The Japanese point of view on the ISO 9000 standards

On the whole, Japanese quality management sits rather uneasily with a certification system based on ISO standards. This is because, whereas the certification system is constructed from the purchaser's standpoint, the main stream of Japanese quality activities is from the supplier's standpoint. However, the ISO system has many advantages also for suppliers, and reassessing Japanese quality management in comparison with ISO standards and reconstructing it on the firm foundation which these standards provide, Japanese quality management will be raised to even higher levels internationally.     

The effect of ISO 9000 implementation on flow management

This study proposes an innovative flow management system that includes product (product and logistics) and process (human, information and decision) flow management. We identify three levels of ISO 9000 implementation (basic, advanced and supportive) as enablers, and operational performance as the outcome. The model was tested using the data-set collected from 133 ISO 9001 certified manufacturing companies in Australia. The results show that advanced implementation is positively related to both product and process flow management; supportive implementation is only positively related to process flow management while basic implementation has no significant effect on either product or process flow management. The results also show that both product and process flow management are positively related to operational performance. This study provides managerial guidelines for companies that wish to improve their innovation capabilities through ISO 9000 implementation and flow management. It also contributes to the ISO 9000 and flow management literature.

Survey of the annual technical reports on the industrial property information activities of IP offices in the year 2001

The activities in the year 2001 of some 46 intellectual property offices and organizations worldwide in the field of patent, trademark and industrial design information are summarized, based on the Annual Technical Reports (ATRs) provided by those offices and organizations. The summary for each country commences with filing statistics, followed by the most relevant, new features of their information activities. Both the filing and information activities vary enormously.The author concludes, inter alia, that

1. In most industrialised countries as well as some of the emerging countries, the number of IP rights applications continued to increase.

2. The granting/registration procedures have not kept up in many IP Offices with this increased number of applications.

3. Work on systems permitting electronic filing of applications, correspondence and fee payment is continuing at a great pace.

4. CD-ROM, DVD and the Internet are now the major vectors for disseminating IP information.

5. The value of the ATRs, and their chronological and geographical comparisons, is increasingly limited by the absence of many ATRs each year and the repetition of information already provided in previous ATRs.

The effectiveness of the ISO 9001 quality management system and its influential critical factors in Greek manufacturing companies

The purpose of the study is firstly, to empirically validate the conceptual structure of the effectiveness of the ISO 9001 quality management system (QMS) in manufacturing companies and secondly, to determine the critical factors that have a significant impact on the QMS’s effectiveness. A research study was carried out through a structured questionnaire in a sample of 163 ISO 9001 certified Greek companies. Exploratory and confirmatory factor analyses are applied to extract and validate latent constructs, while their relationships are determined through structural equation modelling. The analyses confirm the conceptual factorial structure of the ISO 9001 QMS’s effectiveness which consists of three dimensions – the ISO 9001 objectives (prevention of non-conformities, continuous improvement and customer satisfaction focus). The analysis also confirms the five dimensions of the critical factors for ISO 9001 QMS effectiveness identified in the literature (internal motivation, external environment pressure, company attributes, employee attributes and quality system attributes). However, only the company internal motivation, company attributes and employee attributes have a significant impact on the ISO 9001 QMS’s effectiveness.

A study on the critical factors of ISO 9001:2000 and organizational performance of Indian manufacturing firms

This study explores the critical factors of ISO 9001:2000 and investigates the effect of ISO certification on organizational performance, as perceived by the management. In order to gain more insight into the investigation, the study also analyses the relationship between the firm attributes and the critical factors, as well as the relationship between firm attributes and the indicators of organizational performance.     

The individual effects of total quality management on customers,people and society results and quality performance in SMEs

The aim of this paper is to test the individual effects of total quality management (TQM) on customer results, people results, society results and quality performance in a small‐ and medium‐sized enterprise (SME) context. The research is based on information from 85 ISO 9000 certified SMEs in Spain. A number of regression analyses are applied in order to examine the impact of TQM on these four results and identify which factors of TQM have the greatest effect. After analysing the survey data, 10 SMEs were randomly selected for individual visits, in order to check the results. The results show that TQM may improve customer results, people results, society results and quality performance. TQM factors related to training and specialist training are showed to be the most significant predictors of quality outcomes. Automated quality management systems in the electronics factory of the future

The majority of discussions about the need for factory automation centre on productivity gains as the major justification. All too often the improvement of quality is forgotten or relegated to being an afterthought. This paper discusses reasons why quality should be a prime justification, and how the management of quality is likely to be achieved in an integrated electronics factory.     

The use of expert systems in total quality management: An exploratory study

This paper explores the potential for the use of expert systems in total quality management (TQM). The study was carried out under the auspices of the first multi-company programme of research into TQM. Among the findings are that it is feasible to run expert systems on personal (and other) computers in order to assist with aspects of TQM such as statistical process control, quality costing, goods receiving, corrective action procedures, supplier development, quality function deployment and field failure analysis, and that the potential application of expert systems to TQM was received with some degree of enthusiasm by the personnel with whom the concept was discussed. It is also pointed out that the most difficult task in producing an expert system is acquisition of knowledge, and that knowledge elicitation can be facilitated by use of the quality assurance mapping technique—Q-MAP.

产品设计过程中非模型信息管理方法与管理系统

为了实现产品设计过程中各类非模型交互信息的有效记录与管理,提出了一种面向设计人员的非模型信息管理方法。为准确、客观和全面地记录设计信息,采用多样化信息载体工具对设计信息进行可视化描述,实现模型信息和非模型信息的集成管理与共享。将该方法无缝集成到产品设计软件平台和信息记录与管理软件中,开发出一套产品设计非模型信息管理系统,实现产品设计与信息管理的一体化。实例研究结果表明,设计人员通过该管理系统可实时查阅、描述和管理产品设计过程中产生的各类非模型信息,并能实现信息的自动分类与保存。研究表明所提出的管理方法和管理系统能够实现产品设计过程中非模型信息的有效管理,提高了其使用价值和产品的设计质量。     

The moderating effect of slack resources on the relation between quality management and organisational learning

Recent literature in the field of strategic management suggests that firms must learn to combine internal competencies and resources in order to achieve competitive advantages. This paper examines how firms employ slack resources to enhance the relationship between quality management (QM) and organisational learning to obtain sustainable competitive advantages. The findings use empirical data gathered from 202 quality managers to support the hypotheses that: (1) there is a strong connection between organisational learning and QM; and (2) the relation between organisational learning and QM is moderated by slack resources.     

The evolution of the natural disaster management system in Taiwan

Abstract

Taiwan is vulnerable to many natural hazards that cause major economic losses. This paper examines the evolution of the natural disaster management system in Taiwan and finds that this system has progressed from an ad‐hoc agency to a full government agency and the evolution had very strong relationship with the occurrence of mass disasters at that time. The first fundamental disaster management law‐the Disaster Prevention & Response Act (DPRA) was promulgated in 2000. It especially encourages the application of hazard mitigation technologies to reduce disaster losses. However, the operation of the disaster management system has continued to experience many problems in the past five years. Much still remains to be done to develop a mature disaster management system in Taiwan.

ISO 9000质量管理体系认证审核工作在中等职业学校推行,对中职学校的发展起到了重要的促进作用.研究中职学校在质量管理体系建立和运行过程中经常会出现哪些问题及对策,具有非常重要的现实意义.本文通过对武汉市10所已经通过ISO 9001标准认证的中等职业学校的问卷调查,以及已通过ISO 9001标准审核的10所国家级重点中等职业学校不符合项的统计分析,总结出中等职业学校建立和实施ISO 9000族质量管理体系所面临的问题,并针对问题提出相应的对策,希望对有关人员有所启迪.
