The United States has experienced swings of public and private operation of its water services for more than 150 years. This paper examines the most recent swing, that of remunicipalization. We argue that much of this remunicipalization is taking place for ‘pragmatic’ reasons related to cost savings and service quality, but there are also signs of more ‘politicized’ forms of water remunicipalization taking place, similar to efforts elsewhere in the world where the process has often involved heated ideological debates and mass mobilizations. Combined with a growing politicization of other social, economic, and environmental issues in the US, water remunicipalization could become more politicized in the future, but a fragmented ‘pro-public’ movement, combined with ongoing efforts to outsource water services and growing resistance to remunicipalization from private water companies, may constrain this potential. 相似文献

This paper seeks to understand how public housing residents’ mobility intentions affect their actual exits. The results suggest that mobility intentions do have a significant effect on public housing exits. However, the rate of exit among those who intend to move out of public housing was similar to those who did not intend to leave. In addition, tenure had a significant effect on the odds of exiting alluding to issues of duration dependence. However, neighbourhood conditions did not fully explain public housing exits. Our proxy for policy reform had a large effect on the odds of exiting of public housing. This result suggests that changes in housing assistance programmes and urban housing policy could largely account for public housing exits. Overall, the results imply that while public housing residents may have positive and negative mobility intentions, their exits may primarily be due to shifts in housing policy and social welfare programmes versus individual characteristics and neighbourhood conditions. 相似文献

With continued economic growth and expanding mortgage markets, until recently the pattern across advanced economies was of growing homeownership sectors. The Great Financial Crisis (GFC) has however, undercut this growth resulting in the contraction of homeownership access in many countries and the revival of private renting. This paper argues that these tenure changes are not solely a consequence of the GFC, and therefore, reversible once long-term growth returns. Rather, they are the consequences of more fundamental changes especially in labour markets. The very financialisation that fuelled the growth of homeownership has also led to a hollowing out of well-paid, secure jobs—exactly those that fit best with the taking of housing loans. We examine longer-term declines in labour market security across Europe from before the GFC, identifying an underlying correlation between deteriorated labour market conditions and homeownership access for young adults. While variations exist across European countries, there is evidence of common trends. We argue that the GFC both accelerated pre-existing labour insecurity dynamics and brought an end to offsetting such dynamics through the expansion of credit access with the likelihood of a return to an era of widespread homeownership growth starkly decreased. 相似文献

This research examines the evolution of technology within the optics industry. Optics is the study of the behaviour and transmission of light. We identify core optical technologies using a list of optics-related keywords and US patent data. Sub-class data, spanning 3,000 technology fields, enabled the characterization of different branches of knowledge production within optics. The “map equation” is used to represent the evolution of these technological branches across centres of optics innovation in the US. Analysis shows that individual cities specialize in the creation of different kinds of optics technologies, and these technologies take on different evolutionary pathways over time. 相似文献

Shared ownership schemes are being introduced in Australia at a time when there has been a considerable shift in community attitudes towards the role of the public sector. This shift has brought both a push for privatisation and a push for improved targeting of public expenditure. The emergence of support for shared ownership can be interpreted, in turn, as a desire to prop up home ownership; a means of reducing public expenditure on housing and/or an attempt to improve the targeting of support provided by public housing. Shared ownership has been heralded as the new way of providing social housing by its protagonists and decried as a means of diverting scarce resources from more pressing needs by its critics. Which of these is paramount depends on the way in which shared ownership schemes are implemented. This paper outlines a basic framework within which an unsubsidised shared ownership scheme can work and indicates how a subsidised approach can be introduced without threatening funds provided for public housing. 相似文献

The prevalence of neighbour disputes among social housing tenants is often seen as the outcome of social residualisation and the physical characteristics of social housing. While such explanations have usefully drawn attention to the structural sources of problem neighbours in the social housing sector, rather than reduce them to the anti-sociality of tenants, this work has been disconnected from a consideration of the social and interactive contexts of neighbouring more broadly and its influence on how neighbour problems emerge and are managed in specific situations. In response, this paper examines the conditions that lead to the formation of a distinct style of neighbouring among social housing tenants, one that is prone to conflict and tension because of its intensively sociable, as opposed to anti-social, nature. Drawing on mediation data from Dispute Resolution Centres in Queensland, Australia, this paper illustrates how intensive modes of neighbouring combine with disadvantage and close physical proximity to create the conditions for neighbour problems to arise. 相似文献

This paper introduces the PHP (People’s Housing Process) approach to housing provision in South-Africa as a noteworthy third way that allows housing provision for the urban poor. In this contribution we will illustrate how, in an assisted approach of self-help housing, the government can play an important role in safeguarding the production of homes rather than merely providing dwellings. In doing so taking into account the more intangible and symbolic meaning of the house and home, which we argue is a central factor for a sustainable housing strategy. This assisted self-help housing scheme was approved in 1998 and was inspired by the work of the homeless people’s federation and saving and housing schemes from around the globe. The further development of the scheme has been a challenging process but we argue that the PHP programme deserves more attention as a housing provision mechanism. Additionally, one of the strengths of the PHP approach is its applicability in a wider area of project types, from township upgrading to hostel redevelopment projects, and illustrated in this contribution by introducing the hostel redevelopment poject Ilinge Labahlali in Cape Town. In what follows, the PHP approach is introduced, and the increasing interest of the government illustrated. Then, using two case studies, the importance of the assistance of the government and NGOs is elaborated upon. In conclusion the challenges that still need to be met are highlighted. 相似文献

This paper reports on a case study on the forms of urban public spaces governance that are emerging in the UK out of a rearrangement of governance responsibilities between local government, communities and private interests. Based on cases of public spaces in London under a variety of different governance arrangements, the paper critiques the dominant explanations of those processes, and suggests a far more complex picture in which empowerment and disempowerment of stakeholders of various types happen at the same time, along complex lines defined by geography, strength of stake and representation of that stake in a formalized governance transfer contract. As the paper suggests, the resulting ‘localization’ of governance, the devolution of governance responsibilities to those local actors with the stronger stake in them, does not intrinsically reduce the publicness dimension of public space, but it reshapes that notion towards one with a variety of ‘publicnesses’, with their own governance dynamics and positive and negative consequences. 相似文献

AbstractThis paper discusses the reorganization of the roles of the national and local governments in public housing policy alongside decentralization, with particular reference to South Korea. Focusing on policy changes over the past decade, it reveals that rather than retrenchment amid a push towards greater local autonomy, the national government has diversified and expanded its public housing policy, and is increasingly pursuing a universal approach to public housing. Through case studies of Seoul and Gyeonggi, it also shows how the two local governments have become creative suppliers of public housing that is more customized to the local context. In particular, it highlights the rising emphasis on targeting young people rather than the very poor in public housing policies, a shift that is partly a legacy of Korea’s ‘productivist’ welfare state. The paper closes by discussing the implications of this latest policy trend, especially on local–national policy coordination. 相似文献

Section 106 (S106) of the English 1990 Town and Country Planning Act provides local planning authorities with powers to require developers to contribute towards affordable housing provision. Over the last two decades, the success of S106, which seeks to extract some of the development value created by planning consent, has been predicated on rising land values and market demand, thus enabling developers to agree and fulfill their planning obligations. The purpose of this article is to explore how negotiations between local authorities and developers with regard to meeting S106 have altered during the economic downturn in England. Drawing on recent empirical research, and through the use of case studies, the article highlights the ways in which S106 agreements have been renegotiated at the site level, with the discretionary nature of the planning system allowing compromises to be made. Despite S106 being tied to market activity, with developer contributions being reduced in a downturn, it remains an important policy tool in securing affordable housing and achieving inclusionary housing goals within England to date. 相似文献

This paper presents a shift-share decomposition analysis of new firm formation at the three-digit NAICS level in the United States from 1998 to 2003, attributing overall new firm creation, in construction, manufacturing, and service sectors respectively, to three distinct sources, i.e., business cycle, industrial composition, and regional advantage. This research is critical not only because, from a methodological perspective, this is one of the first applications of the shift-share analysis in firm formation and entrepreneurship studies. This research is also significant because it empirically identifies the portion of new start-ups that results exclusively from regional factors, enables researchers and policy makers to uncover the nuanced relations between firm births and regional characteristics, job creation, and economic development, and therefore facilitates effective public policies to promote new businesses and achieve economic success. 相似文献

Unemployment issues, particularly recently, have been the subject of heated rhetoric in Taiwan due to the currently high unemployment
rate in this small open economy. This paper investigates regional unemployment in 23 counties or cities from 1982 to 2004.
Izraeli and Murphy (Ann Reg Sci 37:1–14, 2003) suggested that the Herfindahl index of industrial structure is positively correlated
with the unemployment rate. In this regard, the portfolio theory argues that industrial diversification can only reduce volatility
in the regional labor market. In other words, there is a relatively higher regional unemployment rate during periods of economic
prosperity and relatively lower unemployment rate during periods of economic slowdown. This view is fully confirmed from the
fixed effects model using panel data and the implication is that a comprehensive industrial policy to lower both the unemployment
rate and risk in regional labor markets is critical in Taiwan today. 相似文献

Universities are often viewed as engines of local economic growth that could mitigate rural depopulation. However, university studies might make individuals more prone to move. We explore this issue in a quasi-experiment arising due to a sudden reduction in the number of student places at a regional university in northern Sweden in 1998. We find that the reduction in student places affected both educational choices and long-term migration. Women studied at a university further from home and became more mobile, while men neither studied nor moved. Also, to study at a distant university had a larger impact on migration than studies nearby. This heterogeneity contributes to the understanding of how education affects migration from rural areas. 相似文献

This contribution discusses the theoretical and conceptual implications of asking about the legitimacy of local democracy and the relevance of discussing ‘performance legitimacy’. The role of local government in generating or undermining democratic legitimacy is ambivalent. It is questionable whether there can be something like a genuine legitimacy of local government at all, considering its subordinate and functionalised role in the modern (welfare) state. In the first part of the article, the complexity and controversial status of political legitimacy in general and local government in particular is exposed. It is argued that the effective interplay of justification (giving acceptable reasons for policies) and demonstration (performing successfully by fulfilling promises), which is at the core of generating legitimacy, cannot be deduced from general concepts and fixed in a general model. Generating a self-reinforcing dynamic of public support and linking different dimensions of legitimacy (input, throughput, output) is a matter of reflexive institutionalisation. Being part of a democratic welfare state has provided local governments in Western democracies with a stabilised focus of legitimacy. At the same time, local governments are particularly under pressure to adapt, to innovate and to modernise. Four broader narratives of changing democratic legitimacy sources with respect to local government are discussed. The shift to ‘performance legitimacy’ has to be seen in a wider context of redefining the meaning of (local) democracy as mapped out by the four narratives. 相似文献

Using data from the Damage Assessment Reports from the Civil Defence, the current study investigates the relationship between the damage caused by natural disasters and local development at the municipality level in Ceará state, Brazil. The results show that a better urban and water supply infrastructure, a lower population density, and a higher proportion of own revenues relative to total revenues are associated with smaller disaster damage. However, economic development in terms of GDP per capita exhibits a convex relationship with the impact of natural disasters across municipalities, reflecting the potential decreasing returns of preventive investments due to the highly hazardous environment that involves municipalities. 相似文献

The traditional Dutch rental contract is permanent (i.e. time unlimited), but there are indications that in recent years the number of temporary rental contracts has increased considerably. Dutch housing policy appears to be responding to this by pursuing deregulation of the conditions under which temporary rent is permitted. It is in this regard startling that there is no reliable data available about the size or character of the temporary sector, and it has thus far not attracted any scholarly attention. Given that temporary rent can be viewed as a form of precarisation, a transfer of risk to citizens, with corresponding negative effects on the lives of those involved, it is imperative to close this knowledge gap. This paper is a first attempt to do this. Firstly, I systematically review the scarce evidence that is currently available, and secondly, I explore why the rise of temporary rent has thus far failed to stimulate any social debate; it appears to constitute a silent precarisation that contrasts with the politically sensitive issue of labour precarisation. In doing so, I will identify the research questions that must be answered if the significance of this process for both tenants and wider welfare-state restructuring is to be fully understood. 相似文献

‘Residential restrictions’ were widely used in North American cities prior to the development of more comprehensive zoning schemes. This paper examines the use of restrictive by-laws to control the spread of apartment housing in two Canadian cities, Toronto and Winnipeg, prior to World War II. In both cities apartment-house booms in the early 1910s and late 1920s were perceived as threatening the growth of suburban homeownership. Drawing on newspaper reports, council records and correspondence, as well as more quantitative local government records, it is argued that the apparently ‘populist’ anti-apartment regulations in Toronto were actually more flexible and more favourable to developers than less extensive, but more rigid by-laws in Winnipeg. In both cities, the application of regulations both reflected and created distinctive social geographies. The paper indicates the need to focus on how residential restrictions were implemented on the ground as much as on debates surrounding the formulation of policy or the passage of legislation. 相似文献
