The energy dependency of Slovenia is high (52.1%), but it is a little lower than the average energy dependency in the EU 27 (53.8%). Slovenia imports all its petroleum products and natural gas and partly coal and electricity. The energy intensity of Slovenia is higher by about 50% than the average in the EU 27. The target of the EU Directive on energy end-use efficiency and energy services adopted in 2006 is to achieve a 9% improvement of EE (energy efficiency) within the period 2008-2016. The new target of the EU climate and energy package “20-20-20 plan” is a 20% increase in EE by 2020. Since 1991 the Slovenian government has been supporting energy efficiency activities. The improvement of EE was one of the targets of strategic energy documents ReSROE (Resolution on the Strategy of Use and Supply of Energy in Slovenia from 1996 and ReNEP (Resolution on the National Energy Programme) from 2004 adopted by the Slovenian National Assembly (Parliament) in previous years. The Energy Act adopted in 1999 defines the objective of energy policy as giving priority to EE and utilization of renewable energy sources. The goals of the “National Energy Action Plan 2008-2016 (NEEAP)” adopted by the Slovenian government in 2008 include a set of energy efficiency improvement instruments in the residential, industrial, transport and tertiary sectors. The target of the NEEAP is to save final energy in the 2008-2016 period, amounting to at least 4261 GWh or 9% of baseline consumption. The indicators of energy efficiency trends show considerable improvement in the period from 1998 to 2007. The improvement of EE was reached in all sectors: manufacturing, transport and households. The paper analyses the structure, trends of energy consumption and energy efficiency indicators by sectors of economic activity. A review of energy efficiency policy and measures is described in the paper.  相似文献

This article examines the future role of energy efficiency as a resource in the Western US and Canada, as envisioned in the most recent resource plans issued by 16 utilities, representing about 60% of the region’s load. Utility and third-party-administered energy-efficiency programs proposed by 15 utilities over a 10-year horizon would save almost 19,000 GWh annually, about 5.2% of forecast load. There are clear regional trends in the aggressiveness of proposed energy savings. California’s investor-owned utilities (IOUs) had the most aggressive savings targets, followed by IOUs in the Pacific Northwest, and the lowest savings were proposed by utilities in Inland West states and by two public utilities on the West Coast. The adoption of multiple, aggressive policies targeting energy efficiency and climate change appears to produce sizeable energy-efficiency commitments. Certain specific policies, such as mandated energy savings goals for California’s IOUs and energy-efficiency provisions in Nevada’s Renewable Portfolio Standard, had a direct impact on the level of energy savings included in the resource plans. Other policies, such as revenue decoupling and shareholder incentives and voluntary or legislatively mandated greenhouse gas emission reduction policies, may have also impacted utilities’ energy-efficiency commitments, though the effects of these policies are not easily measured. Despite progress among the utilities in our sample, more aggressive energy-efficiency strategies that include high-efficiency standards for additional appliances and equipment, tighter building codes for new construction and renovation, as well as more comprehensive ratepayer-funded energy-efficiency programs are likely to be necessary to achieve a region-wide goal of meeting 20% of electricity demand with efficiency in 2020.

Energy savings certificates (ESCs) are potentially a major tool that can be used by regulators and policy makers in reducing greenhouse gas (GHG) emissions. In this paper, we present our findings on the experience to date with ESCs, outline potential program opportunities in the US, and conclude with our perspective on how to proceed with the use of ESCs, particularly as a component of GHG reduction programs.  相似文献

In this paper, the useful concept of energy and exergy utilization is analyzed, and applied to the boiler system. Energy and exergy flows in a boiler have been shown in this paper. The energy and exergy efficiencies have been determined as well. In a boiler, the energy and exergy efficiencies are found to be 72.46% and 24.89%, respectively. A boiler energy and exergy efficiencies are compared with others work as well. It has been found that the combustion chamber is the major contributor for exergy destruction followed by heat exchanger of a boiler system. Furthermore, several energy saving measures such as use of variable speed drive in boiler's fan energy savings and heat recovery from flue gas are applied in reducing a boiler energy use. It has been found that the payback period is about 1 yr for heat recovery from a boiler flue gas. The payback period for using VSD with 19 kW motor found to be economically viable for energy savings in a boiler fan.  相似文献

Owing to the rapid development of economy and the stable improvement of people's living standard, central air conditioning units are broadly used in China. This not only consumes large energy, but also results in adverse energy-related environmental issues. Energy efficiency standards are accepted effective policy tools to reduce energy consumption and pollutant emissions. Recently, China issued two national energy efficiency standards, GB19577-2004 and GB19576-2004, for vapor compression central air conditioning units for the first time. This paper first reviews the two standards, and then establishes a mathematic model to evaluate the potential energy savings and environmental impacts of the standards. The estimated results indicate implementing these standards will save massive energy, as well as benefit greatly to the environment. Obviously, it is significant to implement energy efficiency standards for central air conditioning units in China.  相似文献

Departing from the concept of rational use of energy, the paper outlines the microeconomics of end-use energy saving as a result of frugality or efficiency measures. Frugality refers to the behaviour that is aimed at energy conservation, and with efficiency we refer to the technical ratio between energy input and output services that can be modified with technical improvements (e.g. technology substitution). Changing behaviour from one side and technology from the other are key issues for public energy policy. In this paper, we attempt to identify the effects of parameters that determine energy saving behaviour with the use of the microeconomic theory. The role of these parameters is crucial and can determine the outcome of energy efficiency policies; therefore policymakers should properly address them when designing policies.  相似文献

Energy consumption and energy intensity reduction opportunities are quite different from one enterprise to another. It is necessary to understand how much energy is used at individual enterprise, where the most energy is consumed and what the best opportunities are to invest in energy efficiency. Auditing energy efficiency was recently undertaken in one of the top 1000 largest Chinese enterprises. The objectives of this paper are to fill a gap in the literature of auditing energy efficiency for a Chinese manufacturing enterprise and to share the audited energy efficiency results. This paper concludes that if the enterprise invests USD 1.9 million to improve energy efficiency, the investment will be recovered in about 18 months. The net present value of the investment would be about USD 9.8 million at a discount rate of 12%. The investment will reduce a large amount of energy consumption at the enterprise based on its figures in 2008, including 15% of electricity, 40% of fuel oil, and 54% of diesel. Carbon reduction is also very cost-effective. Investment of one dollar in the enterprise will help cut carbon emission by 7.95 kg per year and generate $5.3 net revenue in the economic lifetime of the invested technology.  相似文献

In the recent years, India has emerged as one of the fast growing economies of the world necessitating equally rapid increase in modern energy consumption. With an imminent global climate change threat, India will have difficulties in continuing with this rising energy use levels towards achieving high economic growth. It will have to follow an energy-efficient pathway in attaining this goal. In this context, an attempt is made to present India's achievements on the energy efficiency front by tracing the evolution of policies and their impacts. The results indicate that India has made substantial progress in improving energy efficiency which is evident from the reductions achieved in energy intensities of GDP to the tune of 88% during 1980–2007. Similar reductions have been observed both with respect to overall Indian economy and the major sectors of the economy. In terms of energy intensity of GDP, India occupies a relatively high position of nine among the top 30 energy consuming countries of the world.  相似文献

Community housing in Australia provides a range of rental options to low-to-moderate income tenants ranging from short-term crisis accommodation to long-term housing. Most community housing providers rely on rental income as their major source of recurrent funding and the rents are often set to a low percentage of the tenants’ income. Therefore, these not-for-profit organizations have to operate within very stringent budgets. Tenants in community housing may also have special needs. Their energy consumption are relatively high, as they spend long hours in their homes. They are therefore particularly vulnerable to increasing energy prices, and in need of the most assistance in reducing these living costs. This paper researches the status of energy use and the needs of the community housing to reduce the energy and water consumption. There appear to be ample opportunities for water and energy efficiency improvement in community housing, e.g. insulation, more energy efficient hot water systems, etc. However, the organizations lack of time, knowledge, fund and expertise to improve energy efficiency makes it hard and thus create a room for the Government to take initiates to reduce carbon from this sector.  相似文献

For the Chinese industry as the mainstay of the national economy and dominant energy user and carbon emitter, an integrative assessment is performed from major energy policy perspectives of energy security, energy efficiency and carbon emission. Extensive systems indicators, including oil dependence ratio, average oil growth rate; indices of energy diversity, of carbonization and of oil growth risk; ratios of energy use to output, to value added and to compensation for laborers; ratios of carbon emission to output, to value added and to compensation for laborers, are devised to assess the Chinese industry 2002–2007 with most recent statistics availability. Combined indicators are identified by sparse principle component analysis to characterize sector performances. The industrial sectors are classified into five clusters and the main features of each cluster are pinpointed using fuzzy clustering algorithm. Concrete results facilitate comparisons of sectors to enable more accurate policy recommendations.  相似文献

This paper discusses energy consumption, building development and building energy consumption in China, and points that energy efficiency management and maintenance of large-scale public buildings is the breakthrough point of building energy saving in China. Three obstacles are lack of basic statistics data, lack of service market for building energy saving, and lack of effective management measures account for the necessity of energy efficiency supervision for large-scale public buildings. And then the paper introduces the supervision aims, the supervision system and the five basic systems’ role in the supervision system, and analyzes the working mechanism of the five basic systems. The energy efficiency supervision system of large-scale public buildings takes energy consumption statistics as a data basis, Energy auditing as a technical support, energy consumption ration as a benchmark of energy saving and price increase beyond ration as a price lever, and energy efficiency public-noticing as an amplifier. The supervision system promotes energy efficiency operation and maintenance of large-scale public building, and drives a comprehensive building energy saving in China.  相似文献

Venezuela's vast natural resource base has largely shaped the nation's economic and energy-use patterns. Major opportunities exist for improving the efficiency of energy use in Venezuela and, consequently, restraining the growth of energy-related carbon emissions. This paper presents a detailed report of one potential development path for Venezuela and estimates the ensuing levels of energy demand and CO2 emissions associated with pursuing this path through the year 2025. The results indicate that by adopting a development strategy that incorporates structural changes in the economy, fuel-switching measures and improved end-use efficiencies, Venezuela can introduce energy efficiency and carbon restraints as part of its economic development process.  相似文献

The reduction of air-conditioning energy consumptions is one of the main indicators to act on when improving the energy efficiency in buildings.In the case of advanced technological buildings, a meaningful contribution to the thermal loads and the energy consumptions reduction could depend on the correct configuration and management of the envelope systems. In recent years, the architectural trend toward highly transparent all-glass buildings presents a unique challenge and opportunity to advance the market for emerging, smart, dynamic window and dimmable daylighting control technologies (Lee et al., 2004).A prototype dynamic glazing system was developed and tested at ITC-CNR; it is aimed at actively responding to the external environmental loads. Both an experimental campaign and analyses by theoretical models were carried out, aimed at evaluating the possible configurations depending on different weather conditions in several possible places. Therefore, the analytical models of the building-plant system were defined by using a dynamic energy simulation software (EnergyPlus).The variables that determine the system performance, also influenced by the boundary conditions, were analysed, such as U- and g-value; they concern both the morphology of the envelope system, such as dimensions, shading and glazing type, gap airflow thickness, in-gap airflow rate, and management, in terms of control algorithm parameters tuning fan and shading systems, as a function of the weather conditions.The configuration able to provide the best performances was finally identified by also assessing such performances, integrating the dynamic system in several building types and under different weather conditions.The dynamic envelope system prototype has become a commercial product with some applications in façade systems, curtain walls and windows.The paper describes the methodological approach to prototype development and the main results obtained, including simulations of possible applications on real buildings.  相似文献

This paper presents and evaluates methods of improvement of energy utilization and reduction of energy cost in conventional unpeeled longan drying. Existing dryers were modified into a new dryer arrangement. Performance in terms of specific energy utilization, thermal efficiency and operating cost indices for both traditional and new designs was evaluated. Results showed that the modified dryer yielded an average thermal efficiency of 0.35, compared to 0.29 for the existing dryer. For the same mass of dried longan produced, specific energy utilization and fuel cost were reduced by more than 16% and 80%, respectively. The improvement was attributed to fuel switching from liquefied petroleum gas to wood, heat recovery via hot air recirculation, better temperature and humidity control, and thermal insulation. The new dryer with improved design and better energy efficiency was estimated to have payback period less than 3 years.  相似文献

The Italian white certificates scheme took effect in January 2005. The command and control component of the scheme, i.e., the energy efficiency obligation, was introduced with the implementation of the first European directives on the liberalization of the electricity and natural gas market (Ministero dell’Industria, del commercio e dell’artigianato. Legislative Decree of 16th March 1999, n.79, 1999; Ministero dell’Industria, del commercio e dell’artigianato. Legislative Decree of 23rd May 2000, n. 164, 2000), in the form of a public service obligation (PSO) raised on distribution companies. The market-based component, the trading of energy efficiency certificates (EECs), was introduced by the government in mid-2001, together with the definition of the level of the obligation and of the other elements of the policy package. In the following three years the regulatory authority for electricity and gas (AEEG) designed the implementing technical and economic regulation governing the system through an extensive public consultation. During the same period, a revision of some of the basic elements of the scheme was also carried out, in order to take into account some institutional changes (i.e., new shared responsibilities between the federal government and regional administrations in the energy policy field), as well as some improvements suggested by the regulator. In December 2007, some components of the mechanism were updated on the basis of the results achieved and of the critical issues that emerged during its implementation (Ministero delle Attività Produttive (MSE). Measuring energy efficiency is crucial when planning energy reduction policies. However, decision makers are understandably reluctant to act in the absence of solid data and results supporting a policy position. This paper proposes a methodology to measure the energy efficiency of farms based on the Data Envelopment Analysis (DEA) approach. In a manner similar to the cost framework, we decompose energy efficiency measurements into technical and allocative efficiencies in energy contents of inputs. In this study, we replace input prices used in traditional economic efficiency measurements by their energy content. We use the energy efficiency model to explore the optimal input-mix that produces the current outputs at minimum energy-consumption. We demonstrate that this decomposition can help policy makers design accurate energy policies. However, the uncertainty of the data and, more particularly, the energy content of the inputs leads us to recommend using the methodologies to calculate the bounds of efficiency to obtain more plausible and robust results. Based on our analysis, energy efficiency is not a fixed value, and policy-makers should consider it with caution. We use a 2007 database of French farms specialised in field crops for empirical illustration.  相似文献

There is an increasing political pressure on the city planning to create more energy efficient city plans. Not only do the city plans have to enable and promote energy efficient solutions, but it also needs to be clearly assessed how energy efficient the plans are. City planners often have no or poor know how about energy efficiency and building technologies which makes it difficult for them to answer to this need without new guidelines and tools. An easy to use tool for the assessment of the energy efficiency of detailed city plans was developed. The aim of the tool is for city planners to easily be able to assess the energy efficiency of the proposed detailed city plan and to be able to compare the impacts of changes in the plan. The tool is designed to be used with no in-depth knowledge about energy or building technology. With a wide use of the tool many missed opportunities for improving energy efficiency can be avoided. It will provide better opportunities for sustainable solutions leading to less harmful environmental impact and reduced emissions.  相似文献

This paper explores two linked theses related to the role energy in economic development, and potential sources of increased energy efficiency for continued growth with reduced greenhouse gas (GHG) emissions. The first thesis is that, while reduced GHG emissions are essential for long-term global sustainability, the usual policy recommendation of increasing energy costs by introducing a carbon tax may be relatively ineffective under current market structures and have an unnecessarily adverse impact on economic growth. Our second thesis is that there exists a practical near-term strategy for reducing GHG emissions while simultaneously encouraging continued technology-driven economic growth. Moreover, this strategy does not require radical new technologies, but rather improved regulation or—more precisely—better deregulation of the electric power sector.  相似文献
