2011年2月22日,2011中国IT市场年会成长型企业发展分论坛在北京香格里拉大饭店隆重举行.本届年会由工业和信息化部中国电子信息产业发展研究院(赛迪集团)主办,赛迪顾问股份有限公司承办.此次分论坛以"战略与变革"为主题,与会代表们展开了热烈探讨.主要参会代表来自于政府部门、投资机构、上市企业、行业优秀企业、用户和媒体等各界.     

七大战略性新兴产业

新能源新能源发展将突出清洁能源和可再生能源,包括水电、核电、风力发电、太阳能发电、沼气发电,以及地热利用、煤的洁净利用等。《新兴能源产业发展规划》正在制定中。新材料新材料对中国成为世界制造强国至关重要。目前,“中国制造”总体水平处在国际产业链低端。所以,中国提出下一步要加快微电子和光电子材料和器件、新型功能材料、高性能结构材料、纳米技术和材料等领域的科技攻关。     

动态环境下战略新兴产业政策体系建设研究

战略性新兴产业具有基础薄弱、前期研发成本高的特点,需要政府进行政策引导.在对传统产业政策理论分析的基础上,针对新兴产业外部市场环境动态性强的特征,从动态竞争优势的视角建立了战略性新兴产业政策体系,并从核心资源交换、创新资源培育、外部市场培育、布局调整、组织创新等五个关键方面,提出与资本市场结合、搭建国际合作平台、吸引高端人才、提高创新能力、保护自主知识产权、培育产业市场、完善产业布局和加快产业组织创新等具体举措.

日前,国务院召开常务会议,审议并原则通过《国务院关于加快培育和发展战略性新兴产业的决定》,节能环保、新一代信息技术、生物、高端装备制造、新能源、新材料和新能源汽车7个产业将被重点培育,加快推进。会议指出,加快培育和发展以重大技术突破、重大发展需求为基础的战略性新兴产业,对于推进产业结构升级和经济发展方式转变,提升我国自主发展能力和国际竞争力,促进经济社会可持续发展具有重要意

Strategic Group Analysis in the Construction Industry

The aim of strategic group analysis is to determine whether clusters of firms that have a similar strategic position exist within an industry or not. Findings of strategic group analysis may further be used to investigate the performance implications of strategic group membership. The objective of this paper is to identify the possible strategic groups that could exist within the Turkish construction industry by using a theoretical framework applicable for the construction industry and alternative statistical cluster analysis techniques. The achieved results pinpoint the existence of three clusters and significant differences between the performances of firms in each cluster. All of the firms in the strategic group that have the highest average performance utilize a quality differentiation strategy and have the necessary resources and capabilities that give them the opportunity to differentiate their services from others. Also, they use a systematic approach and have a collaborative environment for strategic decision making. Findings of strategic group analysis can be used by professionals to understand the current strategic position of a firm within the competitive environment and formulate strategies to shift to a better performing cluster.

The article achieves the conclusion that strategic emerging industries will generate effective driving force for the growth of demands for related metals from four major aspects.     

Horizontal Directional Drilling: Profile of an Emerging Industry

Perhaps the fastest growing segment in the underground trenchless construction industry is horizontal directional drilling (HDD). Currently, in North America alone, there are 17 manufacturers of HDD rigs and accessories and thousands of horizontal drilling rigs that are owned and operated by several hundred dedicated HDD contractors as well as utility companies and large pipeline outfits. Applications of HDD span across the civil engineering spectrum from mineral and oil exploration to the installation of telecommunication cables. An industry survey was conducted to gain a better understanding of this multibillion dollar industry, which is relatively unfamiliar to many in the construction sector. This paper presents the results obtained from analyzing 49 survey responses from HDD contractors in the United States and Canada. Topics investigated include company profile (e.g., annual volume, areas of activities); type of projects performed (e.g., applications, value, duration, type of product installed), and bidding and estimating practices (e.g., productivity values in various formations, cost of installation), Current and future trends in the industry are identified and discussed.

Improved SWOT Approach for Conducting Strategic Planning in the Construction Industry

Strength, weakness, opportunity, and threat (SWOT) analysis has been in use since the 1960s as a tool to assist strategic planning in various types of enterprises including those in the construction industry. While still widely used, the approach has called for improvements to make it more helpful in strategic management. The project described in this paper aimed to study whether the process to convert a SWOT analysis into a strategic plan could be assisted with some simple rationally quantitative model, as an augmented SWOT analysis. By using the mathematical approaches including the quantifying techniques, the “maximum subarray” method, and fuzzy mathematics, one or more heuristic rules (HRs) are derived from a SWOT analysis. These HRs bring into focus the most influential factors concerning a strategic planning situation, and thus inform strategic analysts where particular consideration should be given. A case study conducted in collaboration with a Chinese international construction company showed that the new SWOT approach is more helpful to strategic planners. The paper provides an augmented SWOT analysis approach for strategists to conduct strategic planning in the construction industry. It also contributes fresh insights into strategic planning by introducing rationally analytic processes to improve the SWOT analysis.
