加快发展农业和农村信息化积极推进社会主义新农村建设——在推进社会主义新农村建设工作会议上的报告

这次工作会议是在信息产业“十一五”规划开局，各地加快社会主义新农村建设的新形势下召开的。这次会议的主要任务是，贯彻党的十六大和十六届五中全会精神，落实中央提出的建设社会主义新农村重大历史任务，部署信息产业部推进社会主义新农村建设的有关工作，调动全行业的积极性，共同推进农业和农村信息化，加快社会主义新农村建设。     

观点：没有信息化，就没有社会主义新农村的“新”

推进农村信息化对于建设社会主义新农村具有重大意义，这首先表现为信息化体现了社会主义新农村的时代特征。没有信息化，就没有社会主义新农村的“新”。     

探索运营商拓展农村市场的切入点

从外部环境来看，国家的各项政策为推进农村通信及信息化奠定了基础。党的十六届血中全会提出了建设社会主义新农村的重大历史任务。中共中央、国务院《关于推进社会主义新农村建设的若干意见》、《2006～2020年国家信息化发展战略》等有关文件，为做好当前和今后5～15年的农业信息技术应用工作指明了方向。信息产业部据此出台《关于推进社会主义新农村建设工作的意见》，对推进信息产业服务“三农”及推进社会主义新农村建设做出了具体部署。     

“低成本推进农村信息化现场研讨会”

4月29日至30日，由中国信息协会主办，由中国信息界杂志社与北京市平谷区政府联合组织的“低成本推进农村信息化现场研讨会”在北京市平谷区举办。这次会议，是今年中央1号文件中共中央国务院《关于积极发展现代农业扎实推进社会主义新农村建设的若干意见》颁布后，贯彻落实以信息化推进社会主义新农村建设的一次重要会议。     

"一号文件"推进农业信息化

2月21日，新华社播发了《中共中央国务院关于推进社会主义新农村建设的若干意见》。《意见》是继2004年以来，中央连续第三年制定的推动“三农”工作的“一号文件”。该文件下发后，必将在全国掀起一股建设社会主义新农村的热潮：在这股热潮中，农民、农业、农村将释放出各种信息服务的诉求、网络基础建设的需求和信息化推进的意愿。     

北京地区务实推进农村信息化

日前，“北京市通信管理局、怀柔区怀北镇龙各庄村新农村建设共建协议签字仪式”在龙各庄村村委会隆重举行。北京管局副局长郭克利和怀北镇、龙各庄各级领导以及北京网通．北京电信、北京移动、北京联通和北京铁通五大运营商主管业务副总经理出席了签字仪式。自此，由政府搭台，贯彻落实中央一号文件精神，积极推进社会主义新农村建设的工作在北京地区全面展开。     

农业信息化工作重点及5大趋势

多年来，农业部在党中央、国务院的正确领导下，在有关部门的大力支持下，始终把加强农业信息化建设作为推进现代农业和社会主义新农村建设、强化“经济调节、市场监管和公共服务”能力的一件大事来抓，积极会同社会各方力量，创造性地开展面向“三农”的信息服务，开创了全国农业信息工作的良好局面。     

关于农村信息化建设问题的思考

我国是一个农村人口占68％的农业大国，“三农”问题在我国未来发展中具有十分重要的战略意义。推进社会主义新农村建设，是解决“三农”问题的重大举措，也是中国现代化进程中的重大历史任务。农村信息化建设是社会主义新农村建设的重要内容。农村信息化是利用信息技术促进农村经济和社会发展的过程，主要包括农村行业信息化、农村行政管理信息化、农村生活消费信息化和农村社会资源管理信息化等内容。

党的十六届五中全会提出了建设社会主义新农村这一重大历史任务，并将其列为“十一五”期间发展的十大方略之首，反映了党中央对“三农”问题的高度重视。《中共中央、国务院关于推进社会主义新农村建设的若干意见》中明确指出，“要积极推进农业信息化建设，充分利用和整合涉农信息资源，强化面向农村的广播电视电信等信息服务，重点抓好‘金农’工程和农业综合信息服务平台建设工程”。

“三农问题”一直备受党和政府的高度重视，“中共中央，国务院关于推进社会主义新农村建设的若干意见》中明确提出，要积极推进农业信息化建设，充分利用和整合涉农信息资源，强化面向农村的广播电视电信等信息服务。实现江西在中部地区崛起、全面建设小康社会，重点在农村，难点在农村，关键在农村。通信作为农村重要的基础设施，在建设社会主义新农村中发挥着不可替代的作用。因此，如何贯彻“中共江西省委江西省人民政府关于推进社会主义新农村建设的实施意见》，按照孟建柱书记多为农民群众办实事，办好事的要求，以信息化带动农村跨越式发展，是通信业在助推信息化建设中的一个重要课题。     

Advancing step by step

Restoring movement to paralyzed limbs by means of electrical stimulation has been a research goal for over 30 years. 基于多代理的分步签名方案

首先对数字证书认证机制进行安全性分析,并结合RSA签名算法的自身特点和先验式秘密共享机制的发展现状提出了一种基于多代理的分步签名方案。该方案一方面解决了离线签名的效率问题,另一方面解决了传统签名的安全问题。最后结合分步签名的实现论证了方案的可行性。

Improvements in step stress tests

In this paper Monte Carlo simulation results of step stress tests are analyzed. It considers the Weibull distribution as the model of constant stress, and as acceleration model the Inverse Power Law. Simulated regular and irregular ladders results are compared from the point of view of the precision of the calculated values and the time consumption of the tests.It is concluded that the use of adequate irregular ladders enables design improvement of step stress tests.

Surface wave scattering by a step

The Wiener-Hopf technique is used to study the scattering of a surface wave which is incident upon the junction of two semi-infinite planes joined together by a step of heighta. Both the planes as well as the step have a normalized surface reactanceX, which supports the surface wave. The expression for the scattered field contains a series of unknown constants which require numerical solution. Graphs of the transmission and reflection coefficients for normalized reactances of 0.1 and 0.5 are presented for a step height of less than haft a wavelength.

Backward-wave interaction using step periodic structures

Periodicities introduced into hollow waveguides with step and turn symmetry are shown to have characteristics useful for backward-wave interaction in microwave electron tubes. Using Floquet's theorem, it is shown that the modes of a hollow waveguide can be shifted in phase over one period of the structure. Interaction with the shifted backward-wave mode is then possible over a range of frequencies. A gyrotron backward-wave oscillator is particularly suited to this structure; the interaction could be magnetically tuned over a range of frequencies, while a low phase constant is maintained. A lower phase constant allows the electron beam to interact coherently with the backward wave over longer distances, since any velocity spread in the electron beam forces some of the electrons to be out of step with the backward wave, thus reducing efficiency. A solid waveguide has the added advantages of being easily built for high frequencies and rugged for high temperatures.     

Digital-only PLL with adaptive search step

In this paper, an all-digital phase-locked loop (PLL) with adaptively controlled up/down counter serves as the loop filter is presented, and it is implemented on a field-programmable gate array. The detailed circuit of the adaptive up/down counter implementing the adaptive search algorithm is also given, in which the search step for frequency acquisition is adaptively scaled down in half until it is reduced to zero. The phase jitter of the proposed PLL can be lowered, yet keeping with fast lock-in time. Thus, the dilemma between the low phase jitter and fast lock-in time of the traditional PLL can be resolved. Simulation results and circuit implementation show that the locked count, phase jitter and lock-in time of the proposed PLL are consistent with the theoretical predictions.
