Mass housing in Lisbon: sometimes it works

Unlike some European countries, high-rise housing estates have been quite neglected within the Portuguese research agenda. This is partially explained by one of its main national specificities: as many of these estates were developed by the private sector, their major target was the broad spectrum of the middle classes. Therefore, it was not identified as a research priority in the same way as social or illegal housing. Nevertheless, as an emblematic housing type of Lisbon’s suburbanisation that boomed in the (1974) Revolution period, its longitudinal study is an important tool to further knowledge of the social and urban history of contemporary Portugal. This article explores high-rise housing in Portugal (the context of its appearance, development and specificities) through the study of a paradigmatic case: Portela in the north periphery of Lisbon. This case is a contrast with the most visible trajectory of high-rise estates, marked by decay and embraced by stigma: therefore the article also focuses on analysing the factors, dynamics and indicators of its positive trajectory. Here, the analysis explores the context in which the estate developed, the social profile of its inhabitants, their perceptions of it and their daily-life practices by means of both quantitative and qualitative research methodologies.

Finding locations for public service centres that compete with private centres: Effects of congestion

We propose a locational model for public service centres when they compete with private centres. Customers may be captured by the centre offering shorter distance or lower waiting times. Both types of centres provide paid services to high-income customers, and public centres also provide subsidised services to low-income customers. Equilibrium must be found in public centres between low-income population coverage and high-income population capture. Urban form and planning in Lisbon and Oporto

The paper presents a critical review of the most influential planning policies on the evolution of the urban forms of the two largest Portuguese cities, Lisbon and Oporto, since the second half of the nineteenth century to the present day. The authors approach the planning processes of the most relevant territorial expansions of these cities through a systematic analysis of the main municipal plans produced in this historical period. The analysis of the strategic goals of each planning document, corresponding implementation practices, and the effective achievements of each plan in the reshaping of existing and construction of new urban spaces, provides enough evidence to support the conclusion that, overall, planning policies were able to generate far greater and lasting impacts on the urban fabric of the city of Lisbon than on the urban fabric of Oporto. It is argued that in the first part of the timeframe covered by this research, the main differences in the output of the two local planning systems under analysis, as far as urban form is concerned, were due largely to the lack of a strategic and ambitious vision for Oporto. In the second part, the availability of larger technical and financial resources seemed decisive in explaining the profound changes operated in the urban form of Lisbon.

An evaluation of urban regeneration: the effectiveness of a retail-led project in Lisbon

To overcome the decline of the vitality and viability of town centres across several Western European cities, urban regeneration projects have been implemented. Despite their dissemination, there are shortcomings regarding the evaluation of the impacts produced by such projects. We aim to contribute to the existing literature on the subject by undertaking an evaluation of a retail-led urban regeneration project that was implemented in Lisbon’s historic centre. We conclude that although there were significant outputs, the project was not effective and did not manage to improve the viability of the area as an important commercial area of Lisbon.
