Urban renewal and the concept of “territoriality”—some ideas for further research

In an evaluation of an urban renewal project in Stockholm, interviewed residents expressed opinions which refer to territorial behaviour. Due to its location, their neighbourhood—one of Stockholm's oldest suburbs—had succeeded in conserving the values and lifestyles of a rather homogenous population. All the issues raised during this evaluation could not be answered, but they should serve as stimuli for research on the individually and culturally conditioned concept of human territoriality. Already existing research on this subject shows that the different dimensions of the territoriality concept could best be analysed by way of cross‐disciplinary research. Such research and such knowledge should have a prominent place in urban renewal projects.

用后镁碳砖再生工艺的生命周期评价和能耗分析

基于生命周期评价（LCA）方法量化分析用后镁碳砖再生工艺过程中资源/能源消耗、污染物排放和环境影响潜力,其中用后砖再生料的添加比例控制在70%左右,电熔镁砂和石墨为配料。结果表明,生产1吨再生镁碳砖中全球变暖潜值最大,约1.45×103kg CO2 eq.,矿产资源耗竭、化石能源耗竭和人类非致癌毒性潜值较大,分别为7.20×102kg Cu eq., 3.49×102kg oil eq.和2.94×102kg 1,4-DCB eq.。归一化后的总环境影响为3.12,相对损害最大的影响为人类非致癌毒性,主要是生产过程中电力需求大造成;相对损害最大的生产单元过程是配料电熔镁砂和鳞片石墨的生产阶段,贡献了1.76,其次是原料加工、原料再生料的生产,分别贡献1.01和0.12,坯体制备、热处理和成品加工仅贡献了少量环境影响。     

Landscape impact analysis: a systematic approach to landscape impacts of policy

A method for analysis of landscape impacts and for presentation in visual terms was developed by the author and has been applied in Sweden and Norway to policy analysis. The method has successively been developed into a generalized method of landscape impact analysis of policies, programmes and plans — Landscape Impact Analysis (LIA). This deals with the interaction of human and natural systems and the resulting landscape. The method uses scenario techniques as a way of solving the problems of lack of specificity of policy, a problem which seems underestimated in the development of strategic environmental assessment. The paper describes the main steps of the method and shows examples of the application of the method to changes in Norwegian agricultural policy.

USING ELECTRE TO RANK OPTIONS WITHIN AN ENVIRONMENTAL APPRAISAL-TWO CASE STUDIES

Since the transposition of the 1985 E.C. Directive on Environmental Impact Assessment into Irish law in 1988, it has been the experience that complex Environmental Impact Statements, produced to help decide the best option from a range of alternatives, often contain large volumes of information on the relevant impacts, but make relatively little effort to organise this information into a decision assisting framework that enables the relative merits of the options to be directly compared.

The paper details the practical application of the ELECTRE decision-aid system to two Environmental Appraisals carried out recently in the Republic of Ireland. The two case studies illustrate how the ELECTR E framework takes complex information from an Environmental Impact Statement and uses it to rank the various project alternatives considered.

伴随着公路建设的高速发展,其对周边环境影响等问题也大量凸现出来。本文主要从公路工程环境的管理目标、影响因素、保护措施、保护办法等方面进行了阐述,明确了公路建设项目环境保护工作今后的发展方向。     

考虑滑动过程内部崩解耗散的滑坡体运动模型

滑坡体运动模型是计算滑速、滑距及滑体动能等运动特征参数的基础,是滑坡致灾范围及致灾强度评估的关键技术,现有运动模型将滑体作为质点或刚性块体,没有考虑下滑过程中内部崩解摩擦耗散的能量,而实际滑坡中这部分能量对滑坡致灾强度指标有较大影响,为此,基于滑体下滑运动机理提出了一种考虑内部耗能的运动模型,该模型将滑体下滑运动抽象为变形体平面运动问题,并将滑体简化为内部变形受力服从滑体土直剪实验破坏后应力应变关系的质点黏壶系统,从而建立其运动学控制方程。还推导了黏阻力计算公式,与运动方程联立得出滑速、滑体动能、滑体重力势能、滑体内部耗能及滑距的计算公式。结合实际滑坡工程进行计算分析得出,该模型一定程度上反映了滑体运动过程中内部崩解摩擦耗能的规律,计算结果与离散单元模拟结果及模型试验规律相近,比传统的运动模型更贴近实际,且比数值模拟更简捷,为滑体运动模型理论研究和工程推广提供了一种新的途径。     

环境影响评价课程教学改革与实践研究

针对环境影响评价课程教学改革与实践进行初步研究,围绕环境影响评价报告书的编制技术方法为教授主线,从课程教学内容、教学方法和手段、实践教学等环节对该课程进行教学改革,以达到提高教学质量的目的,同时提出还存在的问题和不足,为进一步改革指出了方向。     

Limitations of Technical Approaches to Transport Planning Practice in Two Cases: Social Issues as a Critical Component of Urban Projects

ABSTRACT

Technical transport models are commonly relied upon in planning practice for the development of urban rail infrastructure projects. By considering the assessment and management of social impacts in the planning and decision-making of two rail megaprojects (the North-South Metro line in Amsterdam, the Netherlands, and the Parramatta Rail Link in Sydney, Australia), we found that technical approaches continued to overlook social impacts, and had an overemphasis on economic and engineering considerations. We conclude that good practice Social Impact Assessment (SIA) offers opportunities to better consider social issues as a critical component of transport projects.
