This paper addresses the impacts of climate change on forest fires and describes how this, in turn, will impact on the forests of the United States. In addition to reviewing existing studies on climate change and forest fires we have used two transient general circulation models (GCMs), namely the Hadley Centre and the Canadian GCMs, to estimate fire season severity in the middle of the next century. Ratios of 2 x CO2 seasonal severity rating (SSR) over present day SSR were calculated for the means and maximums for North America. The results suggest that the SSR will increase by 10-50% over most of North America; although, there are regions of little change or where the SSR may decrease by the middle of the next century. Increased SSRs should translate into increased forest fire activity. Thus, forest fires could be viewed as an agent of change for US forests as the fire regime will respond rapidly to climate warming. This change in the fire regime has the potential to overshadow the direct effects of climate change on species distribution and migration.  相似文献

Drought in the Western U.S. has elevated the need for innovative water pricing. We describe two utilities whose novel pricing structures reflect water availability and reasonable use expectations. One has a physical basis of water rights, landscape water needs, and irrigated area; the other has a hydrologic basis of an annual water supply forecast. Both utilities charge users tiered (increasing block) rates for an adjustable water allotment. The rates have proved hydrologically beneficial, socially equitable, and financially sustainable during the drought, suggesting that water pricing can be an effective policy tool for responsive water management.  相似文献

While the goals of sustainability and resilience look to the health and function of the system, a new criterion, relationality, focuses relationship and the degree of connectedness, social and otherwise, among persons (and even nonhuman others). It is founded upon an ethic of care that posits that no one is left alone, and that society must place a primary focus on the most vulnerable. This is particularly relevant when considering how cities are beginning to deal with increasingly frequent and severe weather events due to climate change. The idea of relationality is contrasted with the social and political isolation that exacerbates the effects of extreme events on the most vulnerable. The article ends with a discussion around how we might envision and craft the relational city and how this ideal responds to the challenge of climate change and extreme weather.  相似文献

We study the relationship between average temperatures and electricity consumption in Portugal. Control variables include electricity prices and the economic activity. Our results indicate that there is U-shaped relationship between temperature and electricity consumption. While changes in average temperature do not affect electricity consumption by a large extent, extreme temperatures have stronger impacts. Given the mild weather in Portugal, electricity demand has not changed significantly over the last decades. Larger impacts can only be expected if extreme weather events become more frequent. Our results show the importance of considering country specificities in the analysis and of comparing several model specifications.  相似文献

News coverage of climate change has increased in the English‐speaking industrialised countries since 2005. The development of news coverage, especially in the United States, has been widely studied. Knowledge of the development and contents of climate debate in other languages than English is sparse. Cyanobacteria are the Earth’s oldest (∼3.5 bya) oxygen evolving organisms, and they have had major impacts on shaping our modern-day biosphere. Conversely, biospheric environmental perturbations, including nutrient enrichment and climatic changes (e.g. global warming, hydrologic changes, increased frequencies and intensities of tropical cyclones, more intense and persistent droughts), strongly affect cyanobacterial growth and bloom potentials in freshwater and marine ecosystems. We examined human and climatic controls on harmful (toxic, hypoxia-generating, food web disrupting) bloom-forming cyanobacteria (CyanoHABs) along the freshwater to marine continuum. These changes may act synergistically to promote cyanobacterial dominance and persistence. This synergy is a formidable challenge to water quality, water supply and fisheries managers, because bloom potentials and controls may be altered in response to contemporaneous changes in thermal and hydrologic regimes. In inland waters, hydrologic modifications, including enhanced vertical mixing and, if water supplies permit, increased flushing (reducing residence time) will likely be needed in systems where nutrient input reductions are neither feasible nor possible. Successful control of CyanoHABs by grazers is unlikely except in specific cases. Overall, stricter nutrient management will likely be the most feasible and practical approach to long-term CyanoHAB control in a warmer, stormier and more extreme world.  相似文献

This paper presents a technique termed ‘pushdown analysis’ that can be used to investigate the robustness of building systems by computing residual capacity and establishing collapse modes of a damaged structure. The proposed method is inspired by the pushover method commonly used in earthquake engineering. Three variants of the technique, termed uniform pushdown, bay pushdown and incremental dynamic pushdown, are suggested and exercised using nonlinear analysis on 10-story steel moment frames designed for moderate and high levels of seismic risk. Simulation results show that the frame designed for high seismic risk is more robust than the corresponding one designed for moderate seismic risk. The improved performance is attributed to the influence of seismic detailing, specifically, the presence of reduced beam sections and stronger columns. It is shown that the dynamic impact factors associated with column removal are significantly lower than the commonly used value of 2.0 and are in line with lower values in the guidelines recently proposed by the US Department of Defense. The study suggests that seismic ‘fuses’ can play a role in the design for robustness and a discussion of the implications of this observation is provided.  相似文献

One of the most discernible impacts of climate change is the increasing severity and unpredictability of extreme weather conditions. Small island developing states are particularly vulnerable to these conditions, with one of the impacts being on energy supplies due to damaging energy infrastructure, resulting in power outages and economic losses. Drawing on resilience theory to frame the discourse, we present an updated overview of how island energy infrastructures have been and continue to be negatively impacted. This same framework also provides a lens through which we identify the challenges involved in recovery, rebuilding and returning energy security in these contexts.  相似文献
