rapid growth in the aging population in Hong Kong, it is foreseeable that every flat unit will accommodate one senior citizen. To address this looming problem, the Hong Kong Government has introduced several aged friendly home design elements and care facilities to redeveloped public rental housing estates. This study aimed to investigate the implementation of the “aging in place” philosophy, through evaluating the applicability and effectiveness of those facilities. A redevelopment project, the Un Chau Estate in Hong Kong was selected as a case study. Ecological theory is applied to evaluate the case study at micro, meso and macro scales. The methodological approaches include (a) a questionnaire survey, (b) face-to-face group discussions and (c) in-depth interviews. Results reveal that senior satisfaction levels with the new elements investigated were below the levels of perceived importance. In particular, the seniors emphasized the lack of a sense of home and privacy in their residences. They were, however, moderately satisfied with the independence and dignity and comfort and health elements. The results also reveal that the provision of common facilities is not up to standard in meeting the needs of the elderly. The majority of the elderly consistently opined that aging in place is their priority. To some extent, the extreme case of Hong Kong as a showcase of a dense populated aged Asian city, sheds light on how public housing (re)development can be designed to facilitate aging in place. A more comprehensive and refined approach at micro, meso, and macro scales is necessary to guarantee the satisfactory implementation of aging in place.  相似文献

This paper contributes to the debate on whether introducing too much order into urban regeneration processes hinders social life and interaction in the public space. It engages with Sennett’s call for introducing certain kinds of disorder into city life. While this debate has been addressed in urban literature, many urban regeneration processes in social housing neighbourhoods have attempted to remove all kinds of disorder from the city, thus removing urban life from the streets. This paper proposes ‘infrastructures for disorder’: strategies for intervention that create conditions for the unplanned use of the public realm in social housing estates.  相似文献

Abstract

An increased focus on housing diversity in planning policy, international flows of capital and changing lifestyle preferences are resulting in increased higher density housing often marketed towards professional singles, couples without children and ‘empty nesters.’ Despite this, families with children currently dwell in higher density housing, either by choice or by necessity. This research identifies the social representations surrounding children in higher density housing in Australia’s third largest city, Brisbane. It does this by analysing newspaper media published between 2007 and 2014 and through 46 interviews with residents and built-form professionals from Brisbane. The research finds four key representations; that children belong in the suburbs; increasing support for wealthy families in higher density housing; an economic argument for the lack of family-appropriate apartments; and an increasing acceptance of medium-density housing for younger households. This research draws attention to the winners and losers in housing debates and the ‘common-sense’ assumptions that impact housing outcomes.  相似文献

Inadequate housing has become endemic to Latin American cities for over six decades. All that has changed has been who is going where. In the 1960s, the rural poor who came to the city solved their housing needs by building their own informal settlements on peri-urban lands. Today, the urban poor relocate to peri-urban housing complexes built by the private sector with state subsidies. Why have these new housing units for low-income households been built in peri-urban areas? This paper examines some of the mechanisms behind the location of the urban poor in cities, with a specific focus on the role developers have played in the construction of affordable housing in peri-urban areas of Brazil and, Mexico. The paper explores these mechanisms through interviews with affordable housing developers. We found that economies of scale – and not land prices – explain developers' preference for building in peripheral areas. Initial savings that accrue to developers due to lower land prices in the periphery are offset by the cost of having to build basic onsite infrastructure. Plus, large lots – which are available almost exclusively in urban peripheries – enable developers to achieve significant cost savings because these large lots make it possible for developers to build more than 500 units. In addition, weaker municipal regulations and fewer bidders, both of which are typical for projects in difficult-to-access peripheral locations, make for a shorter and easier approval process for these large housing projects.  相似文献

Social integration is an indicator of programmatic success in supportive housing, yet is an ongoing challenge for residents. This study examines varying supportive housing models’ (i.e. congregate, single-site, scatter-site) and neighborhoods’ (i.e. Skid Row, Downtown Los Angeles [DTLA], Other) differential impact on social integration outcomes- measured by residents’ social networks (i.e. size, diversity, social support). Participants were formerly homeless English or Spanish speaking unaccompanied adults (N=405), aged 39 years or older, living in supportive housing for 3 months. Housing model and neighborhood were examined separately with social network measures in controlled multivariable linear regression models. Compared to Skid Row residents, DTLA residents reported less emotional support and less tangible support, while residents in Other neighborhoods reported less emotional support and less instrumental support. Findings suggest overall differing housing models may be less influential in social integration, while neighborhoods may facilitate social support.  相似文献

This paper reports on a case study on the forms of urban public spaces governance that are emerging in the UK out of a rearrangement of governance responsibilities between local government, communities and private interests. Based on cases of public spaces in London under a variety of different governance arrangements, the paper critiques the dominant explanations of those processes, and suggests a far more complex picture in which empowerment and disempowerment of stakeholders of various types happen at the same time, along complex lines defined by geography, strength of stake and representation of that stake in a formalized governance transfer contract. As the paper suggests, the resulting ‘localization’ of governance, the devolution of governance responsibilities to those local actors with the stronger stake in them, does not intrinsically reduce the publicness dimension of public space, but it reshapes that notion towards one with a variety of ‘publicnesses’, with their own governance dynamics and positive and negative consequences.  相似文献

In France, social housing is perceived as an instrument for promoting social mix. In particular, there is an expectation that introducing social housing into wealthy areas will bring in low-income households and lead to greater coexistence between lower and higher socio-economic groups. However, several factors tend to hinder the pro-mix effects of social housing: financial constraints that reduce the number of new buildings, especially in high-income neighbourhoods; Not in my backyard attitudes in wealthy areas; allocation practices by social landlords who seldom rent dwellings in expensive neighbourhoods to poor households. Previous experiments with social housing have often proved disappointing in their impact on social mix. What about today’s experiments? Has the social housing built in recent times increased social mix? The empirical evaluation we carried out in Paris, Lyon and Marseille shows that recent social housing developments have stimulated social mix but the impact measured is very small.  相似文献

In recent years, several studies have highlighted how gentrification strategies are imposed under the discursive umbrella of ‘social mixing’. However, most evidence is based on Anglo-Saxon experiences. This paper sets out to expand the geography of gentrification by looking at the representation of processes and policies of gentrification as put forward by key stakeholders in Nord-Neukölln (Berlin) and Indische Buurt (Amsterdam). It shows that in both contexts, stakeholders and policy documents engage with the concept of gentrification, rather than avoid it. Due to public-policy influence and local criticisms, this engagement differs between both cases. In Nord-Neukölln, the term is heavily contested and policy-makers attempt to refute accusations of gentrification, while in the Indische Buurt, the process is explicitly pursued as a positive policy instrument by policy-makers. Different representations within each case are shown to be influenced by the characteristics of in-moving and out-moving residents; the employed timeframe and the perceived influence of institutions on urban regeneration.  相似文献

Gentrification has become part and parcel of urban policies throughout the world. Critics have argued against those policies but they have not yet developed concrete and comprehensive alternatives. This paper seeks to remedy this omission by investigating the Belgian ‘housing contract’ experiment (2005–2007). Quite exceptionally, Belgium’s ‘housing contract’ experiment was based on the premise that housing policies should improve the quality of life in deprived urban neighborhoods without displacing the poor. We investigate both the philosophy of the housing contract experiment as well as its effects. On the basis of this evaluation, we sketch the contours of a housing policy that incorporates rent gap theory and counters the negative effects arising from disinvestment and gentrification.  相似文献
